A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
RESCINDING RESOLUTION NOS . 84-32 AND 84-34 , AND ADOPTING NEW
FEE SCHEDULES FOR MISCELLANEOUS WATER SERVICE CHARGES AND
WATER CONNECTION CHARGES.
WHEREAS , Section 14 .08 . 310 of the Redding Municipal Code
provides that the City Council may from time-to-time, by
Resolution, fix, alter, change, amend, or revise all connection
charges and service rates in connection with the water
distribution system; and
WHEREAS , the existing water connection charges and water
system special benefit charges for the City of Redding were
established by Resolution Nos. 84-32 and 84-34 ; and
WHEREAS , the City of Redding, through its City Council, has
adopted an updated Water Master Plan dated December 1989 which
identifies certain system deficiencies , with cost estimates for
improvements to eliminate said deficiencies; and
WHEREAS , the updated Water Master Plan was available for
public inspection and review 14 days prior to this public
hearing; and
WHEREAS , City Council has determined that the existing
miscellaneous water service charges and water connection charges
do not produce sufficient revenue to pay all the costs associated
with these services; and
WHEREAS , City Council deems it to be in the best interests
of the City and its citizens that new schedules of miscellaneous
water service charges and water connection charges be established
as set forth in Exhibits "A" and "B" respectively attached hereto
and incorporated herein by reference; and

WHEREAS , the proposed increase in the miscellaneous water
service charges as set forth in Exhibit "A" shall be used to
offset the increased costs of providing these services; and
WHEREAS , the proposed increase in the water connection
charges as set forth in Exhibit "B" shall be used solely for the
water system improvements as outlined in the City' s Water Master
Plan; and
WHEREAS, staff has reviewed the requirements of the
California Environmental Quality Act (CEQA) under Section 15273
as it relates to miscellaneous water service charges and water
connection charges , and is of the opinion that the proposed
increases are not subject to CEQA, with said findings being based
on the following:
Said increases may be used to:
- meet operating expenses, wages, and employee benefits;
- allow repair and replacement of the existing system;
- increase capacity within existing service areas as a
product of continuing growth and more efficient use of
land;
- provide adequate domestic and fire flows within
existing service areas;
- provide for reconstruction and replacement of sub-
standard portions of the system;
- make emergency repairs as the need arises;
- purchase, pump, store, and transmit water to existing
service areas;
- obtain services and supplies;
- plan and manage the system; and
- process payments;

NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of
the City of Redding as follows :
1 . THAT for any property for which an application for a
building permit has been completed prior to the effective date of
this Resolution, the connection charges shall be as set forth in
Resolution Nos . 84-32 and 84-34 .
2 . THAT Resolution Nos. 84-32 and 84-34 be rescinded on
the effective date of this Resolution.
3 . THAT pursuant to Section 14 . 08 .310 of the Redding
Municipal Code and Government Code Section 66001 , City Council
does hereby approve and adopt:
(a) the rates for miscellaneous water service charges as
set forth in Exhibit "A" attached hereto and
incorporated herein by reference; and
(b) the rates for water connection charges as set forth in
Exhibit "B" attached hereto and incorporated herein by
reference.
4 . THAT the City Council shall make findings once each
fiscal year with respect to any portion of the fee remaining
unexpended or uncommitted in its account five (5) or more years
after deposit of the fee to identify the purpose to which the fee
is to be put and to demonstrate a reasonable relationship between
the fee and the purpose for which it was charged; THAT the
findings need only be made for moneys in the possession of the
City of Redding, and need not be made with respect to letters of
credit, bonds, or other instruments taken to secure payment of
the fee at a future date commencing five (5) years following the
first collection of water connection charges; AND THAT any
unexpended or uncommitted funds shall be subject to refund in
accordance with Chapter 5 of Title 7 , Division 1 , of the
Government Code.

5 . THAT this Resolution shall become effective on
November 1 , 1990 .
I HEREBY CERTIFY that the foregoing Resolution to be
effective November 1 , 1990 , rescinding Resolution Nos. 84-32 and
84-34 and adopting new fee schedules for miscellaneous water
service charges and water connection charges was introduced and
read at a regular meeting of the City Council of the City of
Redding on the 21st day of August , 1990 , and was duly adopted at
said meeting by the following vote:

EXHIBIT "A"
CITY OF REDDING WATER UTILITY
MISCELLANEOUS WATER SERVICE CHARGES
A. Water services will be installed to size and at the location
desired by the applicant where the request is consistent
with City policy and ordinances. Service installations will
be made only to property abutting a public street, alley, or
water utility right-of-way at the convenience of the Water
Division. Services installed in new subdivisions prior to
the construction of streets or street improvements must be
accepted by the applicant in the installed location.
Charges for new services are payable at the time service is
requested, and shall be as follows:
Meter and Service Charges:
5/8 inch service $400 .00
3/4 inch service 420 . 00
1 inch service 455 .00
1 1/2 inch service 640 . 00
2 inch service 790 . 00 .
B. If it is necessary to cut any City pavement for an instal-
lation, an additional charge of $165 . 00 will be made.
C. Services larger than two inches shall be charged at the cost
of material and labor used, plus 15 percent (15%) . A cash
deposit in the amount estimated to be the cost of installing
the service shall be reauired at the time service is
requested. If the actual cost of work exceeds the cash
deposit, the difference shall be due and payable upon
completion of the job. These prices shall include the
service connection complete, including meter and meter box
set in place. The completed installation becomes the
property of the City.
D. If the portion of the service connection from the distri-
bution main to the curb stop has been previously installed,
and regular service has never been provided, the applicant

shall be charged only for the meter, meter box, and the
installation thereof, which charge shall be as follows:

E. Where state or federal cross-connection control laws require
separation of dual water systems with back-flow protective
devices (double check valve system or reduced pressure
principle check valve systems) , the Water Division will
install the back-flow device on City rights-of-way in a
separate enclosure immediately adjacent to the water meter
box. Charges for back-flow devices are payable at the time
service is requested, and the charge shall be as follows:
Double Check Valve Installations:
5/8 inch $130 . 00
1 inch 140 . 00
Reduced Pressure Principle Check Valve Installations:
5/8 inch $430 . 00
1 inch 455 . 00 .
For back-flow protective devices larger than one inch,
charges will be based on actual cost of labor, equipment,
and material used, plus 15 percent (15%) for supervision. A
cash deposit in the amount estimated to be the cost of
installing the back-flow device shall be required at the
time service is requested. If the actual cost of work
exceeds the cash deposit, the difference shall be due and
payable upon completion of the job. These prices shall
include the back-flow device (double-check valves or reduced
pressure principle check valves) , complete in place,
including the enclosure. The completed installation becomes
the property of the City.
F. Temporary Service (Construction Water) . The rates charged
for temporary water service through a fire hydrant meter
shall be the same as charged for regular metered service.
In addition to the charges for water used, an availability
charge of $25 .00 for the use of the fire hydrant and meter
shall be due and payable at the time temporary service is
requested.

G. Front Footage Connection Charge. If a service connection is
made directly into a main which has been constructed after
the effective date of the Ordinance codified in this section
and which has not been constructed and financed through an
assessment district or through any other means in which the
applicant has a vested interest, there shall be paid by the
applicant a front footage charge computed at the rate of
$14 .00 per foot of street frontage of the premises to be
connected; provided that for a premises that is a corner
lot, the fee shall be computed on the basis of the length of
the front lot line; and further provided that the minimum
charge for any premises shall be based on a 60-foot
frontage. This front footage charge shall be in addition to
any and all other charges specified in this Resolution.

EXHIBIT "B"
CITY OF REDDING WATER UTILITY
WATER CONNECTION CHARGES
The following charges shall be paid to the City of Redding
prior to the issuance of any water connection permit, or any
physical connection to the water system from the premises to
which the charges apply. (See Government Code Section 66001 (a)
1-4 . ) The City Council of the City of Redding hereby finds and
declares that the purpose of the connection charges is to provide
for water supply, treatment, and distribution facilities . The
charges will be used to finance the facilities identified below.
The water supply, treatment, and distribution facilities to be
financed by the connection charges are the necessary means for
servicing these demands for water service . The study and
analysis prepared by OTT Engineering, Inc. entitled "City of
Redding 1989 Water Master Plan, " and the facts and evidence
presented, establish that there is a reasonable relationship
between the need for the described public facilities and the
impacts of all types of development which increase the demand for
additional household equivalents of water treatment and distri-
bution, and there is also a reasonable relationship between the
use of the charges and the types of development for which the
fees are charged. The cost estimates for the facilities financed
by these charges are reasonable cost estimates for constructing
these facilities; and the charges expected to be generated by the
new development will not exceed the total of these costs .
CONNECTION CHARGE
In addition to the charges set forth in Exhibit "A, "
• Miscellaneous Water Service Charges , each premises, as defined in
Section 14 . 08 . 010 of the Redding Municipal Code , applying for new
water service, as distinguished from a change in location, shall
pay a connection charge of $1 ,450 . 00 per household equivalent up
to September 30 , 1991 , then $1 , 700 . 00 per household equivalent
starting October 1 , 1991 . This charge represents the computed
reasonable contributive share of the cost of construction of
water supply, treatment, and distribution facilities outlined in
the 1989 Water Master Plan. This charge shall be reviewed
annually by the City Council; and Council may from time-to-time,
by Resolution, adjust the charge to reflect changes in the

projected costs for the necessary improvements . Each premises
shall pay a water connection charge at the time service is
requested, or prior to an occupancy permit being issued, based
upon meter size and capacity as follows:
