RESOLUTION NO. 7o-/qq
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
DECLARING THAT AN EMERGENCY SITUATION EXISTS; AUTHORIZING
THE BYPASS OF THE FORMAL BIDDING PROCESS; AWARDING CONTRACTS
TO MOTOROLA COMMUNICATIONS AND HEIL WEST, INC. (SINGLE
VENDORS) FOR THE PURCHASE OF SOLID WASTE EQUIPMENT; AND
AUTHORIZING THE CITY MANAGER TO SIGN THE NECESSARY
DOCUMENTATION.
WHEREAS , during the weekend of April 21-22 , 1990 , two
Utility Field Services vehicles and several Solid Waste
Collection vehicles were vandalized; and
WHEREAS eight 150 megahertz radios and four television
monitors from rear-view camera systems were found missing from
the Solid Waste vehicles; and
WHEREAS , the replacement cost for each radio is $697 . 50 ,
including tax and installation; and
WHEREAS , the replacement cost for each television monitor is
$525 .00 ; and
WHEREAS, an emergency exists in that these radios and
monitors are essential for the safety of employees and for
communications; and
WHEREAS , the total replacement cost is $7 ,680 .00 ; and
WHEREAS , funds are available for the purchase of replacement
equipment from Solid Waste revenues; and
WHEREAS , the Communications Specialist has recommended
purchasing single-vendor items from Motorola Communications to
standardize the radio equipment; and ,

WHEREAS , the television monitors were originally specified
as part of the vehicles , and a total unit is comprised of a
monitor and a rear-mounted camera, making it necessary to
purchase the monitors from a single vendor, Heil West, Inc. ,
which sells monitors separately; and
WHEREAS , pursuant to Redding Municipal Code Section
4 . 20 . 080 A. 1 and 2 , staff recommends that:
(1) a contract be awarded to Motorola Communications for
the purchase of replacement radios in the amount of
$5 ,580 .00 ; and
(2) a contract be awarded to Heil West, Inc . for the
purchase of replacement television monitors in the
amount of $2 , 100 . 00 ; and
WHEREAS , the City Council has carefully studied the afore-
said matter, and has determined that said recommendations are in
the best interests of the City; and
WHEREAS, it has been determined that this matter is categor-
ically exempt from the provisions of the California Environmental
Quality Act;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Redding as follows:
1 . That the foregoing recitals are true and correct.
2 . That, pursuant to Redding Municipal Code Section
4 .20 . 080 A. 1 and 2 , the formal bidding process be bypassed; a
contract be awarded to Motorola Communications for the purchase
of replacement radios in the amount of $5 , 580 . 00 ; and a contract

be awarded to Heil West, Inc. for the purchase of replacement
television monitors in the amount of $2 , 100 . 00 .
3 . That the City Manager is hereby authorized and directed
to execute the necessary documentation on behalf of the City of
Redding, and the City Clerk is hereby authorized to attest the
signature of the City Manager and to affix the seal to the
documentation when appropriate.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 1st day of May , 1990 , and was duly
adopted at said meeting by the following 4/5ths vote of Council:
