Approves the submission of a proposal for funding under the Division of Recycling' s Litter Abatement and Recycling Activities Contracts Program, as set forth in the copy of the Proposed Residential Curbside Recycling Pilot Project attached hereto and incorporated herein by reference. 2 . Fully supports all projects within said proposal. 3 . Certifies that the proposed project is compatible with the County Solid Waste Management Plan (CoSWMP) . 4 . Signature Title 2 • • PROJECT SUMMARY DESCRIPTION: Redding is located in the northern edge of the Sacramento Valley, and is considered the hub metropolitan area for Northeastern California. The proposed Residential Curbside Recycling Pilot Project will serve 2, 500 homes, which is 10% of Redding households including multi-family units. The project will use the curbside basket method of source separation. Each residence in the pilot neighborhoods will receive a set of three brightly colored recycling baskets: one for aluminum and PET beverage containers, one for glass beverage containers, and one for newspaper. Residents will be asked to place their baskets on the curbside for recycling the same day as their solid waste collection. Curbside recyclables. will be collected by a sanitation crewman driving a pick-up truck with a fifth wheel trailer equipped with separate bins for material segregation. After completing his or her daily route, the sanitation crewman will tranport the collected recycleables to a local processor for redemption. See Appendix B for letters of support from local processors. Revenues generated from sale of recyclable will be used to offset program costs. Project promotion and public education will be an essential part of the pilot project to encourage citizen participation. JUSTIFICATION: In order to extend the lifespan of the City . of Redding' s landfill, reduce solid waste transfer transportation costs, recover valuable resources to production, and meet State of California recycling mandates, the Department of General Services Division of Solid Waste is pursuing an intergrated solid waste management policy. Along with composting and commercial recycling, residential curbside recycling is a important part of the City's intergrated approach to reducing the volume of waste being landfilled. The City of Redding' s Benton Landfill, which is located within the city limits, annually receives 60, 000 tons of waste from commercial and residential collection activities. A drop off center is operated at the landfill by a non-profit organization, People of Progress. In addition, the Solid Waste Division operates a composting program, a white paper recycling program, and a cardboard recycling program. The City is committed to curbside recycling in order to improve future recycling performance. 3 I � • • The Benton Landfill is near capacity, and will be closing January 1, 1990. In the past fiscal year, the City of Redding successfully negotiated with the County of Shasta to take over operation of the County' s West Central Landfill on January 1, 1990. The West Central Landfill is estimated to have 30 years of capacity. Starting with the New Year, City trucks will be required to haul 26 miles round trip to the West Central Landfill. Curbside recycling will reduce the volume of solid waste being tranported and disposed at the West Central Landfill. Any volume reduction will extend landfill lifespan and reduce transfer trips. Extention of landfill lifespan and reduction of transfer trips will ultimately be reflected in a long term savings to Redding. Not only will curbside recycling be a long term savings to City residents, it will also be assisting in protecting the environment and saving our natural resources. The proposed Residential Curbside Recycling Pilot Project will be the first municipally sponsored curbside recycling project in California north of Sacramento, and will serve as a model for surrrounding rural communities. A recent telephone survey of Redding residents found that 75% of the interviewees had very high interest or high interest in a curbside recycling program. Complete survey results are summarized in Appendix A. Interest in a curbside recycling project has also been expressed by local community groups and leaders. See Appendix B for letters of support. A waste sorting project conducted by the Solid Waste Division found that nearly 8% of the residential waste stream is recyclable material. Complete project results are contained in Appendix C. It is hoped that a curbside recycling program will raise public awareness on the solid waste crisis. By getting people into the habit of recycling at home, then they will be more apt to recycle at their workplace. The pilot neighborhoods were selected for their even distribution of age and income. These neighborhoods were also used in the automated residential solid waste collection pilot project. PERFORMANCE STANDARD: The objective of the proposed Residential Curbside Recycling Pilot Project is to effectively reduce the residential waste stream by collecting recyclable material at the curbside, 4 4 411 ' I and raise public awareness on recycling and source reduction through promotion and public education. The proposed pilot project shall have a 50% percent participation rate and reduce the residential waste stream by 5% within the pilot population. I � I • j j 5 • SCOPE OF WORK In order for the proposed Residential Recycling Curbside Pilot Project to be sucessful, the project team has identified three critical areas of work: collection operations, promotions and public education. I . Collection Operations The three bin source separation method has been selected, because the convenience will encourage participation. The pick-up truck and fifth wheel collection trailer will provide the greatest flexiblity for collection operations. For example, if the truck breaks down, the collection trailer could easlier be pulled by another truck. Detailed records of recycling volumes and participation rates will be kept to track progress. This data will be used for generating monthly reports, as well as targeting promotional efforts. This data will also be used to evaluate the pilot project at the end of the year, and prepare a year end report. To insure the accuracy and gather a wide range of perspectives, the pilot project evaluation process will include City Council Members, local recycling processors, members of local citizen groups interested in recycling, citizens from the pilot neighborhoods, and City staff . Collection operations will address stolen recycling bins and scavenging of materials. All bins will be engraved in order to clearly identify them as property of the City of Redding. In order to facilitate tracing of recovered stolen bins, each set will have an indivdual serial number. To replace stolen or damaged containers, the proposed budget provides for 200 extra sets of bins. In the opinion of Redding City Attorney Randall Hays, City of Redding Municipal Code Section 9. 28 . 090(A) prohibits removal of materials placed at the curbside by unauthorized persons. During the pilot project, if the project team finds stolen containers or scavenging to be a problem, enforcement activities will be stepped up. The objective of the collection operation is to project a positive image of clean professionalism which participants can take pride in. II . Promotions To have a high participation rate, there will be consistent and on-going promotion of the Residential Curbside Recycling Pilot Project. 1 ! � 6 ti A brochure explaining the pilot project will be developed. The brochure will explain to the pilot project residences the importance of recycling, how to use the bins, and when to set the bins on the curbside for collection. An example of the draft brochure is contained in Appendix D. The brochure will include a cut out portion that residences can fill out and return to Solid Waste Division if they are interested in volunteering. Volunteers will be asked to act as neighborhood recycling coordinators. They will be asked to keep an eye out for illegal scanvenging, as well as lobbying on non-particpating households and distributing project information. The Redding Police Department' s Crime Prevention Unit has given its support to the curbside project, and will allow Solid Waste Division representatives to ride along when holding neighborhood watch meetings in the pilot neighborhoods. Letters introducing the pilot project will sent out a week before the recycling bins are delivered. In order to demonstrate the importance of the pilot project to residences, the letter will emphasize the unique opportunity of being selected as a pilot neighborhood. A second letter will be sent out forty-five days later reiterating the importance of the pilot program. The letter will give an update on the project, list volumes of materials collected, and encourage further participation. Update flyers will provide further promotions in the pilot neighborhoods. These flyers will be distributed by neighborhood volunteers and sanitation crewmen collecting the route. The project will have promotional refrigerator magnets, note pads, t-shirts and automobile litter bags produced with the project' s logo and slogan. The project will seek out media coverage on local television and radio boardcasts, as well as newspapers. In the past, the local media has been supportive and responsive to Solid Waste Division activities. Appendix B contains examples of local newspaper articles written about curbside recycling and Division activities. The Residential Curbside Recycling Pilot Project will also be covered in the City' s newsletter which is sent out to all City residences in utility bills. , I � It is hoped that the brighty colored recycling bins will also act to promote the project, and that the spirit of community within the pilot neighborhoods will apply peer pressure on non-participating households. 7 I ! � 410 III . Public Education Public education and promotions are closely related, but the emphasis of public education will be going to schools, civic groups, and the public with information not only on the Curbside Recycling Pilot Project, but also on the general subjects of recycling, composting and source reduction. The Project Manager is the City of Reddings' s Recycling Coordinator. It is the Project Manager' s responsiblity to coordinate public educational efforts. A seven minute video and a 30 second public service announcement (PSA) will be produced during the pilot project year regarding curbside recycling and source separation. Both will be produced with volunteer help available through the community access cable television station. In addition, Solid Waste Division staff will attend video production classes available through the community access cable television station. The seven minute video and the PSA will be broadcast over community access cable., as well as being utilized a point of departure for presentations given to schools and community groups. A speakers bureau will be initiated to provide interested groups and businesses with informative presentations on curbside recycling, composting and source reduction. In addition to the video on curbside recycling, a slide show will be developed to illustrate other solid waste disposal programs and issues. The elementary schools within the pilot neighborhoods will be targeted for educational efforts. The primary focus will be assembly meetings with second through sixth grade youngsters. There will be a demonstration of the automated collection equipment, the curbside recycling bins and the recycling truck and trailer, as well as a discussion of the importance of separating recyclables and diverting brush. The Project Manager will also coordinate field trips to the composting operation to demonstrate the "tub" grinder. Curriculum materials will be developed for teachers to distribute to their students. 8 •I 1111 SOLID WASTE DIVISION ACTIVITIES The proposed residential curbside recycling y g pilot project will supplement the recycling and source reduction programs that the City of Redding' s Solid Waste Division is already pursuing. The Solid Waste Division' s Litter Abatement Program has been highly successful at eliminating street side litter and mitigating illegal dumping. The Litter Abatement Program utilizes Shasta County probationers and juvenile offenders for litter and illegal dump site clean up. The Litter Abatement Program also sponsors an annual spring community clean up effort called the Clean-a-thon. The Clean-a-thon is very effective at raising public awareness on solid waste issues, and in 1988 the project won the CLEAN award from the Califonia Waste Management Board. The Solid Waste Division has fully implemented a composting program. Brush and other organic material is diverted from the landfill and is chipped by a portable wood waste "tub" grinder. The Division estimates that the composting program can reduce the waste stream by as much as 25%. Some of the , chipped material is sold as fuel to local electricity generators. The remainder of the chipped material is placed in windrolls for decomposition. Currently, the Division plans to use the compost as soil amendment at the Benton Landfill site and other City projects. Over the past five years, the Solid Waste Division has moved toward complete automation of residential and commercial solid waste collection in order to cope with future growth and increase efficiency. Currently, 33% of residences and 75% of businesses within the City have automated collection. The Division is incrementally implementing automated collection throughout the City. It is the Division' s objective to complete automation in two years. The Solid Waste Division is pursuing commercial recycling programs. The Division has implemented a white paper recycling program for City offices. It is the Division' s desire to provide leadership for white paper recycling which other government agencies and businesses might imitate. The Division is in the process of developing a cardboard recycling pilot program for major retailers which generate large amounts of cardboard. The Division is currently in the enviromental review phase of siting a new transfer station and resource recovery center. The Division is planning to design the new facility in order to accommodate full scale commercial recycling. According to the Division' s best estimates, the new transfer station will be operational for in two years. As a stop 9 1111 gap, the Division is going to operate a temporary transfer station at the Benton Landfill site until the permanent transfer station is complete. In order to educate the public on solid waste issues, Solid Waste Division staff gives presentations to schools and civic groups. The Division produced a video on the Clean-a-thon which was very well received. In addition, Division activities have received positive news coverage from local newscasts and newspapers. Kohn Title: Assistant Director, General Services Bob has twelve years of experience in the solid waste industry with five year in administration, four in landfill operations and three in waste collection operations. Solid waste program implemented during Bob' s employ include the front-load container collection system, the automated residential collection system, the litter abatement program and the composting program. Currently, Bob sits on the Board of Directors of the Gold Rush Chapter of the Governmental Refuse Collection And Disposal Association (GRCDA) . Project Manager: Pete D. Roach Title: Litter Abatement Officer Pete has eleven years of experience in the solid waste industry with nine years in waste collection operations and two years administering the Litter Abatement Program. Pete headed up the start up and implementation of the composting program. In addition, Pete organized the First Annual Clean-a-thon in 1988 that won first place in the California Clean Community 1 Achievement contest. Intermediate Account Clerk: Karey Kraft Karey has five years experience in the Solid Waste Division. Her duties include .supervision of division customer service representatives, general office practices, billing and correspondence. Sanitation Crewman: To Be Determined This will be a union bid position and appointment, and will be governed by seniority. The person selected for this assignment will have experience in waste collection operations, as well as interpersonal skills for pilot neighborhood community outreach. The position will be assigned during the third month of project for container delivery. The crewman will continue full-time completely dedicated to collection operations for the nine months. The City of Redding' s Solid Waste Division currently operates as an enterprise and intends to fund $55,142. 96 of the project costs from these revenues. The City of Redding' s cost for the project will include all personnel, promotions and public education expenses. The City is requesting $79, 450. 00 to cover the cost of equipment. Appendix E contains recent bids from equipment suppliers for the recycling trailer and recycling bins. The budgeted cost for recycling bins has been increased by 10% from the lowest bin because of anticipated increases in the cost plastic resin over the next six months. See letter from Toter Incorporated in Appendix E. The cost of the heavy duty truck, as well as fuel and maintenance costs, are based on the City of Redding' s Fleet Manager's cost estimates. Final Report Submitted Apr. 30, 1991 i II 15 • • li APPENDIX A Curbside Recycling Telephone Survey Results i I I , • • Appendix A REDDING PUBLIC OPINION ON CURBSIDE RECYCLING Between September 6, 1989, and September 19, 1989, Redding Recycling Committee volunteers conducted 107 randomly selected telephone interviews with City of Redding residents. The objective of the survey was to assess the level of public interest in a curbside recycling program. The survey found an overwhelming percentage of people believe that there is a "Solid Waste Crisis" in California, and that recycling is a solution to the problem. Three quarters of the interviewees stated that their 1 households currently recycle. Aluminum cans were the number one recycled material with glass and newspaper a close second and third. A conflict exists between the number of the people saying that they recycle and the volume of recycleables found in the waste stream. If as many people are indeed recycling as say that they are recycling, it is not reflected in the volume recycleables in the waste stream. Perhaps many interviewees responded positively on the recycling question because they do recycle but not in a consistent manner. Another possible explanation is that many interviewees know that recycling is the right thing to do, but do not recycle. When the interviewer asked the recycling question they were embarrassed to admit the truth. Of the interviewees that did not recycle, no nearby recycling location was the number one reason they gave for not recycling. Low redemption values, recycling is messy, and no transportation were the next most common reasons people gave for not recycling. When asked what degree of interest they would have in a curbside program, 75% of the interviewees responded very high interest or high interest. Even though there seems to be a high degree of interest in curbside recycling, only 51% of the interviewees said that they would be willing to pay a small surcharge for the additional service. 43% said no to an additional surcharge for curbside recycling. 7% had no opinion. When the interviewees that were willing to pay an additional surcharge were asked how much they would be willing to pay, 44% said that they would pay one dollar. 16% said that they would pay 75 cents to $1 . 20% said that • they would pay 50 to 75 cents. 20% said that they would pay 50 cents or less. In summary, the results of the survey indicate that the public perceives that there is a solid waste crisis and that recycling is one solution. This perception of a crisis seemed to be reflected in the high degree of interest that most interviewees have in a curbside program. Support for a curbside program splits when an additional charge is added to the waste collection bill. Of the people willing to pay an additional charge most would pay one dollar. When the people who are willing to pay one dollar are looked at in terms of the entire sample, they represent 22% of the interviewees.
