Due to the increase in the spread of Covid-19 and the latest directives from the Governor
and the California Department of Public Health, the Mayor has modified access to the
City Council meeting to enable members of the public to attend and to make public
comments.
The meeting was called to order by Mayor Erin Resner with the following Council Members
present: Michael Dacquisto, Mark Mezzano, Kristen Schreder, and Julie Winter.
Also present were: City Manager Barry Tippin, Assistant City Manager Sheri DeMaagd, City
Attorney Barry DeWalt, City Clerk Pamela Mize, and Executive Assistant Luisa Klapperich.
The Pledge of Allegiance to the Flag was led by Mayor Resner.
The Invocation was provided by Lynn Fritz, Native American Tradition as a Karuk Tribal
Descendant/Shasta County Interfaith Forum Chair; and Joey Carroll, Native American Flute.
PUBLIC COMMENT
Mayor Resner determined that no one present wished to address the Council and closed the
Public Comments.
CONSENT CALENDAR
The following matters were considered inclusively under the Consent Calendar and each
Report to City Council (staff report) is incorporated herein by reference:
4(a). Approve Minutes: Regular Meeting of March 16, 2021; Special Meeting — Closed
Session of April 6, 2021; and Regular Meeting of April 6, 2021.
4(b). Accept Accounts Payable Register No. 18; and Payroll Register No. 19. (1) Accounts
Payable Register No. 18 for the period of March 13, 2021, through March 31, 2021 for
a total of $13,508,590.68, for check numbers 161547 through 161887, inclusive, ACH
transfer numbers 16927 through 17003, inclusive, Wire Transfer numbers 10436
through 10456, inclusive; and (2) Payroll Register No. 19 for the period of March 7,
2021 through March 20, 2021 for a total of $3,341,934.45, for electronic deposit
transaction numbers 530549 through 531438, inclusive, and check numbers 606876
through 606914. SUMMARY TOTAL: $16,850,525.13.
4.1(a). Accept report and make a determination by a four-fifths (4/5ths) affirmative vote that
conditions of local emergency continue to exist within the City of Redding, under
Public Contract Code section 22050(c)(1) related to the Coronavirus (COVID-19).
4.1(b). Approve the sale of City of Redding -owned property located at 2772 and 2786 Victor
Avenue (Assessor's Parcel Numbers 067-270-063 and 067-270-064) for the appraised
value; and authorize the City Manager to negotiate and execute the agreement and all
subsequent documentation to facilitate the close of the transaction.
4.2(a). Adopt Resolution 2021-046, a resolution of the City Council of the City of Redding,
authorizing staff to apply for the U.S. Department of Housing and Urban
Development's Older Adults Home Modification Program for grant funding in the
amount of $1,250,000; and authorize the City Manager, or designee, to execute all
documents necessary to apply, accept, appropriate, and implement the grant, if
awarded.

