� WHEREAS, on December 20 , 1988 , City Council authorized
Flectr�c Department staff to negot-.iate a Letter Agreement with j
the Northern Calif_ornia Power Agenr_y (NCPA) for. assistan�:e in
I performing �elect tasks associated with City' s participation in i
� the California Energy Commission' s (CEC) Electricity Report 8 i
(ER8) Proceedings; and '
� WHEREAS , as part of the ER8 Proceedings, the CEC will expect
i the City to submit the results af a 20-year forecast of its
! electric loads , based on a complicated investigation known as
� end-use modeling; and
I WHEREAS, NCPA has developed a CEC-acceptable residential j
end-use model, and is developing a commercial end-use model; and �
I
«HEREAS , staff believes that the City' s use of NCPA' s I
, end-use forecasting expertise will be the most cost-efficient I
method of completing the CEC filing requirements regarding
� end-use forecasting;
� THERFFORE, IT IS HEREBY RESOLVED by the Cit_y CounciJ_ of the
� Citv of Redding as follows :
� 1 . That the above recitals are true and. correct.
' 2 . That the City Council hereby approves the Letter
! Agreement for Services Bet�veen the City of Redding and the
' Northern California Power Agency, n�t to exceed $17 , 500 . 00 �

� without further agreement of the parties , a true copy of which is ;
i attachec� hereto and incorporated herein by reference. �

' I SUBJECT: Letter of Agreement for Services Between The City ��i
, of Redding and the Northern California Power Agency �.
I j
� The Preamble of the Member Service Agreement states that from � �
j time to time, the Northern California Power Agency (NCPA) may
'' provide services relating to the supply of electric power and �
energy to some or all of the Members upon their request. This �
�� Letter Agreement between Redding (the Member) and NCPA {
� acknowledges such a request for service.
'' NCPA agrees to provide assistance to the Member as detailed by �
I Section III in the Appendix A attached hereto. NCPA warrants �
ithat all work will be completed in a timely manner and on a
� best-effort basis. NCPA and the Member agree that the Member ;
may terminate this agreement prior to completion of the tasks �
' described in Appendix A at any time upon five (5) days' written i
� notice to NCPA. The Member agrees to allow access to those I
records that NCPA deems necessary for successful completion of
�
all tasks. I
�' When the tasks specified in Appendix A are completed, NCPA and �
„ the Member will jointly review each task for completeness and �
acceptability. Member acceptance of the results of each task �
will release NCPA from further responsibility for the task. {
' NCPA and the Member mutually agree that the Member shall assume i
i any and all responsibility for costs or penalties that may arise
� from the Member' s use of the work, or any part or the work done
;i by NCPA for the Member pursuant to the terms of this Letter
1� Agreement, and the Member shall hold NCPA, its officers, 1
j� employees, agents, and assigns harmless from the consequences of �
�� such use. {

ii NCPA agrees to provide, and the Member agrees to pay within �
�li thirty (30) days after presentation thereof, a monthly itemized �
bill for services, including, but not limited to, the cost of
I' labor materials usa e of e
� . 9 quipment and facilities, and related
�� overhead. Total�compensation for services and costs shall not
exceed $17, 500 without further written agreement of the parties.

This Agreement dated February , 1989, by and between the �
Northern California Power Agency, a joint-powers agency of the "

State of California, hereinafter called "NCPA", and the City of �
� Redding, a municipal corporation and a member of NCPA, '
il, hereinafter called "Redding", shall provide for payment to NCPA, �
by Redding, for services defined below.

I; SECTION I. RECITALS �

�' A. NCPA has developed a version of the California Energy �
Commission' s (CEC) Residential End Use Model for use by its I
members for the purpose of forecasting annual residential
energy requirements. �
i
B. NCPA is currently working on a version of the CEC's �
; Commercial End Use Model for use by small municipal ;
utilities. If this model development is completed in time �
, (by March 15, 1989) and with satisfactory results, the model
;
will be used for a forecast of Redding's commercial energy ;
' sales for its commercial buildings. �
; �
C. Redding desires that NCPA forecast its residential and `
commercial class sales using models developed at NCPA by �
April 30, 1989. �

