A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE AGREEMENT BETWEEN THE CITY OF REDDING AND
WILBUR SMITH ASSOCIATES FOR A STUDY OF THE INTERSTATE 5
CORRIDOR AND PARTS OF STATE ROUTE 299 WEST AND STATE ROUTE
44 FREEWAYS THROUGH REDDING, AND AUTHORIZING THE MAYOR TO
SIGN SAID AGREEMENT.
IT IS HEREBY RESOLVED by the City Council of the City of
Redding as follows :
1 . That the City Council of the City of Redding hereby
approves the Agreement between the City of Redding and Wilbur
Smith Associates outlining their services for completing a study
of the Interstate 5 Corridor and parts of State Route 299 West
and State Route 44 Freeways through Redding, a true copy of which
is attached hereto and incorporated herein by reference.
2 . That the Mayor of the City of Redding is hereby
authorized and directed to sign said Agreement on behalf of the
City Council of the City of Redding; and the City Clerk is hereby
authorized and directed to attest the signature of the Mayor and
to impress the official seal of the City of Redding on the
aforesaid Agreement when appropriate.
I HEREBY CERTIFY that the foregoing Resolution was

AGREEMENT
STUDY OF INTERSTATE 5, STATE ROUTE 299 WEST,
AND STATE ROUTE 44 THROUGH REDDING
(Wilbur Smith Associates)

THIS AGREEMENT, made and entered into this day of , 1989,
by and between the CITY OF REDDING (hereinafter "City") , a municipal j
corporation of California, and WILBUR SMITH ASSOCIATES (hereinafter "Con-
sultant") , whose business address is 282 Second Street, 2nd Floor, San i '
Francisco, California 94105.
WITNESSETH :
In consideration of their mutual covenants, the parties hereto agree as
follows:

1 . EMPLOYMENT. City hereby engages Consultant and Consultant hereby
agrees to perform the services hereinafter set forth.
2. CITY REPRESENTATIVE. The City Manager shall be the representative of
City for all purposes under this agreement. The City Manager's 11'.
designee, Robert Galusha, City's Director of Public Works, shall have
11 the responsibility of monitoring Consultant in the performance of its
work, as defined hereunder.
3. STATEMENT OF WORK. Consultant shall perform a study of the Interstate
' ' S Corridor and parts of State Route 299 West and State Route 44
freeways through Redding. The study shall determine ways to mitigate
both existing conditions and future conditions with the expected
increase in traffic through the corridors, including evaluation of a
new interchange located on Interstate 5 between State Route 44 and
State Route 299 East. Increasing capacity, enhancing safety and
improving freeway access are the primary objectives. The general
project aspects are as follows:
A. Evaluate existing freeway operations on the 1-5 corridor from
Knighten Road to Oasis Road;
B. Evaluate existing freeway operations on SR44/SR299 from west of IG
the Auditorium overcrossing to east of the Airport Road
overcrossing;
C. Measure traffic operations at all freeway on- and off-ramps and
the interchange cross streets for both freeway corridors;
D. Project traffic volumes to represent realistic build-out of
General Plan land use; 1`

E. Evaluate capacity conditions for existing and future traffic and
determine freeway interchange and intersection improvement needs;
F. Evaluate the "constrained," "unconstrained," and "do nothing"
alternatives, recommending priority improvements with available
funding for these three alternatives;
G. Consider anticipated transportation systems management (TSM)
improvements and their effect upon the future impacts.
4. SERVICES TO BE PERFORMED BY CONSULTANT.
A. Authorized Scope of Work:

1. Consultant agrees to perform all work necessary to complete
in a manner satisfactory to the City those tasks described
in Exhibit A, attached hereto and incorporated herein by
this reference as if fully set forth.
2. Consultant shall incorporate interchanges in the study area
shown in Attachment B, attached hereto and incorporated
herein by this reference as if fully set forth.

