Attention: Robert Hastings, Associate Civil Engineer
{
Gentlemen:
Subject: Proposal for Engineering Services for Design of Improvements
to Clear Creek Wastewater Treatment Facility
PACE Engineering is pleased to submit this proposal for the
subject work.
The tasks you outlined seemed quite clear and we have responded
to them accordingly by further defining in the attached scope of
work how and what we would do under each subtask. We have also
estimated and included the cost by subtask. The total estimated
costs at our standard charges is estimated at $89,750. We would
agree to do the work i}}p d at a cost not to exceed your
budgeted amount of $f 4! L_ )4,4044.1cet i K Q q VLc w, n j
If - E is selected the preliminary design would be completed in
a ggrAzy.period following notice to proceed (probably in June and
J it •f 1989) . The,.• 'nal design would be completed and ready for
City review withi d' • ays following notice to proceed (probably
Augus , September, :nd October of 1989) . This schedule would
allow •r complet' •n about Qctoper 31, 1989.
PACE Engineering has professional liability insurance (errors and
omissions) in the amount of $1, 000, 000 and automobile and general
liability insurance in the aggregate amount of $1, 000, 000. The
required insurance certificates should already be on file with
the City.
If we are selected we would like to discuss with you some slight
modifications to your standards for indemnity, arbitration, and II
liability for reuse of documents.
I (Larry Kepple) would be the Project Manager on the overall
engineering work. Sam Smith would be the backup Project Manager

and would provide input in the design as well. Bruce Crom and
Tom Warnock would assist us in the sanitary/mechanical design
elements. Randy Ranken, our geotechnical engineer, would do the
soils investigation. We would plan to use E&C Engineering for
electrical design.
We believe the City staff is well acquainted with PACE's qualifi-
cations from our past work but we have enclosed copies of our
standard Statement of Qualifications for your review. Our list
of standard charges for 1989 is also included.
Since we prepared the 1987 Master Sewer Plan wherein the proposed
plant improvements were conceptually developed, we are quite
familiar with what needs to be done. As the original designer on
the City' s ponds in 1966, I am also familiar with the earthwork
conditions that will be encountered. Sealing of the sludge
storage basin is one of the things that must be well investigated
in order to not have excessive costs on this part of the project.

SCOPE OF WORK
CLEAR CREEK EXPANSION
ESTIMATED
PRELIMINARY DESIGN PHASE COST
TASK 1 CONVERT #3 POND TO SLUDGE BASIN $ 5, 000
Using results from soils investigation,
determine the most practical method for suit-
able sealing of the sludge basins. Review
with CVRWQCB. Determine most suitable
aeration device, method of providing power
and locations. Also determine best means of
providing a perimeter pond sprinkler system
using chlorinated effluent. Investigate
adequacy of existing sprinkler pumping
system.
TASK 2 EXTEND SLUDGE PIPELINES TO STORAGE BASINS $ 1, 500
Investigate routing and need for second pipe-
line. A second pipeline seems difficult to
justify on chance of use for discharge of
anaerobic sludge - it appears, however, the
interconnection should be made so that the
Ii single pipeline can be used for possible
periodic discharge of anaerobic sludge.
jj Depending on flow rate and/or head conditions
it may or may not be necessary to curtail
discharge of WAS during possible discharge of
anaerobic sludge. Consider need for pumping
WAS or could an automatic valve be used?
TASK 3 INCREASE OVERFLOWS CAPACITIES $ 500
Determine pipe sizing based on maximum bypass
condition and maximum rainfall condition.
Develop conceptual drawing.
TASK 4 ADD PUMP & RETURN FORCE MAIN FROM LOWER $ 2, 000
PONDS
Determine most suitable pump type. Prepare
preliminary layout. Determine best means of
providing power to pump. (Overhead from SO
building? Underground with return force main
and then laterally in dike?)
1
1•
TASK 5 SEAL OUTLET VALVE IN BASIN 10 $ 500
Review desirability of adding valve. Piping
will probably either need to be sealed per-
manently
or repaired in conjunction with new
sluice gate type valve at existing structure.
If a valve is added some means to keep it
assuredly closed under all but emergency
conditions would be needed.
TASK 6 PREVENT SEEPAGE INTO POND 10 $ 3 , 000
A field survey of the existing ditch water
and ground profile, in conjunction with the
pond bottom and groundwater profile would be
our first investigative task. This would be
followed by at least three test pits on each
side of the dike to determine the existing
soil conditions. With this information in
hand the following alternatives should be
evaluated.
1) Cleaning existing ditch
2) Cleaning and lowering grade of existing
ditch - possible ditch lining
3) Cut off wall outboard of dike
4) French drain along outer toe of dike in
conjunction with Item .2
TASK 7 SOILS INVESTIGATION $ 5, 000
Excavate and log test pits (using City
backhoe) . Four in proposed sludge storage
basin and six along Pond 10 dike. For two
most representative bottom samples from
proposed storage basin conduct following lab
tests:
1) Sieve and hydrometer analysis
2) In-place density
3) In-place infiltration ring tests
4) Maximum density curve
5) Permeability at 90 percent compaction

PRELIMINARY DESIGN PHASE
Tasks
Task 1 Convert No. 3 pond to sludge storage basins as per City of
Redding 1987 Master Sewer Plan.
This would probably consist of construction of a dike down the
middle to create two basins, deepening the basins, and extra
compaction or lining of the basin bottoms to restrict their
permeability rates. A sprinkler system around the perimeter or
other odor control measures will be necessary. New aeration
equipment will need to be specified for this basin.
Task 2 Extend sludge pipelines to sludge storage basins.
This will probably consist of constructing a separate waste
activated sludge pipeline from the secondary sludge pump station
to the new sludge storage basins. Interconnect this pipeline to
the digester decant piping. Possible construction of a second
pipeline strictly for the anaerobically digested sludge if the
experimental addition of anaerobic sludge to the sludge storage
basin proves satisfactory.
Task 3 Increase capacity of overflow from equalizing basins 1 to 2, 2 to
4, and 4 to 5.
Task 4 Add pump and return force main from basins 8, 9, and 10 to south
end of existing return line.
Task 5 Seal outlet from basin 10 to river (broken hole in pipe) and add
valve to outfall line.
Task 6 To prevent water seepage into Pond 10, add cut-off wall outboard
of and along westerly side of Basin No. 10. Determine if drain-
age ditch grade can be improved to provide faster runoff.
• Task 7 Perform soils analysis and survey work as required.
Task 8 Prepare for review a preliminary report and estimate of cost
covering suggested design concept for project.
