HomeMy WebLinkAboutMinutes - City Council - 05-04-21 - Regular369 Redding City Council, Regular Meeting Civic Center Council Chambers 777 Cypress Avenue Redding, CA 96001 May 4, 2021, 6:00 PM Due to the increase in the spread of Covid-19 and the latest directives from the Governor and the California Department of Public Health, the Mayor has modified access to the City Council meeting to enable members of the public to attend and to make public comments. The meeting was called to order by Mayor Erin Resner with the following Council Members present: Mark Mezzano, Kristen Schreder, and Julie Winter. Michael Dacquisto was absent. Also present were: City Manager Barry Tippin, Assistant City Manager Sheri DeMaagd, City Attorney Barry DeWalt, City Clerk Pamela Mize, and Executive Assistant Luisa Klapperich, The Pledge of Allegiance to the Flag was led by Mayor Resner. In lieu of the invocation, a moment of silence was observed in memory of late Mayor Emeritus Dave McGeorge. PUBLIC COMMENT Mayor Resner determined that no one present wished to address the Council and closed the Public Comments. CONSENT CALENDAR The following matters were considered inclusively under the Consent Calendar and each Report to City Council (staff report) is incorporated herein by reference: 4(c). Accept the Treasurer's Report for the month of March 2021. 4.1(a). Accept report and make a determination by a four-fifths (4/5ths) affirmative vote that conditions of local emergency continue to exist within the City of Redding, under Public Contract Code section 22050(c)(1) related to the Coronavirus (COVID-19). 4.1(c). Affirm a position of opposition for Senate Bill 210 (Wiener) License Plate Recognition Data Retention which would cause a significant increase in staff time to review and destroy license plate data that does not match a "hot list" within 24 hours. 4.5(a). Authorize the following actions regarding Redding Electric Utility (REU): (1) authorize REU's participation in a Support Services Program Agreement between the Northern California Power Agency and Quantum Spatial to provide remote sensing data for REU's transmission and distribution system in the Tier 1 & Tier 2 fire -threat regions to assist with vegetation management and planning; and (2) subject to the approval of the City Attorney, authorize the City Manager, or his designee, to execute the confirmation agreement and any associated documents and amendments necessary to complete the work. 4.5(b). Approve the Seventh Amendment to the Consulting and Professional Services Agreement (C-7508) with Electric and Gas Industries Association, Inc., extending the agreement through June 30, 2022; and authorize the City Manager to execute the amendment. 05/04/2021 370 4.5(d). Authorize the following relative to the Inter -substation Fiber Project: (1) authorize Redding Electric Utility (REU) to complete the design and construction of Phase 1 and the design of Phase 2 relative to the fiber optic ring connecting electric infrastructure and City of Redding facilities, including the increase of the fiber strand count to 288; (2) authorize the participation of REU in a Support Services Program Agreement between Northern California Power Agency and Katama Technologies, Inc. expanding the scope of work for design and planning of the fiber optic ring connecting electric infrastructure and City of Redding; and (3) adopt Resolution 2021-051, a resolution of the City Council of the City of Redding, approving and adopting the 85th Amendment to City Budget Resolution No. 2019-050 appropriating $1.1 million for the design and construction costs for specified phases of the fiber optic ring. 4.8(a). Approve the relocation of the City of Redding's Emergency Operations Center from the City of Redding's Corporation Yard to the Redding Electric Utility Avtech Headquarters building. 4.8(b). Authorize the following: (1) purchase of one 107' Ascendant Aerial Ladder Truck and one Type 1 fire engine from Pierce Manufacturing for a combined base price not to exceed $2,040,000. The price includes the apparatuses, inspection trips, delivery, performance bond, sales tax, and a 100 percent pre -payment discount; and (2) adopt Resolution 2021-052, a resolution of the City Council of the City of Redding, approving and adopting the 86th Amendment to Budget Resolution No. 2019-050 appropriating $2,040,000 to purchase a new aerial ladder truck and Type 1 fire engine. 4.9(a). Acknowledge donation in the amount of $25,000 received from The McConnell Foundation in honor of former Redding Police Chief Bob Blankenship for the Redding Police Explorers Program. 4.11(a).Adopt Resolution 2021-053, a resolution of the City Council of the City of Redding, approving the connection of 7223 and 7231 Hermosa Drive (APN: 056-410-040 and 056-410-041, respectively), which are outside the City Limits, to the City of Redding wastewater collection system. 4. 11 (b).Approve the purchase of one 2022 Freightliner M2-106 Street Sweeper using Houston - Galveston Area Council contract pricing, with a net delivered cost of $338,497.09, including all applicable taxes and fees for the City of Redding Solid Waste Utility to replace the unit that was burned in a vehicle fire on April 21, 2021. 4. 11 (c).Adopt Resolution 2021-054, a resolution of the City Council of the City of Redding, accepting the List of Projects for Fiscal Year 2021-22 funded by Senate Bill 1: The Road Repair and Accountability Act of 2017. 