�;� D. NCPA requires Redding to perform certain tasks, as described
N in Section II, in order for NCPA to complete its tasks. � �

E. Redding desires that NCPA will serve as overall coordinator
,; in the management of the project, providing related services �

SECTION II. REDDING TASKS �

� Redding will provide the following information to NCPA for �
�� purposes of NCPA' s forecast analysis: �

(1) Economic growth assumptions on an annual basis for the
;; period 1988 to 2009 for the following concepts: �

''; - New residential housing units by housing type (single �
,� family, multi-family, and mobile homes) {
�,
� j - Commercial building floorspace additions by commercial
'� building type: office buildings, retail, grocery,
li restaurants, health services, warehouses, schools,
,i colleges/universities, hotel/motel, and miscellaneous. �
,i
- Any other commercial economic growth of a non-building ;
nature, such as municipal facilities, sewage treatment �
plants, radio towers, etc. �
„I, ;
(2) Any and all residential and/or commercial conservation `
�I programs currently in progress or are due to be I
implemented by the City of Redding. This information
i should contain specific program descriptions, time
�) frames, estimates of the number of program
' Oniticipants, and the impacts (energy) per participant. �
; y programs that are definitely "committed", in �
� financial or planning terms, should be included. I
r (3) Historical electric prices for both the residential and !
I� commercial classes on an annual basis for the period �
�i 1960 to 1988. �
II (4) Electric price forecasts for all forecast years (1989-
�` 2009) for the residential and commercial customer �
classes or revenue categories.
,I (5) Redding will provide any other inputs, parameter
H' values, and/or modeling judgments to NCPA that might be
required for the operation of the forecasting models by '
" NCPA.

�;i (6) Redding will provide its residential end use survey
�'' results to NCPA in a computer readable format with
�, . complete documentation of the files and variable fields I
' contained within each file. ,

SECTION III. NCPA TASKS
I (1) NCPA will process the Reddin reside l
g ntial end use I
; survey results into proper format for use as an input
�� to the NCPA version of the CEC residential end use i
j model. This process involves the cross-tabulation of �
the survey results to arrive at appliance saturations �I
by housing types. ;
i, i
(2) NCPA will translate the economic/modeling assumptions
,', (requested in Section II) via its forecasting models 1
into annual energy sales (not including losses) for the �
� residential and commercial classes for the Redding i
�; service area. The commercial forecast will be done
; only if the commercial model development has been {
; completed satisfactorily. �

, I (3) NCPA will collect or estimate the following input ;
values for the residential model: Housing stocks by '
� housing type for the 1970 to 1988 period, 1970 ;
appliance saturations by housing type from the U.S. �
Census, and 1960 appliance stock estimates. �

� (4) NCPA will use PG&E service area values from the CEC' s
i! CFM-7 analysis for certain model inputs and parameters `
i where Redding-specific values do not exist. NCPA will '
'j use these parameters/inputs only with Redding' s �
knowledge and approval. j
I
� (5) NCPA will use its {
most current forecasting models and �
methodologies to make the Redding forecast. This
includes using NCPA's version of the CEC residential �
�' end use model and NCPA' s version of the CEC commercial �
��� model when and if completed. �

;; (6) NCPA will calculate and make available estimates of the l
C impacts of California's mandatory building and
� equipment conservation standards contained in the
'� residential sales forecast and commercial forecast if
the commercial model is available.
��, (7) NCPA will provide full documentation of all assumptions
! ' and methods, including any computer programs and/or
h data sources, used to make the Redding forecast. '

Ili, (8) NCPA agrees to provide Redding any Lotus 1-2-3 �
I� spreadsheet models developed for the interconnected I '
NCPA members to use for the CFM-8 forecast filing. !

SECTION IV. COMPENSATION �

Redding shall pay to NCPA an amount not to exceed $17, 500 ;
� (Seventeen thousand five hundred dollars) for the services
herein. NCPA will charge Redding $50 per hour for NCPA staff '
time plus any expenses incurred from th subcontracting of any of �"
�' the NCPA tasks. NCPA shall invoice Redding monthly for the �

;� services performed during the preceding month, which invoices '