3. As outlined in Exhibit A, Consultant shall submit monthly
progress reports to the City describing the progress of the
work and three reports following completion of Tasks 2, 5,
and 7. Task 8 will be the final report. Consultant shall
furnish thirty (30) printed copies of the final report.
B. Available Personnel : �� I
1. Consultant has estimated the personnel required to complete
the work in Attachment A and agrees to make said personnel
available for the indicated number of days over the life of
the project.
2. Peter Martin of Consultant's staff shall be the Project
Manager responsible for keeping City informed of the
progress of the work and available for no less than four
meetings with the City or Technical Advisory Committee. The
Project Manager will not be replaced without prior written
approval of the City.
5. COMPENSATION. For services performed pursuant to this Agreement, City
agrees to pay and Consultant agrees to accept, as payment in full , sum
calculated on a cost reimbursement basis. Cost includes: direct
labor, overhead, travel , other direct costs, and fixed fee. Payment
shall be based upon the actual hours worked by Consultant's profes-
sional staff, as set forth in Attachment A.
A. Direct Labor. Direct labor costs shall be the product of the
total number of hours worked on the project by each employee of
Consultant and the billing rate for each such employee. The

billing rate for each employee and the estimated number of hours to be
worked by each employee on the project is more fully described in
Attachment A, attached hereto and incorporated hereby by this refer-
ence.
B. Other Direct Costs. Other direct costs shall be billed at cost
and shall include the following:
1. Services directly applicable to the work, such as computer
rental and programming costs, special consultant, commercial
printing and binding, and similar costs that are not appli-
cable to general overhead.
2. Identifiable reproduction costs applicable to the work, such
as printing of drawings, photostating, multilithing, print-
ing, and similar costs.
3. Identifiable communication expenses, such as long-distance
telephone, telegraph, cable express charges and postage,
other than for general correspondence.
4. Living and traveling expenses of employees when away from
the home office on business connection with the project.
C. Eligible Costs. In consideration of the services to be provided
by Consultant, as set forth herein, City shall reimburse Consul -
tant in the lump sum amount of $39,000. Said amount is based
upon Consultant's estimate of costs for services to be rendered
as set forth below:

D. Cost Ceiling:
1. Costs described above (comprising direct labor, overhead,
travel , other direct costs, and fixed fee) shall be payable
up to a maximum of $39,000.
2. Adjustment of the cost ceiling will be permitted only when
Consultant and City are in agreement that there has been or
is to be a significant change in:
a. scope, complexity or character of the services to be
performed; or

b. conditions under which the work is required to be
performed; or
c. duration of work if the change from the time period
specified in the Agreement for completion of the work
warrants such adjustment.
3. If, at any time, Consultant has reason to believe that the
total cost to City for the performance of this Agreement
will exceed the cost ceiling, Consultant shall notify City
in writing to this effect. City will not authorize addi-
tional costs unless approved by both City and Caltrans.
City shall not be obligated to reimburse Consultant for
costs incurred in excess of said cost ceiling, unless and
,, until City shall have notified Consultant in writing that
said maximum cost has been increased and shall have speci-
fied in such notice a revised cost ceiling, which revised
cost ceiling shall thereupon constitute the cost ceiling for
the performance of this Agreement.
II E. Monthly Compensation. Consultant shall be reimbursed monthly no
later than thirty (30) days following submission of a written,
verified billing to the City Public Works Director or his author-
ized representative. Said billing shall indicate the number of
hours worked by each category of Consultant's personnel and the
other direct costs incurred to the date of such billing and since
the date of the preceding billing, if any. Upon receipt of such
billing, City shall cause payment to be made to Consultant for
the amount billed, but not in excess of 90 percent of the cost
ceiling. The 10 percent balance of Consultant's compensation
shall be payable upon completion of the project.
F. Final Payment. The Consultant must submit a final billing for
this contract within ninety (90) days after the contract is
I completed.
6. TERMINATION FOR CONVENIENCE OF CITY. City may terminate this Agree-
ment at any time by giving notice to Consultant of such termination
and specifying the effective date thereof, at least fifteen (15) days
before the effective date of such termination. In such event, all
finished or unfinished documents and other materials shall , at the �
option of City, become its property. If this Agreement is terminated
by City as provided herein, Consultant shall be paid an amount which
bears the same ratio to the total compensation as the services actual-
ly performed bear to the total services of Consultant covered by this
Agreement, less payments of compensation previously made. This
proration shall be extended to cover any fixed fee charged for a full
, completed task or product.

