RESOLUTION NO. 700-. ]/
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING APPROVING
AND ADOPTING A ROADWAY AND SIGNAL FACILITIES CITY-WIDE TRAFFIC
IMPACT FEE FOR THE INCORPORATED AREA OF THE CITY OF REDDING,
PURSUANT TO CHAPTER 16.45 OF THE REDDING MUNICIPAL CODE.
WHEREAS, on June 5, 1990, the City Council adopted Ordinance No. 1921
ii establishing the City-wide Transportation Development Impact Fee District, and
enacting a new Chapter 16.45 of the Redding Municipal Code; and
WHEREAS, Section 16.45.060 states that fees shall be established in the
manner and amount set forth in a resolution adopted by the City Council
pursuant to said ordinance;
li. NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council of the City
of Redding hereby approves and adopts the City-wide Transportation Development
Impact Fee as follows:
SECTION 1 - The Council hereby establishes a list of transportation
related capital improvement projects (Exhibit A) , a schedule of trip

generation rates (Exhibit B) , and a fee schedule (Exhibit C) , payable
pursuant to said ordinance.
SECTION 2 - Except as provided hereafter, the fees established hereby
shall be effective for a period of six (6) months and shall apply to all
projects 60 days following the date this resolution is passed and
adopted.
SECTION 3 - The trip generation rates set forth in Exhibit B attached
'll hereto shall be used for purposes of establishing fees payable pursuant
to said ordinance and shall apply until such time as amendments may be
made to said rates based upon further or more refined data or for any
other reason.
SECTION 4 - Computation of the amount of fees, at the option of the fee
payer, shall be as follows:
A. The amount of the fee may be determined by reference to Exhibit
C. Table A lists the various land uses which fall under the fee
categories listed in Exhibit C.

1. If a building permit is requested for mixed uses, the fee
shall be determined by apportioning the space committed to
uses on the applicable schedule.
2. For applications for an extension of a building permit or
an extension of a permit for mobilehome installation, the
amount of the fee is the difference between that fee then
applicable and any amount already paid pursuant to this
resolution.
3. If the type of development activity that a building permit
is applied for is not specified on the applicable Exhibit
C fee schedule, the Public Works Director shall use the fee
applicable to the most nearly comparable type of land use
on the fee schedule. The Public Works Director shall be
guided in the selection of a comparable type by the report
titled Trip Generation: An Information Report (4th
Edition) , prepared by the Institute of Transportation
Engineers. If the Public Works Director determines that
there is no comparable type of land use on the applicable
fee schedule, then the Public Works Director shall
determine the fee by:
a. Using traffic-generation statistics provided by
Caltrans or contained in a report title Trip
Generation: An Information Report (4th Edition) ,
prepared by the Institute of Transportation
Engineers.
b. Applying the following formula:
Number of new vehicle trips x percent by-pass trip
reduction x 45% x $178.83 per trip end = fee
4. In the case of change of use, redevelopment, or expansion
or modification of an existing use which requires the
issuance of a building permit or permit for mobilehome
installation, the fee shall be based upon the net positive
jl increase in the fee for the new use as compared to the
previous use. The Public Works Director shall be guided in
this determination by traffic-generation statistics
provided by the report titled Trip Generation: An
Information Report (4th Edition) , prepared by the Institute
of Transportation Engineers.
B. Or, the feepayer shall prepare and submit to the Public Works
Director, together with a $300 project review fee, an independent
fee calculation study for the land development activity for which
a building permit or permit for mobilehome installation is sought.
The traffic engineering and/or economic documentation submitted
shall show the basis upon which the independent fee calculation
was made, including, but not limited to, the following:

1. Traffic Engineering Studies:
a. Documentation of trip-generation rates appropriate
for the proposed land development activity.
b. Documentation of trip length appropriate for the
proposed land development activity.
c. Documentation of any other trip data appropriate for
the proposed land development activity.

2. Economic Documentation Studies:
a. Documentation of the cost per lane per mile for
roadway construction appropriate for proposed land
development activity.
b. Documentation of credits attributable to the proposed
land development activity and other capital
improvements deemed required to mitigate impacts of
development.
; . Independent fee calculation studies shall be prepared and
presented by professionals qualified in their respective fields.
All traffic engineering studies submitted must be prepared by a
registered traffic engineer. Construction cost studies shall be
submitted by a registered civil engineer. The Public Works
Director shall consider the documentation submitted by the
feepayer, but is not required to accept such documentation for
consideration. If an acceptable independent fee calculation study
is not presented, the feepayer shall pay fees based upon the
optional methods outlined in Paragraph A of this resolution.
Determinations made by the Public Works Director pursuant to this
paragraph may be appealed to the Planning Commission by filing a
written appeal with the Planning Department within ten (10) days
of the Public Works Director's determination.
Upon acceptance of an independent fee calculation study, the
following formula shall be used by the Public Works Director to
determine the fee per unit of development:
Number of vehicle trips x percent new
trips x 45% x $178.83 per trip end = fee
SECTION 5 - The City Council hereby approves and adopts Exhibit A as the
capital improvement program contemplated by the City-wide
"Transportation Development Impact Fee Ordinance." This program shall
be utilized for purposes of establishing fees payable pursuant to said
ordinance until such time as amendments may be made to the plan based
upon further or more refined data or for other reasons.
