I • • I ' RESOLUTION NO. 87-.335 7'j35 li A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING DECLARING THAT AN EMERGENCY SITUATION EXISTS; AUTHORIZING THE BYPASS OF THE FORMAL BIDDING PROCESS ; AWARDING A CONTRACT TO THE LOWEST INFORMAL BIDDER FOR THE REMOVAL OF TWO 10-12 ,000 GALLON UNDERGROUND TANKS AT REDDING MUNICIPAL AIRPORT; AND AUTHORIZING THE CITY MANAGER TO SIGN THE NECESSARY DOCUMENTATION. WHEREAS , the Environmental Protection Agency has greatly increased its standards and regulations concerning underground storage tanks; and WHEREAS, it is necessary to immediately remove two 10-12 ,000 gallon underground tanks at Redding Municipal Airport; and WHEREAS , there is not sufficient time to allow for the formal bidding process; and WHEREAS, there are vendors in Redding who have proven through past service to the City that they possess the qualifi- cations and knowledge necessary to perform the work satis- factorily and in accordance with state and federal laws; and WHEREAS, these vendors have provided the City with what they believe would be their costs for removal of said tanks and associated equipment; and WHEREAS , pursuant to Redding Municipal Code Section 1 4 . 20 . 080 , staff recommends that a contract be awarded to the lowest informal bidder; and WHEREAS, funds are budgeted for this purpose; and WHEREAS, the City Council has carefully studied the afore- said matter, and has determined that said recommendation is in the best interests of the City; and WHEREAS , it has been determined that this matter is categorically exempt from the provisions of the California Environmental Quality Act; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redding as follows : a � �1 4 1 . That the foregoing recitals are true and correct. i 2 . That, pursuant to Redding Municipal Code Section 4 .20 . 080 , the formal bidding process be bypassed, and a contract awarded to R.S.S .E. , Inc. of Redding, the lowest informal bidder, in the amount of $8 ,700 .00 for the removal of said tanks and equipment. 3 . That a contingency fund of $5 ,000 .00 is hereby approved to cover the costs of contamination cleanup, if necessary. i 4 . That the City Manager is hereby authorized and directed to execute the necessary documentation on behalf of the City of 1 Redding, and the City Clerk is hereby authorized to attest the I I signature of the City Manager and to affix the seal to the documentation when appropriate.
