HomeMy WebLinkAboutMinutes - City Council - 04-08-21 - Special359 Redding City Council, Special Meeting Civic Center Council Chambers 777 Cypress Avenue Redding, CA 96001 April 8, 2021, 2:00 PM Due to the increase in the spread of Covid-19 and the latest directives from the Governor and the California Department of Public Health, the Mayor has modified access to the City Council meeting to enable members of the public to attend and to make public comments. The Special Meeting - Budget Workshop was called to order by Vice Mayor Kristen Schreder with the following Council Members present: Mark Mezzano and Julie Winter. Mayor Erin Resner and Council Member Michael Dacquisto joined by teleconference. Also present were: City Manager Barry Tippin, Assistant City Manager Sheri DeMaagd, City Attorney Barry DeWalt, Finance Officer Gregory Robinett, City Clerk Pamela Mize, and Executive Assistant Luisa Klapperich. Budget Workshop Meeting One. 3A. Development of the City of Redding's Biennial Budget for Fiscal Years 2021-23. City Manager Tippin provided a PowerPoint presentation and summarized the Report to City Council (staff report), both incorporated herein by reference. Mr. Tippin noted that this is the first of a series of three budget workshops. He stated the purpose of this workshop is to review the General Fund component of the budget; and advised that the General Fund includes departments such as police, fire, recreation, and other general government activities. In addition, this meeting is designed to look at items that have been included in the budget, review revenue assumptions, provide information to the Council, and to receive guidance from the Council. Specific Items for Council Consideration - City Manager Tippin asked for the Council's guidance regarding the following: Youth Council Contract $25,000 annually A consensus of the Council supported moving forward with this item. District Attorney Contract $100,000 annually Council Member Winter asked if continuing the contract with the District Attorney was necessary. Mr. Tippin advised that the District Attorney aids the City of Redding by prosecuting municipal code violations. A consensus of the Council supported moving forward with this item. Funds for Property Abatement $60,000 Council Member Dacquisto expressed his support and suggested the amount be increased to fund much needed property abatement. A consensus of the Council supported moving forward with this item. Prepayment of Ca1PERS Unfunded Liability Council Member Dacquisto remarked that prepayment of Ca1PERS Unfunded Liability should be budgeted elsewhere, rather than paid with loans from Redding Electric Utility. A consensus of the Council supported moving forward with this item. 04/08/2021 360 Potential Use of One -Time Funds - City Manager Tippin asked the Council for direction regarding the following: Repayment of REU loan to the California Soccer Park In response to Council Winter's inquiry, Mr. Tippin advised that the Council may address the possibility of forgiving the loan from Redding Electric Utility (REU) to the California Soccer Park as a regular agenda item at a future Council meeting. Fire Department — Ladder Truck and Engine Mayor Resner recalled that funds are included in the budget to repair some of the deferred maintenance at the Fire Stations, and asked if there are other maintenance needs. Mr. Tippin advised that an additional $50,000 can be set aside for repairs. He said that if the Council would like a more in-depth look at the Fire Department's general needs, Fire Chief Vanlandingham will provide a report at a future meeting. Capital Needs for City -owned Facilities Council Member Dacquisto inquired if any improvements for either the City departments or City Hall will be presented to Council prior to specific budget decisions. Mr. Tippin confirmed any construction funding will be brought to Council for approval. SUGGESTIONS FROM COUNCIL MEMBERS RELATIVE TO POTENTIAL TOPICS FOR FUTURE CITY COUNCIL MEETINGS At Vice Mayor Schreder's suggestion, a consensus of the Council directed staff to return to a future Council meeting with a report providing available options for either forgiveness or repayment of the loan from REU to the Soccer Park.
