HomeMy WebLinkAboutReso. 1990-418 - Resincing resolution no 85-117 411 410RESOLUTION NO. 0 -1--1/al A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING, EFFECTIVE ON THE DATES SET FORTH BELOW, (1) RESCINDING RESOLUTION NO. 85-117 AND (2) ESTABLISHING WATER UTILITY RATES FOR SERVICE TO CUSTOMERS WITHIN THE CORPORATE LIMITS OF THE CITY OF REDDING AND THE BUCKEYE SERVICE AREA. WHEREAS , Section 14 . 08 . 310 of the Redding Municipal Code provides that the City Council shall establish water utility rates by Resolution; and WHEREAS, due to the increased costs of operation and mainte- nance of the water system, and to provide funds for the capital improvement program of the water utility, it has been recommended that City Council adopt new, increased water utility rates as set forth in Exhibit "A" attached hereto and incorporated herein by reference; and WHEREAS, the rates for fire hydrant rental and private fire protection service lines have been identified in the "City of Redding Municipal Utilities Schedule of Rates" and administrative policy, and not by resolution; and it has been recommended that City Council adopt the Fire Hydrant Rental and Private Fire Protection Service Line rates as set forth in Exhibit "B" attached hereto and incorporated herein by reference; and WHEREAS, City Council has carefully considered these recom- mendations; reviewed the existing water utility rate structure, and the fire hydrant rental and private fire protection service line rate structure; and studied the increased costs of operation and maintenance and the capital improvement program of the water utility; and NZ RESCINDED BY RESO #92-93 c ., • • WHEREAS, City Council deems it to be in the best interests of the City of Redding to establish the new, increased water utility rates as proposed; and WHEREAS, staff has reviewed the requirements of the California Environmental Quality Act (CEQA) under Section 15273 as it relates to water rates , and is of the opinion that the proposed water rate increase is not subject to CEQA, with said findings being based on the following: The general water rate increase may be used to: - meet operating expenses, wages, and employee benefits; - allow repair and replacement of the existing system; - increase capacity within existing service areas as a product of continuing growth and more efficient use of land; - provide adequate domestic and fire flows within existing service areas; - provide for reconstruction and replacement of sub- standard portions of the system; - make emergency repairs as the need arises; - purchase, pump, store, and transmit water to existing service areas; - obtain services and supplies; - plan and manage the system; and - process payments; NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council of the City of Redding, pursuant to Section 14 . 08 .310 of the Redding Municipal Code , does hereby approve and adopt as the established rates for municipal water service to customers within the corporate limits of the City of Redding and the Buckeye Service Area those rates and charges set forth in the "City of Redding Water Utility Schedule of Rates" attached hereto. -7- III 110 . BE IT FURTHER RESOLVED that the effective date of this Resolution shall be September 1 , 1990 , as to the water furnished to the customers of the City of Redding and the Buckeye Service Area water utility after that date for which meter readings occur on or after September 1 , 1990 . BE IT FURTHER RESOLVED that Resolution No. 85-117 adopted June 17 , 1985 , is hereby repealed and rescinded and shall be of no further force and effect from and after August 31 , 1990 . BE IT FURTHER RESOLVED that the City Clerk of the City of Redding is hereby directed to maintain available certified copies of this Resolution for inspection and review by any interested person or persons.
