A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING URGING THE U. S.
FISH AND WILDLIFE AND OTHER AGENCIES TO EXERCISE EXTREME CAUTION AND
RESTRAINT IN IMPLEMENTING ANY PROGRAM TO LIST THE SPOTTED OWL AS A
THREATENED SPECIES.
WHEREAS the United States Fish & Wildlife Service has published
notice that it intends to list the Northern Spotted Owl as a, "threat-
ened species" , under the provisions of the Federal Rare and Endangered
Species Act, and has scheduled hearings to receive public comment
regarding the proposal with the only California hearing to be held
in Redding, California on August 17, 1989 , and,
WHEREAS the available data and studies regarding the Northern
Spotted Owl are inconclusive and inadequate on which to base a determi-
nation that its population is declining or threatened, and,

WHEREAS the recorded number of Spotted Owls has increased consis-
tently and significantly over recent years as more studies are conduct-
ed, and,
WHEREAS privately sponsored surveys currently being conducted
have revealed that the Spotted Owl is found in second growth timber
lands and that the species can nest and propagate in areas other than
old growth timber lands, and,
WHEREAS premature or unjustified listing of the Northern Spotted
Owl and the proposed habitat management program would cause widespread
and severe economic impacts upon the communities and citizens of North-
ern California, with job losses estimated as high as 14 , 000 . This
unemployment would occur primarily in the region represented by the
Northern California cities with widespread forest products industries,
and,
WHEREAS the announced intention to list the Northern Spotted Owl
as threatened has resulted in a near-moratorium on National Forest
timber sales in the three West Coast states, and unless timber sales
are resumed promptly, it is obvious that many mills will be closing
this year for lack of raw materials during a time when demand for
lumber is extremely strong,
NOW, THEREFORE, be it resolved that the City Council of the City
of Redding believes that there is substantial and widespread habitat
for the Northern Spotted Owl already set aside in millions of acres of
wilderness areas, national parks, protected watershed lands, scenic
corridors , and other land designations, and,
BE IT FURTHER RESOLVED, that the City Council of the City of
Redding urges the United States Fish and Wildlife and other agencies
to exercise extreme caution and restraint in implementing any program
to list the Spotted Owl as a threatened species which may result in
the curtailment of responsible National Forest 'Multiple Use' manage-
1 ment programs.

BE IT FURTHER RESOLVED that copies of this resolution be forward-
ed to the Honorable Clayton Yeutter, Secretary of Agriculture, and the
Honorable Manuel Lujan, Jr. , Secretary of the Interior.

I HEREBY CERTIFY that the foregoing Resolution was introduced
and read at a regular meeting of the City Council of the City of
Redding on the 1st day of August, 1989 , and was duly adopted at said
meeting by the following vote:
