WHEREAS, the City Council of the City of Redding is charged with �
� the responsibility of estab]_ishing municipal policies to guide the �

II' various functions of the City, and, where necessary, to establish !

�I� procedures by which f_unctions are performed; anc� I

�ii WHEREAS, regulator�� policies establishec� b�� the Cit_y Council are
usually adopted by Ordina.nce and included in the Munici_pal Coc�e. ��

" However, other policies are alsc� established, which by their nature do
�' not require adoption by Ordinance: these policy statements , adopted by �

, Resolution of the City Council, need t� be consolidated in a reference
Idocument for eas__y access; and j

� V;HEREAS, on October 4 , 1988 , by Resolution No. 88-364 , the City ;

; Council adopted a Schedule of Fees and Service Charges; and �

i WHFREAS, under said Resolution, the City Manager is authorized and !

directed to revise, supplement, and maintain said Fee Schedule so that
to the greatest extent possible the Schedule will be a comprehensive �
II II�j list of fees for. City permits and services; and that a fee that is not
��, on the Schedule wi1Z not be invalid but should be made a par_t of the

' Schedule at the earliest possible time; and

�; WHEREAS, City Council wishes to amend said Fee Schedule to include
