HomeMy WebLinkAboutReso. 1989-018 - Authorizing the city manager to file an application for funding the city manager I 111 RESOLUTION NO. g9 -ig A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION FOR FUNDING UNDER THE RENTAL REHABILITATION GRANT PROGRAM IN THE AMOUNT OF $200,000. 00 WITH THE DEPARTMENT OF HOUSING AND 1 COMMUNITY DEVELOPMENT. WHEREAS, the California Department of Housing and Community Development has notified the City of Redding that $2,699,000. 00 will be available to California communities on a competitive basis under the Rental Rehabiliation Grant Program; and WHEREAS, the City has received $797, 000. 00 in Rental Rehabilitation Program funds in 1984, 1985, 1986 and 1987; and WHEREAS, the City Council has determined that it would be in 1 the best interests of the residents of the City of Redding to continue to participate in this program; and WHEREAS, the City Council has determined that the City should apply for $200, 000. 00 under this program; and WHEREAS, the City Council has studied the attached i certifications required by HUD in connection herewith and has agreed to same; and WHEREAS, the City Council has studied the attached Tenant li Assistance Policy and Affirmative Marketing Procedures and has agreed to same; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding hereby authorizes the City Manager to file an application for the Rental Rehabilitation Grant Program in the - 1 - ak • I ! 411 amount of $200,000 .00 and hereby adopts the Tenant Assistance I, Policy and Affirmative Marketing Procedures attached hereto and incorporated herein. HAYS, C' / Attorney - 2 - , U 11 411 City of Redding Tenant Assistance Policy It is the policy of the City of Redding that projects funded through the Rental Rehabilitation Grant Program will not cause involuntary movement. In order to minimize displacement, potential projects will be reviewed and selection made taking into consideration the residents affected bythe Potential displacement of project. No tenant shall be considered displaced if the tenant has been offered a decent, safe and sanitary dwelling unit in the 1i� project at an affordable rent. Should a tenant be displaced through unforeseen circumstances, it will be determined that the tenant has been displaced by public action and he will ' ! receive a priority for rental assistance under the Housing Authority rental {I ; assistance program. 11 In administering the Rental Rehabilitation Grant Program, the Cityof against any Redding will not discriminate person in any manner, including regard to race, color, religion, sex, age, handicap or national oricin. The following services will be provided to all without discrimination. 1. Information, counseling, referrals and other relocation services will be provided to any persons displaced by rental rehabilitation activities. 11 2. Practices and methods of administration of the program will be implemented in such a manner to assure that displacement of persons will not occur because of their articular race, color, handicap, preligion, sex, age, or national origin. 3. The following information and counseling will be provided to all tenants occupying units that will be rehabilitated under the Rental Rehabilita- tion Program. a. Displaced tenants will be given an opportunity to select replacement dwellings from a full range of neighborhoods within the total housing market. b. Displaced tenants will be counseled as to indiv_dual rights under I,' the Federal Fair Housing Law. c. Information on how to search for suitable replacement housing. II Displaced tenants will be given the full ran:e of counseling services that are given to tenants under the Housing Authority's rental assistance programs. ° i f 111 C. Procedures to be used by owners to inform and solicit applications from persons in the housing market area who are not likely to apply for the housing without special outreach. The City of Redding Housing Authority will assist property owners in I I 1' their efforts to reach persons in the community, and especially in the eligible neighborhoods. The Housing Authority has contacts in a number of public agencies that can be used to reach such persons. Newsletters of churches, non-profit organizations serving low-income Iii persons, neighborhood organizations may be used, and community gathering spots such as supermarkets, restaurants, senior centers, and laundromats often have bulletin boards used to advertise apart- ment rentals. In addition, various media such as TV and radio public service spots, local newspapers, etc. , may be used to announce the program and availability of units rehabilitated with HUD funding. II D. Affirmative Marketing Record Keeping and Assessment. The City of Redding will keep records on all program announcements, brochure distribution, articles, radio/TV spots relating to the RRP. We will ask persons calling to inquire about the availability of II rehab units how they first heard about the program and whether they are aware of the affirmative marketing policy. We will inform property owners and landlords of the rehab units that they are to keep records on any advertising of rehab units, whether by ad in a I newspaper, a posted notice or a sign in the unit window, so that we may see if the affirmative marketing of the units to tenants is taking place. In addition, landlords will provide information to the City of Redding Housing Authority on the lease status of Section 8 holders, so that the availability of the units for affirmative marketing efforts is known. In the case where a unit is not sub- 'I I sequently occupied by a Section 8 holder, we will ask that landlords inform the City of Redding about the characteristics of new tenants 1 (income, race, family size, etc. ) as part of an annual review of the rehabilitation project. When new tenants have moved in, we will ask landlords to determine the means by which they learned about the availability of the unit and will evaluate the affirmative marketing practices used to recruit such tenants. If our annual review process shows that a given property owner/ landlord has not complied with the affirmative marketing policy agreed to as part of the agreement, we will give the owner one year to demonstrate that this situation has been corrected and that an affirmative marketing procedure is being carried out before taking more direct action.
