IT IS HEREBY RESOLVED by the City Council of the City of
Redding as follows:
1 . That the City Council of the City of Redding hereby
approves the above-mentioned Authorization and Contract for
Professional Services, together with Contract Modification
(Change Order) 005 , between the City of Redding and Lawrence &
Associates, in an additional amount as set forth above, true
copies of which are attached hereto and incorporated herein by
reference.
2 . That the City Manager of the City of Redding is hereby
authorized and directed to sign said documentation on behalf of

the City Council of the City of Redding; and the City Clerk is
hereby authorized and directed to attest the signature of the

Proposal for Services
This proposal describes the scope and cost associated with
installing perimeter gas-monitoring wells along the west side
of the City of Redding, Benton landfill to further define the
extent of landfill-gas migration into surrounding soil.
Purpose
According to, Emergency Regulations, Closure and Postclosure
Maintenance Plan Adoption Procedures and Uniform Standards for
Closure and Postclosure of Solid Waste Landfills, August 1989 by
the California Waste Management Board, no gas with a
concentration of methane exceeding 5% shall leave the perimeter
of a landfill . Since some of the gas-monitoring wells installed
during the first phase of the perimeter gas-monitoring system
have shown migration of gas greatly exceeding this limit,
additional wells are proposed to define the extent of migration in
those areas. Data from these wells would be used to extend the
landfill boundary past the edge of the area of migration.
Scope of Work
General
During the installation of the perimeter-gas monitoring system,
monitoring wells GM-10 and GM-11 showed concentrations of methane
below detection limits. It is assumed that no additional wells
are necessary in the vicinity of these wells at this time.
Monitoring wells GM-12 and GM-13 showed concentrations of methane
greatly exceeding the 5% limit. The methane appeared to increase
i; with depth and in an easterly direction along Starlight Boulevard.
Methane above the 5% limit was observed in GM-15 in the shallow
probe. The concentration in the deep probe was below the
detection limit (<0.2%) .
' ' It is our understanding that the property west of GM-15 might be
developed in the near future. If this should be the case, then
additional wells should be installed in the vicinity of GM-15
(Plate 1) , to accurate'y define the extent of contamination. If
no development is to occur then only one shallow well will be
proposed.

j, The scope of work below is divided into two "Tasks" the first
task will be to further define the extent of landfill gas
migration in the vicinity GM-12 and GM-13 , including one shallow
well in the vicinity of GM-15. The second task will be optional
in addition to Task 1 and should be implemented if development of
the land in the vicinity of GM-15 is considered for the near
future.
Task 1
To define the extent of methane migration in the vicinity of
GM-12 , GM-13 , and GM-15, four monitoring wells are proposed.
(a) GM-16 would be placed along Starlight Drive,
approximately 1000 feet east of GM-13 (Figure A-3) and would
further define the extent of migration toward the subdivision
southeast of the landfill on Starlight Drive.
(b) GM-17 would be placed approximately 500 feet south of
I' GM-13 near the edge of the canyon (Figure A-2) . GM-16 and GM-17
would be constructed using a three-probe configuration as shown
on Figure A-4 .
(c) GM-18 would be placed in the bottom of the canyon west
of GM-12 (Figure A-2) and would be constructed with a one-probe
configuration as shown on Figure A-5.
(d) GM-19 would be placed halfway between GM-15 and the
fire station on the corner of Placer Street and Buena Ventura
Boulevard (Figure A-1) , and would be constructed with a two-probe
II configuration as shown on Figure A-6.
Task 2 (optional)
Task 2 is optional and would provide for more extensive
delineation of the extent of methane migration in the area or
land bounded on the northern side by Placer Street, on the
Western side by Buena Ventura Boulevard and on the eastern side
by the discontinued portion of San Francisco Street (Figure A-1) .
(a) GM-20 would be placed halfway between GM-15 and Monitoring
Well OB-2, and would provide better coverage in this area. The
construction of GM-20 would be similar to GM-15 and GM-19 (Figure
A-6) .

(b) GM-21 through 24 would consist of shallow, single probe
wells (Figure A-5) only, and would be used for screening of
near-surface methane concentrations (of greatest concern near
structures) .

After completion, each monitoring probe will be purged of three
volumes using a sampling pump specifically designed for this
purpose. The samples will be pumped into 10-liter Tedlar bags
and sent to Curtis & Tompkins in Berkeley for analyses of gross-
gas constituents. Gross-gas constituents include oxygen,
nitrogen, carbon dioxide, carbon monoxide, and methane.
Results of the well installation, analyses, and data
interpretation will be presented in a report to the City of
Redding following completion.
