WHEREAS, City Council deems it to be in the best interests
of the City of Redding to establish the new, increased water
utility rates as proposed; and
WHEREAS, staff has reviewed the requirements of the
California Environmental Quality Act (CEQA) under Section 15273
as it relates to water rates , and is of the opinion that the
proposed water rate increase is not subject to CEQA, with said
findings being based on the following:
The general water rate increase may be used to:
- meet operating expenses, wages, and employee benefits;
- allow repair and replacement of the existing system;
- increase capacity within existing service areas as a
product of continuing growth and more efficient use of
land;
- provide adequate domestic and fire flows within
existing service areas;
- provide for reconstruction and replacement of sub-
standard portions of the system;
- make emergency repairs as the need arises;
- purchase, pump, store, and transmit water to existing
service areas;
- obtain services and supplies;
- plan and manage the system; and
- process payments;
NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council
of the City of Redding, pursuant to Section 14 . 08 .310 of the
Redding Municipal Code , does hereby approve and adopt as the
established rates for municipal water service to customers within
the corporate limits of the City of Redding and the Buckeye
Service Area those rates and charges set forth in the "City of