7. TERMINATION OF AGREEMENT FOR CAUSE.
A. City may, by written notice to Consultant, terminate the whole or
any part of this agreement in any of the following circumstances:
1. If Consultant fails to perform the services called for by
this Agreement within the time(s) specified herein or any
extension thereof; or

2. If Consultant fails to perform the services called for by
{ this Agreement or so fails to make progress as to endanger
performance of this Agreement in accordance with its terms,
and in either of these two circumstances does not correct ,
such failure within a period of ten (10) days (or such
longer period as City may authorize in writing) after
receipt of notice from City specifying such failure.
B. In the event City terminates this Agreement in whole or in part
as provided in paragraph A above, City may procure, upon such '1
terms and such manner as it may determine appropriate, services :I.
similar to those terminated. 11
C. Except with respect to defaults of subcontractors, Consultant
{ shall not be liable for any excess costs if the failure to I
perform arises out of causes beyond the control and without the
fault or negligence of Consultant. Such causes include, but are
ii not limited to, acts of God or of the public enemy, acts of {;
{ government, in either its sovereign or contractual capacity,
fires, floods, epidemics, quarantine restrictions, strikes, and I
4i unusually severe weather. In the event the failure to perform ,}
is caused by the default of a subcontractor, Consultant shall not
be liable for failure to perform, unless the services to be
furnished by the subcontractor were obtainable from other sources
in sufficient time and within budgeted resources to permit
Consultant to meet the required delivery schedule or other
performance requirements.
D. Should the Agreement be terminated as provided in paragraph A
above, Consultant shall provide City with all finished and
unfinished documents, data, studies, services, drawings, maps, 1
models, photographs, reports, etc. , prepared by Consultant
pursuant to this Agreement. Upon termination as provided in
paragraph A above, Consultant shall be paid the value of the work
performed, less payments of compensation previously made.
Payments of fees previously made by City to Consultant shall be '
credited to the amount payable to Consultant for allowable costs
as provided herein except, however, Consultant shall be entitled I
to proportionate fee, if any, which, in the opinion of City, it
has legitimately earned and was not related to the cause for
which this Agreement was terminated.

E. If, after notice of termination of this Agreement, as provided
for in this article, it is determined for any reason that Consul-
tant
was not in default under the provisions of this article, or
that the default was excusable under the provisions of this :Y
article, then the rights and obligations of the parties shall be
the same as if the Agreement had been terminated for the conve-
nience of City.
8. INTEREST OF OFFICIALS AND CONSULTANT.

A. No officer, member, or employee of the City or Caltrans, or other
public official of the governing body of the locality or locali-
ties in which the work pursuant to this Agreement is being
carried out, who exercises any functions or responsibilities in
the review or approval of the undertaking or carrying out of the iw
aforesaid work shall :
1. Participate in any decision relating to this Agreement which
affects his personal interest or the interest of any corpo-
ration, partnership, or association in which he has, direct- j .
ly or indirectly, any interest, or
2. Have any interest, direct or indirect, in this Agreement or
the proceeds thereof during his tenure or for one year Ii'I
thereafter.
B. Consultant hereby covenants that he has, at the time of the
execution of this Agreement, no interest, and that he shall not
acquire any interest in the future, direct or indirect, which
would conflict in any manner or degree with the performance of
services required to be performed pursuant to this Agreement.
Consultant further covenants that in the performance of this
work, no person having any such interest shall be employed.

9. SUBCONTRACTING. Consultant shall not be permitted to subcontract any
portion of this contract without the express written consent of City. If

10. COMPLETION DATE. Consultant shall complete the work described in
Exhibit A within six (6) months of date of execution of this agree-
ment. An additional ninety (90) days shall be provided for final
report review and publication.
11. DISPUTE. Any dispute not resolvable by informal arbitration between
the parties to this contract may be adjudicated in a court of law
under the laws of the State of California.
12. SPECIFICATIONS. All specifications, manuals, standards, etc. , either
attached to this Agreement or incorporated by reference, are deemed to
be the issue in effect as of the date of this Agreement and are
binding as to the performance of the work specified in this Agreement ;f
unless they are changed by written amendment to this Agreement,
modified in writing to incorporate such changes. Any and all changes
are subject to City approval .