4.11(a).Authorize the following actions relative to the City of Redding's COVID-19 Economic
Stimulus Package projects: (1) accept an update on project progress; and (2) ratify
approval of the City Manager award for the Ball Field Lighting Upgrades at Alta Mesa
Park, Softball Park, South City Park Kiwanis No. 1, and Tiger Field (C19 -LS -01) to
Builders Solutions, Inc., in the amount of $463,168.
4.11(c).Approve the final map for Shastina Ranch Subdivision, Unit 4 (S-7-03/PD-5-04); and
direct the City Clerk to file the map with the Shasta County Recorder.
4.11(d).Approve the final map for Stonesfair Subdivision, Unit 2 (AMND-2018-01293/S-9-
05); authorize the Mayor to execute a Subdivision Agreement with Sierra Pacific Land
and Timber Co.; and direct the City Clerk to file the map with the Shasta County
Recorder.
4.11(e).Authorize the Mayor to execute the First Amendment to the Subdivision Agreement
(S-13-05) with Wyndham Partners, LLC, pertaining to partial occupancy and
completion of project conditions associated with off-site improvements.
4.11(f).Approve the following actions all related to the Federal Aviation Administration
Airport Improvement Program: (1) adopt Resolution 2021-047, a resolution of the City
Council of the City of Redding, authorizing submission of two grant applications in the
amount of $787,383 with the Federal Aviation Administration for Airport
Improvement Program funding for both the Redding Municipal Airport (RDD) and
Benton Airpark (085). The proposed projects include: (a) Preliminary Design Concept
Study for Runway 16-34 and Taxiway Connectors at RDD; (b) Airport Layout Plan
Update with Narrative and Airports Geographic Information System Aeronautical
Survey for 085; and (c) Design of Runway 15-33 MAGVAR and Runway 15-33 and
Taxiway "A" Pavement Preservation at 085; (2) authorize the City Manager, or
designee, to execute the grant applications, submit all subsequent documentation
necessary to obtain grant funds for the projects and appropriate all grant funds received
to the Airport Fund; and (3) approve the Second Amendment to Consulting and
Professional Services Contract (C-6742) authorizing a nine-month extension for Mead
and Hunt, Inc. to continue to provide engineering services to the City of Redding for
airport related projects; and authorize the City Manager to execute the amendment.
4.11(g).Approve the final map for Stonesfair Subdivision, Unit 3 (AMND-2018-01293/S-9-
05); authorize the Mayor to execute a Subdivision Agreement with Sierra Pacific Land
and Timber Co.; and direct the City Clerk to file the map with the Shasta County
Recorder.
4.15(a). Accept report regarding the City of Redding's appreciation of the many volunteers
involved in its Volunteer Program for calendar year 2020, noting that despite the
COVID-19 pandemic, volunteers through the City of Redding Volunteer Program
contributed over 11,600 hours of service to the City of Redding, and by using the
national estimated value of volunteer time provided by Independent Sector, the value
is over $315,000 dollars.
A MOTION WAS MADE by Council Member Schreder, seconded by Council
Member Winter that the foregoing items on the Consent Calendar be accepted,
acknowledged, adopted, and approved.

PUBLIC HEARINGS
6.1 Public Hearing regarding Resolution to submit the 2019-20 Action Plan Substantial
Amendment to the U.S. Department of Housing and Urban Development.
Deputy City Manager Steve Bade provided a PowerPoint presentation and summarized
the Report to City Council (staff report), both incorporated herein by reference.
Mr. Bade noted a typographical error in the 2019-20 Substantial Amendement Action
Plan 04072021 draft on page 49 under number 25: CV 1 CV2 Emergency Payments
funding was written as $11,491,562 and should be $114,915.62.
The hour of 6:11 p.m. having arrived, Mayor Resner opened the Public Hearing to
consider Resolution to submit the 2019-20 Action Plan Substantial Amendment to the
U.S. Department of Housing and Urban Development.
Mayor Resner determined that no one present wished to address this matter and closed
the Public Hearing.
A MOTION WAS MADE by Council Member Schreder, seconded by Council
Member Winter to adopt Resolution 2021-048, a resolution of the City Council of the
City of Redding, approving the submission of the amended 2019-20 Action Plan;
authorize the City Manager, or designee, to sign all necessary documents; and forward
the Action Plan to the U.S. Department of Housing and Urban Development.

9.5(c). Redding Electric Utility's (REU) Revised Renewables Portfolio Standard (RPS)
Enforcement Program and Procurement Plan.
Electric Resources Manager Nathan Aronson highlighted the Report to City Council
(staff report), incorporated herein by reference and requested direction from the
Council to establish a course of action for staff.
A MOTION WAS MADE by Council Member Winter, seconded by Council Member
Mezzano to approve REU's updated RPS Enforcement Program and Procurement Plan
in compliance with the revised RPS Enforcement Regulations adopted by the California
Energy Commission on December 22, 2020.

9.15(b).Resolutions regarding Memorandum of Understanding (MOU) and Schedule of Salary
Ranges with Redding Police Managers' Association (RPMA); Employment and Benefit
Policies for Unrepresented Employees and Executive Management Pay -for -
Performance Salary Plan.
Personnel Manager Kelley Martinez highlighted the Report to City Council (staff
report), incorporated herein by reference.
A MOTION WAS MADE by Council Member Schreder, seconded by Council
Member Winter to adopt the following: (1) Resolution 2021-049, a resolution of the
City Council of the City of Redding, approving the successor MOU with RPMA, for a
two -and -one-half year term ending November 30, 2023; and amendments to the RPMA
Schedule of Salary Ranges, effective April 21, 2021; and (2) adopt Resolution 2021-
050, a resolution of the City Council of the City of Redding, approving the Employment
and Benefit Policies for Unrepresented Employees effective April 21, 2021, and
amendment of the Executive Management Pay -for -Performance Salary Plan, effective
April 18, 2021.
The Vote:
