DATED SEPTEMBER 6 , 1989 , TO PERFORM AN ADDITIONAL FEASIBILITY STUDY ON ADDITIONAL ACREAGE AT THE VIKING WAY SITE, AND AN EIR ON THE VIKING WAY SITE-IN ADDITION (IN ADDITION TO AN EIR ON THE PREFERRED SITE AT EASTSIDE ROAD WHICH IS ALREADY INCLUDED IN THE ORIGINAL CONTRACT) , IN AN AMOUNT NOT TO II EXCEED $47 ,054 . 46 , AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTATION. WHEREAS, the City of Redding entered into a Contract for ('II Environmental Services with McClelland Consultants (West) , Inc. ' on September 6 , 1989 , to prepare an alternative site analysis and environmental impact report for a City-operated solid waste transfer/recycling facility; and WHEREAS, on February 6 , 1990 , by Resolution No. 90-84 , City Council approved Contract Modification (Change Order) No. 001 , Job No. 0901-9509 , Bid Schedule No. C-2517 , and its attachments, including Attachment A, in the amount of $10 , 910 . 00 , for the preparation of a feasibility study and EIR for the location of iN maintenance facilities for the Redding Area Bus Authority, with 1�1 no change in the time schedule; and WHEREAS, City Council has requested that an additional 11 feasibility study on additional acreage at the Viking Way site, and an EIR on the Viking Way site (in addition to an EIR on the preferred site at Eastside Road, which is already included in the Es II �°i �.I 111 411 original contract) be added to the services to be performed under ;i the above-mentioned Contract for Environmental Services; and WHEREAS , McClelland Consultants (West) , Inc. has agreed to provide these additional services at a cost not to exceed $47 ,054 . 46 , with no change to the time schedule; and WHEREAS , it is in the best interests of the City to enter i �. into a second contract modification (change order) with McClelland Consultants (West) , Inc. ; ' ,i NOW, THEREFORE , IT IS HEREBY RESOLVED by the City Council of '41 the City of Redding that: 1 . The City Council of the City of Redding hereby approves Contract Modification (Change Order) No. 002 , Job No. 0901-9509 , Bid Schedule No. C-2517 , and its attachments , in an amount not to exceed $47 , 054 .46 , for the preparation of an additional feasibility study on additional acreage at the Viking Way site, and an EIR on the Viking Way site (in addition to an EIR on the preferred site at Eastside Road, which is already included in the 11 original contract) , with no change in the time schedule. 2 . The two sites to be addressed are the Viking Way (B) and Eastside Road (E) sites as described in the siting study submitted to the City in March. I • Specifically our work effort will entail providing comprehensive environmental review of 1 each site including all of the issue areas discussed in the siting study. The fiscal analysis will be expanded to include a more detailed review of haul route distances, incorporation { of salary costs and quantification of variable infrastructure costs for each site. Table 1 ll provides a breakdown of expenses required to expand the document to include two sites and provide a more comprehensive fiscal analysis. 'ii In addition to the project team used to prepare the siting study, Dick Milbrodt has been retained to assist in reviewing the fiscal implications of each site. Mr. Milbrodt has over 30 years experience in developing and implementing publicly financed projects. TJKM will ''' provide an expanded analysis of traffic issues as defined in Attachment A. The work effort described above will be completed for a sum not to exceed $26,987. It should be noted that these costs assume that the sites to be reviewed will be those analyzed in the Redding Solid Waste Transfer Station/Recycling Facility Siting Study. Any ;I shift in site location would require a reevaluation of the costs required to complete the EIR. Once the additional funds have been approved and the above information has been provided, we anticipate a turn around time of 60-80 days for delivery of the Administrative Draft EIR, depending on the timing of TJKM's submittal. Submittal of the Draft and Final Documents would be consistent with timing identified in the original proposal. TASK 2 PEAK HOUR INTERSECTION CAPACITY ANALYSIS Based upon information supplied by the Cityof Redding appropriate peak hour trip generation volumes (cars and trucks) will be estimated for the proposed transfer station. These trips will then be distributed to the adjacent street system �Iin conformance with a specified directional distribution pattern. The resulting intersection traffic volumes will be added to existing intersection t11 volumes'to simulate traffic conditions upon completion of the proposed project. An intersection capacity analysis will be completed for these conditions to determine traffic impacts associated with the project. As indicated in the letter dated April 6th, 1990 to Ron Masingale, any shift in site location + would require a reevaluation of the costs required to complete the EIR. Movement of Site B to an area to the south of the existing site will neces- sitate additional field work to assess on-site conditions (i.e. , geology, drain- age, cultural resource and biology) . In addition, sections addressing fiscal impacts, service availability, plans and policy consistency and land use compati- bility will require revision. The entire graphics package developed as part of t ' the siting study will have to be redone to reflect the new site. As a result of the above changes additional time will be required for word processing, manage- ment and administration. li In order to assist you in budgeting for this project, I estimate that this additional work will cost approximately $15,000. This amount is above and beyond the amount identified in the letter dated April 6, 1990 to expand the EIR to include two sites.