13. PUBLICATION.
A. No report, information, or other data given to or prepared or
assembled by Consultant pursuant to this Agreement, shall be made
available to any individual or organization by Consultant without
the prior written approval of City or Caltrans.
B. Any and all reports published by Consultant shall acknowledge
that it was prepared in cooperation with the City of Redding, the
California Department of Transportation, and the Federal Highway
Administration.
C. Articles, reports, or works reporting on the work provided for
herein or on portions thereof which are published by Consultant
shall contain in the foreword, preface, or footnote the following
statement:
"The contents of this report reflect the views of the author who
is responsible for the facts and the accuracy of the data pre-
sented herein. The contents do not necessarily reflect the
official views or policies of the City of Redding, Caltrans, or
the Federal Highway Administration. This report does not consti-
tute a standard, specifications, or regulation."
14. COPYRIGHTS. Consultant shall be free to copyright material developed
under this Agreement with the provision that City, Caltrans, and FHWA
reserve a royalty-free, nonexclusive, and irrevocable license to
reproduce, publish or otherwise use, and to authorize others to use,
the material for government or public purposes.
15. INDEMNIFICATION AND INSURANCE.
A. Consultant shall indemnify, defend (upon written request) City,
Caltrans, and FHWA, their officers, employees, and agents from
any and all loss, damage, liability, claim or cause of action of
every nature whatsoever for damage to or destruction of property,
including the property of City, Caltrans, or FHWA, or for injury
to or death of persons, including the agents, officers, employees
of City, Caltrans, FHWA, which may arise out of any negligent
act, error or omission of Consultant, its officers, employees, or
agents, provided, however, that Consultant shall have no such
obligations to any indemnity with respect to such of the forego-
ing as are caused by any act or omission of City, Caltrans, or
FHWA, their officers, employees, or agents.
B. The Consultant shall procure and maintain during the entire
period of performance under this agreement the following minimum
insurance coverage:
1. Comprehensive General Liability Insurance - five hundred
thousand dollars ($500,000) combined single limits.
2. Automotive Liability Insurance - five hundred thousand
dollars ($500,000) combined single limits.

Prior to commencement of work, the Consultant shall furnish to
the City of Redding Risk Manager a certificate of insurance
showing the above required insurance coverages are in effect and
naming the City of Redding, Caltrans, and FHWA, their agents,
officers, and employees, as additional insureds. The certificate
shall guarantee the City at least ten (10) says written notice of
cancellation or reduction in coverage.
16. OWNERSHIP OF DOCUMENTS. Original documents, methodological explana-
tions, computer programs, drawings, designs and reports generated by
this Agreement shall belong to and become the property of City in
accordance with accepted standards relating to Public Works contracts.
Any additional copies, not otherwise provided for herein, shall be the
responsibility of City.
17. RECORDS. Consultant and its subcontractors shall maintain all books,
documents, papers, accounting records, and other evidence pertaining
to cost incurred, and make such materials available at their respec-
tive offices at all reasonable times during the contract period and
for three (3) years from the date of final payment to Consultant and
final resolution of all disputes, if any, arising from the execution
of this contract. Such materials shall be available for inspection by
authorized representatives of City, and copies thereof shall be
furnished if requested.
18. NOTICES. Notices shall be sufficient hereunder if personally served
upon the Director of Public Works of City or an officer or principal
of Consultant, or if sent by the United States Postal Service, postage
prepaid, addressed as follows:

19. JURISDICTION. This Agreement shall be administered and interpreted
under the laws of the State of California. Jurisdiction of litigation
arising from this Agreement shall be in that State. If any part of
this Agreement is found to be in conflict with applicable laws, such
part shall be inoperative, null and void insofar as it is in conflict
with said laws, but the remainder of the agreement shall be in full
force and effect.

