S9'j0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING RECOGNIZING THE JANUARY 1989 "EMPLOYEE OF THE MONTH" IN THE CITY' S PUBLIC SERVICE AND PRODUCTIVITY AWARD PROGRAM. WHEREAS , by Resolution No. 88-150 adopted April 19 , 1988 , the City of Redding established a Public Service and Productivity Award Program to encourage its employees to develop ideas and suggestions as to how the City could improve its operations , and thereby improve service to the public; and WHEREAS , a Judging Committee was formed to evaluate the suggestions submitted by employees; and WHEREAS, each Employee of the Month will be awarded eight hours of additional vacation time; and be eligible to compete for the Employee of the Year, who will receive an additional 40 hours of vacation time; and WHEREAS, the Judging Committee has made its recommendation to City Council for the Employee of the Month for January 1989 ; NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding that for the improvement suggestion attached hereto, TIM MORT be and hereby is selected as Employee of the ri Month for January 1989 , with the resultant benefits outlined above. 41 HI HEREBY CERTIFY that the foregoing Resolution was I introduced and read at a regular meeting of the City Council of the City of Redding on the 7th day of February, 1989 , and was duly adopted at said meeting by the following vote: • AYES: COUNCIL MEMBERS: Buffum, Carter, Dahl , Fulton, & Johannessen NOES: COUNCIL MEMBERS: None ABSENT: COUNCIL MEMBERS: None ABSTAIN: COUNCIL MEMBERS : None K./MAURICE JOHANNESSEN, Mayor` City of Redding ATTEST: FO'is"' PPROVED: ' z5U Q.. This suggestion was submitted by Al Druse for Tim Mort. The suggestion was for Safety Flags-Snow Removal and written as follows: ( 1) Flags are installed on each snow plow to give driver lj visible contact to show limits of plow location when plow is lowered to plowing position. Various means of installation and materials have been tried with less than successful results; including wooden dowels, heavy electrical wire, and aluminum pipes. Due to the constant vibration of the plow on the street as well as the plow releasing when hitting man- holes, etc. , the dowels break, the wire bends and will not straighten, and the aluminum bends or breaks. ( 2 ) The problem was solved by permanently bolting aluminum rods onto small CB antenna springs and then bolting this unit onto a bracket welded to the plow. With the orange fluores- cent flagging riveted to the aluminum rod, these have not only surpassed the 2-hour limit, but all have survived constant plowing through the past four snow storms, and appears to be a permanent solution in the future. ( 3 ) The monetary savings are slight compared to total expens- es of snow removal program, but it does save the constant hassle of drivers keeping a supply of flags in the truck and repeatedly stopping to replace the broken ones.