4.15(a).Approve Resolution 2021-055, a resolution of the City Council of the City of Redding, adjusting the International Association of Fire Fighters Local 1934 —Schedule of Wage Rates to provide a five-step wage structure for the Apprentice Fire Fighter classification, effective May 2, 2021. 4.15(b).Adopt Resolution 2021-056, a resolution of the City Council of the City of Redding, confirming the agreement with the City of Redding Classic Unrepresented Public Safety Management Group for additional cost sharing of employer contributions to the California Public Employees Retirement System. A MOTION WAS MADE by Council Member Schreder, seconded by Council Member Mezzano that the foregoing items on the Consent Calendar be accepted, acknowledged, adopted, and approved. The Vote: AYES: Council Members - Mezzano, Schreder, Winter, and Resner NOES: Council Members - None ABSTAIN: Council Members - None ABSENT: Council Members - Dacquisto Resolution Nos. 2021-051 through 2021-056 are on file with the Office of the City Clerk. 05/04/2021 371 PUBLIC HEARINGS 6.1 Public Hearing regarding the proposed 2021-22 Action Plan for submission to the United States Department of Housing and Urban Development (HUD). Housing Manager Nicole Smith summarized the Report to City Council (staff report), incorporated herein by reference. The hour of 6:22 p.m. having arrived, Mayor Resner opened the Public Hearing to consider the proposed 2021-22 Action Plan for submission to HUD. The Affidavit of Publication — Notice of Public Hearing is on file in the Office of the City Clerk. Mayor Resner determined that no one present wished to address this matter and closed the Public Hearing. A MOTION WAS MADE by Council Member Schreder, seconded by Council Member Winter to adopt Resolution 2021-057, a resolution of the City Council of the City of Redding, accepting the proposed 2021-22 Action Plan; and authorize the City Manager, or designee, to sign all necessary documents to submit the Action Plan to HUD. REGULAR CALENDAR: REPORTS & COMMUNICATIONS OF DEPARTMENTS BOARDS COMMISSIONS AND COMMITTEES 9.1(b). Update on the City of Redding broadband project and provide direction relative to next steps. City Manager Barry Tippin provided a PowerPoint presentation and summarized the Report to City Council (staff report), both incorporated herein by reference. Council Member Winter inquired if other governmental facilities, such as Caltrans or the local schools have expressed interest in participating in the project, particularly with phases 2, 3, and 4. City Manager Tippin mentioned that school districts have shown interest, noting the possibility of providing assistance with capital funding. In addition, there has been discussion with Caltrans and local hospitals regarding lease options. Ms. Winter asked if there has been any interest from citizens. Mr. Tippin opined that a reliable survey would be necessary to gage citizen interest. The survey should be conducted by a third -party company for accuracy and would cost between $10,000 and $30,000. Council Member Mezzano reiterated his support for phase 1 and phase 2. He stated that having fiber connecting the fire stations and other facilities would be beneficial and would bring the next level of service to the community. However, spending up to $200,000,000 to bring fiber to homes is too risky and he does not support it. Mayor Resner stated that she is in favor of phases 1 through 4, but stated that further research and exploration is needed before moving forward with fiber to homes. 05/04/2021 372 A MOTION WAS MADE by Council Member Mezzano, seconded by Council Member Winter to accept the update on the City of Redding broadband project to date and direct staff to continue to develop phase 2 of the fiber ring project and postpone further development of bringing fiber to homes until such time as phase 2 is constructed and/or until other state or federal legislation directs otherwise or provides the needed funding. The Vote: AYES: Council Members - Mezzano, Schreder, Winter, and Resner NOES: Council Members - None ABSTAIN: Council Members - None ABSENT: Council Members - Dacquisto 9.6(a). This item was moved to the beginning of the meeting at the request of Mayor Resner. Presentation of Mayor Proclamations declaring May 15, 2021, as Peggy O'Lea Day in the City of Redding, and May 28, 2021, as Elizabeth Kelley Day in the City of Redding, in appreciation of their service to the Shasta Public Libraries. Director of Community Services Kimberly Niemer highlighted the Report to City Council (staff report), incorporated herein by reference. Mayor Resner presented the Mayor Proclamations to Peggy O'Lea and Elizabeth Kelley. The City Council took no formal action on this informational item. 9.14(a).Update relating to the general operations of the City of Redding Code Enforcement Division. Assistant City Attorney Jacob Baldwin provided a PowerPoint presentation and summarized the Report to City Council (staff report), both incorporated herein by reference. SUGGESTIONS FROM COUNCIL MEMBERS RELATIVE TO POTENTIAL TOPICS FOR FUTURE CITY COUNCIL MEETINGS At Council Member Winter's suggestion, a consensus of the Council directed staff to return to a future Council Meeting to put forth a Mayor's Proclamation for the second Monday in October, as Indigenous Peoples' Day.