20. INTEGRATION. This Agreement represents the entire understanding of
City and Consultant as to those matters contained herein. No prior
oral or written understanding shall be of any force or effect with
respect to those matters covered hereunder. This Agreement may not be
modified or altered except in writing signed by City and Consultant.
IN WITNESS WHEREOF, the parties hereto have caused this Agreement to be
executed by Consultant the day of , 1989, and by City
the day of , 1989.

*For the purposes of this contract, hourly rates shall be calculated for
participating staff as actual direct hourly salaries, plus 160 percent 1 ,

Project expenses will be billed at cost. Project expenses include project
related costs, such as transportation, subsistence, reproduction, postage,
telephone computer charges, and subcontracting services.
All invoices are due and payable within thirty (30) days of invoice.
These rates are effective for the duration of the Interstate 5, State Route
299 West, State Route 44 Corridor Study through Redding. Taken in aggre-
gate, they reflect an overhead rate of 160 percent of direct salaries, plus
a 10 percent fee.

Dear Mr. Galusha:
Wilbur Smith Associates (WSA) is pleased to submit our proposal to complete the Study of
Interstate 5/State Route 299 and State Route 44 Freeways through Redding. As you are aware,
WSA is thoroughly familiar with transportation issues in Redding through our work on the Costco
Store Traffic Study. In addition, WSA has completed several similar studies in other communities.
We have developed a work plan which will provide a study meeting all the needs of the City, and
which will allow involvement on the part of the City and Caltrans throughout the course of the
study. We are prepared to complete the Study for the $31,500 budgeted and within the six month
schedule, while providing the City with a study area larger than the minimum requirements stated
in the RFP.
We appreciate the opportunity to present our credentials for this study and are excited about the

INTRODUCTION
This proposal has been prepared by Wilbur Smith Associates (WSA) in response to the
Request for Proposal (RFP) issued by the City of Redding, dated June 15, 1989 to complete
a study of Interstate 5/State Route (SR) 299 and SR-44 Freeways through Redding. In addition
to this introductory statement, this proposal includes the following sections:
o Work Plan;
o Staffing Plan;
o Cost and Schedule; I.
o Qualifications and Experience; and
o Resumes.
Understanding of the Project

WSA is familiar with problems of traffic and congestion in the City of Redding as a result i.
of our recent work on the Costco Store Traffic Study and the Dana Drive interchange
Relocation Study. Commercial and industrial growth in Redding along with population growth
and changing patterns have resulted in traffic demand reaching capacity on many freeway
segments, interchanges and ramp locations. Interstate 5 is projected to reach an ADT of
65,000 by the year 2005, representing a 216 percent increase over the present ADT.
As a result of this growth, improvements at specific locations are needed both now and
in the future. The City of Redding and Caltrans are jointly sponsoring this study of the freeway
corridor through Redding. The outcome of this study will be to determine ways to mitigate both
existing conditions and future conditions with the expected increases in traffic through the
corridor, including the evaluation of a new interchange located on 1-5 between SR-44 and SR-

The RFP identifies two corridor study areas, one showing the minimum limits of the
study and the other showing a larger area. It is our understanding that the City and Caltrans
wish to study an area large enough to show a comprehensive picture of conditions in the area,
but small enough to provide a detailed quality study, while remaining within the budget
allocated for the study.
WSA has developed a work plan, following this introductory statement, which meets the
needs of the City as specified in the RFP and will result in a comprehensive study. This work
plan includes WSA's recommendation for an appropriate study area. -

WORK PLAN
The work plan for the development of a comprehensive study of Interstate 5/State Route
299E and State Route 44 Freeways through Redding includes defining an appropriate study
area, conducting a site reconnaissance to determine existing capacities and limitations,
establishing performance objectives, development of a traffic model, and development of
alternative solutions. WSA's proposed work plan follows closely the guidelines set forth in the
RFP, while presenting our own ideas on how to approach the study. We have developed an
eight task work plan; each of these tasks is described in detail below. WSA will keep the City
thoroughly informed of the work flow through the submission of written progress reports every 1 .
two weeks and periodic oral contact. In addition, a memorandum of understanding regarding
recommendations for performance objectives will be issued at the completion of Task 2, a
Working Paper describing future conditions and identifying problem locations will be issued at
the completion of Task 5, two briefings will be conducted with the Redding Technical
Committee throughout the study period, and a formal presentation will be made to the City at
the completion of the study.
Task 1: Finalize Work Plan - This task will involve meetings with the City and Caltrans
to finalize the work plan and the schedule and confirm the boundaries of the Study Area. The
starting point for our scope will be this work plan. WSA will meet with the City and Caltrans
to refine this approach and confirm the schedule for the completion of each task (our
recommended schedule is included in a subsequent section of this proposal).
WSA has developed a recommendation for the boundaries of the study area to be
included. After a review of the needs of the study, we propose to include the full length of I-
5 (included in the larger study area presented in the RFP) from the Oasis Road interchange to
the Churn Creek Road/Bechelli Lane interchange and the shorter length of SR-44 from the
Victor Avenue interchange to the Auditorium Drive interchange. We believe it is important to
include the northern portion of 1-5 in order to include the SR-299E and SR-273 interchanges
and because development and population growth is occurring in this area. While at the same

time, In order to keep the study area small enough to provide a detailed study (and since there
is not a significant amount of growth east of Victor Avenue) we have proposed the eastern
boundary of the study area at the Victor Avenue interchange.
Task 2: Conduct Site Reconnaissance - WSA proposes to conduct a site
reconnaissance which will basically be a Field trip to each interchange within the Study Area.
We would solicit participation on the field trip from representatives of both the City and
Caltrans. The main purpose of this field trip will be for WSA to become familiar with the
individual interchange locations. Conducting the field trip as a group will allow information to
be relayed to WSA from the City and Caltrans regarding known problems, concerns, peaking
characteristics, planned programmed improvements, preconceived ideas and solutions, and
performance objectives. A product of this task will be a memo establishing the performance
objectives to be used at specific locations throughout the study. WSA will be available at the
completion of this task to brief the City of Redding Technical Committee on the scope and
process of the Study.
Task 3: Inventory Data and Conduct Additional Counts - WSA will inventory available
existing traffic counts including freeway segment and ramp counts from Caltrans and street
counts at ramp locations from the City. It is our understanding through discussions with
Cattrans' modeling department in Sacramento that 1980 ramp intersection turning movements
counts are available. Once these counts have been inventoried, WSA will conduct additional
peak hour turning movement counts at ramp intersections as needed. These counts will also
provide an update of the 1980 turning movements. WSA has already counted intersections at
the Dana Drive and Victor Avenue intersections with SR-44 ramps. WSA will conduct additional
peak hour turning movement counts at up to five locations.
WSA will also gather information on planned and programmed improvements of the
freeway, ramps, and local streets from both the City and Caltrans. Included in this subtask will
be a review of both the City's General Plan and Caltrans' Route Concept Reports for the
portions of Interstate 5 and State Routes 44 and 299E within the Study area.

WSA will also meet with Cattrans' modeling department in Sacramento to discuss the
travel demand model for Redding and request necessary data runs. WSA understands that
Caltrans is willing to provide information to the consultant as needed for this study.

Task 4: Develop Future Traffic Estimates - WSA will utilize data supplied by Caltrans
for the estimation of future traffic volumes. Based on discussions with Caltrans and the City,

this data will provide future volumes to 'practical buildout of the General Plan". It is our
understanding that both high and low growth scenarios are available. WSA will review the
assumptions that went into the development of each of these scenarios and through
discussions with the City we will decide which assumption to use.
WSA will refine future estimations based on comparisons with existing traffic counts and
changing travel and growth patterns between those that were used in the Caltrans model and
what is known today. One area of the City that is developing differently than projected, is the
ed
area around the Mt. Shasta Mall. WSA studied this area and has developed generalplan
buildout projections for this area as part of our work on the Costco Store Traffic Study. We
will supplement these updated projections for those used in the Caltrans Model.
Task 5: Analyze Future Conditions and Identify Problem Locations - Future buildout
conditions will be analyzed using the volumes derived in Task 4. These buildout conditions
will include improvements already planned. Future peak hour levels of service will be identified
for each ramp intersection in the study area. Intersection operation at or above capacity will
be identified along with other problem locations including ramp weaving conflicts and freeway
operations above projected capacities. A working paper will be prepared at the completion
of this task and submitted to the City and Caltrans for Review.
Task 6: Develop and Recommend Alternative Solutions - Alternative solutions for each
problem location will be developed, analyzed and measured against the performance objectives
established as part of Task 2. Three levels of alternatives considering cost will be analyzed
including "constrained," "unconstrained," and "do nothing." The 'constrained" alternatives will
consider a reasonable amount of funding availability; this level of funding will be determined

