HomeMy WebLinkAboutReso. 1989-246 - Establishing and adopting a policy statement pertaining to adjustment of building valuation tables on an annual basis 411 RESOLUTION NO. g9'- 02 )/4.- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING ESTABLISHING AND ADOPTING A POLICY STATEMENT PERTAINING TO ADJUSTMENT OF BUILDING VALUATION TABLES ON AN ANNUAL BASIS. III WHEREAS, the City Council of the City of Redding is charged with the responsibility of establishing municipal policies to guide the various functions of the City, and, where necessary, to establish procedures by which functions are performed; and WHEREAS, regulatory policies established by the City Council are usually adopted by Ordinance and included in the Municipal Code. However, other policies are also established, which by their nature do not require adoption by Ordinance; these policy statements, adopted by Resolution of. the City Council, need to be consolidated in a reference document for easy access; and WHEREAS, on August 4 , 1987 , by Resolution No. 87-261 , the City Council adopted a Council Policy Manual to achieve said objectives; and WHEREAS, City Council wishes to establish a policy statement pertaining to adjustment of Building Valuation Tables on an annual basis, which policy is set forth in Exhibit "A" attached hereto and incorporated herein by reference; NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding as follows: 1 . That all of the above recitals are true and correct; II "` I'. , I Ask 41/ 2 . That attached hereto as Exhibit "A" and incorporated herein by reference is a policy statement to be incorporated in the Council Policy Manual pertaining to adjustment of Building I 1 Valuation Tables on an annual basis. 3 . That the Council Policy attached hereto as Exhibit "A" be and hereby is adopted as the Council Policy of the City of Redding pertaining to adjustment of Building Valuation Tables on an annual basis. Valuation for new construction. is ', based on valuation tables which list the average cost per square foot based on the occupancy and the type of construction materials used. Purpose This policy will provide for yearly adjustments in the valuation tables. Yearly adjustments will provide revenues which will ' more closely follow departmental expenses . They will provide I for an orderly, predictable adjustment to fees in relatively small increments. The smaller adjustments will help to reduce the impact on the construction industry. i Policy 1 I 1 . The Building Valuation Data tables , as published in j "Building Standards” magazine by the International Conference of Building Officials , shall be the tables used to determine the valuation of applicable buildings for the i purpose of determining plan check and building permit fees . 2. The most current tables available on January 30 of each ' year shall be used to determine building valuation, and the resulting permit fees, from the first Monday in February for a duration of one year. 3 . Notification of the impending change of valuation table shall be posted at the Building Division counter for at I least one week prior to implementation of the new tables . I1 i 4 . All permits issued on or after the implementation date shall reflect the permit fees derived from the new valuation � tables . , 5 . At the discretion of the Director of Planning and Community Development, minor deviations from this policy may be made on a case by case basis. . it CR 0049
