Due to the increase in the spread of Covid-19 and the latest directives from the Governor
and the California Department of Public Health, the Mayor has modified access to the
City Council meeting to enable members of the public to attend and to make public
comments.
The meeting was called to order by Mayor Erin Resner with the following Council Members
present: Mark Mezzano, Kristen Schreder, and Julie Winter. Michael Dacquisto joined by
teleconference.
Also present were: City Manager Barry Tippin, Assistant City Manager Sheri DeMaagd, City
Attorney Barry DeWalt, City Clerk Pamela Mize, and Executive Assistant Luisa Klapperich.
City Manager Tippin noted that this is the third and final of the series of three budget
workshops.
3A. Report providing an overview of the City of Redding biennial budget for Fiscal Years
2021-23 relative to expenditures, revenues, and rates for the cities Enterprise Funds,
including the Electric, Water, Wastewater and Solid Waste utilities.
Director of Public Works Chuck Aukland, provided a PowerPoint presentation and
summarized the Report to City Council (staff report), both incorporated herein by
reference, regarding the Water, Wastewater, and Solid Waste utilities.
In response to Council Member Mezzano's inquiry regarding replacement of Pump
House No. 1, Director Aukland noted that it is the City's main pumping station and
provides 20,000 acre feet of water. He advised that the study and approval process for
replacement has already begun and will take up to three years to complete. Once
approved, the building phase will be completed in approximately two years.
Director of Electric Utilities Daniel Beans and Electric Manager Joseph Bowers,
provided a PowerPoint presentation and summarized the Report to City Council (staff
report), both incorporated herein by reference.
Council Member Winter inquired if the two percent expected rate increase starting
January 2022 would be on the fixed charges. Director Beans confirmed that would be
the recommendation to the Council.

There being no further business, Mayor Resner declared the meeting adjourned at the hour of
3:17 p.m.