through discussions with the City and Caltrans. The 'unconstrained alternatives will assume
an unrestricted level of funding. The 'do nothing' alternative basically assumes no funding
availability and will consist of the no project alternative; the purpose of this alternative is to
determine when systems reach capacity. WSA will make recommendations on specific
alternatives for the two levels of funding availability (constrained and unconstrained) including
scheduling of implementation. The evaluation of a new freeway interchange on 1-5 between SR-
44 and SR-299E will be included as part of this task.
Task 7: Prepare Draft Report - WSA will prepare a Draft Report documenting the
analysis, methodologies, findings and recommendations of the above tasks. WSA will submit
and present this report to the City of Redding and Caltrans.
Task 8: Prepare Final Report -WSA will incorporate comments on the Draft Report into
a Final Report and make a final presentation to the City.

STAFFING PLAN
The Proposed project team includes experts in the field of Transportation Planning and
Engineering with familiarity of the Redding area and extensive experience working on Corridor
and Sub-regional Transportation Studies. Mr. Peter Martin, a Senior Transportation Planner, will
be the Project Manager. Mr. Martin will be assisted by a staff of three WSA planners and
engineers who will work on various portions of the study. The qualifications of the study team
members are discussed below and resumes are presented in a subsequent section of this
proposal.
Mr. Peter Martin is a Senior Transportation Engineer who has been with WSA for 19
years. Mr. Martin recently directed the Costco Store Traffic Study and completed the Dana
Drive Interchange Relocation analysis as part of that study; he is thoroughly familiar with the
traffic patterns and problems in Redding. In the capacity of project manager, Mr. Martin will
oversee all project work on the Study of Interstate 5/State Route 299E and State Route 44
Freeways through Redding, will maintain close contact with City and Caltrans staff, and will be
present at all briefings and presentations. Mr. Martin has served as director on numerous
corridor and subregional studies including the Fountaingrove Parkway Extension Study in Santa '+
Rosa, the Interstate Corridor Alternatives Study in the San Francisco Bay Area, the Statewide
highway Improvement Prioritization Study for California, and the North Corridor Traffic Study in
Bend, Oregon.
Mr. Mark Wagner will assist Mr. Martin with various portions of the study including the
development of future traffic estimates and the analysis of future conditions. Mr. Wagner

assisted Mr. Martin with the Redding Costco work and is also familiar with traffic issues in the
Redding area. Mr. Wagner has over eight years of experience working on comprehensive
transportation planning studies. Currently, he is managing a Transportation Plan for the City
of Billings and a project study report for a new freeway interchange in Alameda County,
California.

Mr. G. Scott Ferguson will assist the project team with refining the transportation model
and developing recommended alternative solutions. Mr. Ferguson is the developer of the Firm's
ASSIGN traffic impact model and a number of other in-house transportation planning tools. Mr.
Ferguson is conversant with T-MODEL, ORS-II, MINUTP,TRANPLAN, and other commonly used
traffic models.
Ms. Helise A. Cohn will assist with gathering data and conducting traffic counts. Ms.
Cohn has participated in the preparation of several traffic impact studies and is currently
working on the Transportation Plan for San Diego State University. -

COST AND SCHEDULE
Wilbur Smith Associates would complete the study for the $31,500 fee budgeted for this
study. This fee will include completion of Tasks 1 through 8 in the Work Plan and attendance
at up to four meetings with the City of Redding, Caltrans, and the Redding Technical
Committee.
WSA is prepared to complete the study within the six month timeframe established in
the RFP. The following chart summarizes the proposed schedule on a task-by-task basis.
