HomeMy WebLinkAboutReso. 1989-321 - Establishing and adopting a compensation policy to govern the salery-setting process for employees !1 I • • H RESOLUTION NO. 89-321 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING ESTABLISHING AND ADOPTING A COMPENSATION POLICY TO GOVERN THE SALARY-SETTING PROCESS FOR EMPLOYEES. II WHEREAS, the City Council of the City of Redding is charged with the responsibility of establishing municipal policies to guide the various functions of the City, and, where necessary, to establish procedures by which functions are performed; and WHEREAS , regulatory policies established by the City Council are usually adopted by Ordinance and included in the Municipal Code. However, other policies are also established, which by their nature do not require adoption by Ordinance; these policy ii statements , adopted by Resolution of the City Council, need to be consolidated in a reference document for easy access; and ' I WHEREAS, on August 4 , 1987 , by Resolution No. 87-261 , the City Council adopted a Council Policy Manual to achieve said objectives; and J j WHEREAS, City Council wishes to establish a salary policy, which policy is set forth in Exhibit "A" attached hereto and incorporated herein by reference; NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding as follows: 1 . That all of the above recitals are true and correct; 2 . That attached hereto as Exhibit "A" and incorporated herein by reference is a policy statement to be incorporated in .19 Nl ; � ,J • y I the Council it Policy Manual with regard to establishing a salary policy. 3 . Purpose ii This policy will establish the City Council's posture on this important subject and will provide the framework for the City Council in arriving at a salary and benefit program which is equitable to taxpayers, employees, and the public. II Policy �. The City of Redding will establish and maintain a compensation policy which is intended to recruit and retain the better qualified employees . In order to establish salaries and benefits necessary to attract and retain such employees, the City shall conduct periodic surveys of public and private '4 sector employment in order to ensure that its compensation 11 ' practices conform to the practices of a cross-section of public and private employers in the labor market from which the City recruits its work force. The Council recognizes that there are different labor markets for different occupational groups , and its survey practices shall reflect those labor Ij market differences , and the compensation judgements made on the salary data collected shall also reflect those geographic differences. For occupational grips that are peculiar to the public sector, such as police and fire, or for professional, technical or managerial occupational groups or jobs with qualifications not found in ready supply in the local Redding market, the City shall conduct surveys of total compensation in California cities with economic and service delivery it conditions comparable to. Redding' s. For those occupational groups which are found in ample supply in the Redding area, total compensation surveys of public and private employers in that market place shall be conducted. These surveys will serve as the basis for insuring that the City' s compensation practices are in keeping with the practices of public and private employers in the labor markets in which the City competes for its work force and will serve as the foundation for the collective bargaining processes in which the City participates. • I I CR 0049 I - � !
