A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING AND AUTHORIZING THE CITY MANAGER TO SIGN CONTRACT
MODIFICATION 003 AND ITS RELATED AUTHORIZATION AND CONTRACT
FOR PROFESSIONAL SERVICES IN AN ADDITIONAL AMOUNT NOT TO
EXCEED $16 , 200 . 00 BETWEEN THE CITY OF REDDING AND LAWRENCE &
ASSOCIATES FOR PERFORMING ADDITIONAL TASKS FOR THE BENTON
LANDFILL CLOSURE PLAN, NAMELY DRILLING AND INSTALLING SIX
ADDITIONAL GAS MONITORING WELLS AT THE NEWLY-ESTABLISHED
BOUNDARY OF THE BENTON LANDFILL.
IT IS HEREBY RESOLVED by the City Council of the City of
Redding as follows :
1 . That the City Council of the City of Redding hereby
approves Contract Modification 003 and its related Authorization
and Contract for Professional Services in an additional amount
not to exceed $16 ,200 . 00 between the City of Redding and Lawrence
& Associates , true copies of which are attached hereto and
incorporated herein by reference.
2 . That the City Manager of the City of Redding is hereby
authorized and directed to sign said Contract Modification 003
and its related Authorization and Contract for Professional
Services on behalf of the City Council of the City of Redding;
and the City Clerk is hereby authorized and directed to attest
the signature of the City Manager and to impress the official
seal of the City of Redding.

Client hereby requests and authorizes Lawrence & Associates to
perform the following services: Provide labor, materials, and
equipment to drill and install six gas-monitoring wells, sample
wells, provide for laboratory analyses of samples, and report
findings to the City of Redding, as outlined in PROPOSAL FOR
SERVICES, as shown on Attachment A.
Compensation to be on the basis of: Time and expense in
accordance with the attached Fee Schedule, Attachment B, and cost
estimate set forth in Attachment A.
Cost of work not to exceed $16, 200.00 but might be less depending
on the depth to ground-water and drilling conditions. "'
Miscellaneous: Subcontracted services to be provided by Lawrence
& Associates at cost plus 15 percent.
City of Redding to provide drivable access to drill sites.
This authorization subject to PROVISIONS stated on the back of
this contract.

I.
®VTJORIZATIQN TO eROi : Signing this form shall be coned as authorization by
Client for Lawrence i Associates to proceed with the work unless otherwise provided herein.
2. DIRECT EXPENSES: Lawrence & Associates' direct expenses shalt be those costs
incurred on or directly for the Client's Project, including but not limited to, necessary
transportation coats, Including mileage, meals and lodging, laboratory tests and analyses,
computer services, telephone, printing and binding charges. Reimbursement for these expenses
shall be on the basis of the attached Schedule of Fees. Statements for services are due five
days after being nailed to the Client.
3. PUTSIDE SERVICES: When technical and professional services and subcontracted labor
and equipment are furnished by an outside source, reimbursement for these expenses shall be on
the basis of the attached Schedule of Fees. Lawrence & Associates may require the Client to
contract for, and pay for, these services directly.
A. pROFESSIoNAL STANDARDS: Lawrence L Associates shall be responsible to the level of
competency presently maintained by other practicing professional engineers in the same type of
work in Client's community, for the professional and technical soundness, accuracy end adequacy
of all designs, drawings, specifications and other work and materials furnished under this
Authorization. Lawrence & Associates and/or David A. Lawrence make no other warranty, express
or implied.
S. TERMINATION: Either Client or Lawrence & Associates may terminate this Authorization
by giving 30 days' written notice to the other party. in such event, Client shall forthwith
pay Lawrence Z Associates in full for alt work previously authorized and performed prior to the
effective date of termination. If no notice of termination is given, relationships and
obligations created by this Authorization shall be terminated upon completion of all applicable
requirements of this Authorization, except for the provisions of paragraphs 4, 6, 7 and 8,
which shall continue in effect as provided by law.
6. ARSURATiON: All claims, disputes and other matters in question arising out of, or
relating to, the work performed hereunder, this'Authorization, or the breach thereof, shalt be
decided by arbitration in accordance with the rules of the American Arbitration Association
then obtaining. Either Client or Lawrence i Associates may initiate a request for such
arbitration. No arbitration arising out of, or relating to, this Authorization may include,
by consolidation, Joinder or in any other manner, any additional party not a party to this
Authorization unless agreed to in writing by both parties.
7. HOLD HARMLESS: Client agrees at all times to defend, Indemnify, hold harmless and
provide all legal defense and related services to David A. Lawrence, Inc., Lawrence I
Associates and/or David A. Lawrence (hereinafter collectively •Lawrance•), their officers,
associates, agents and/or employees for any and all claims, expenses, demands, causes of
action, liability, loss or injury regardless of their nature or character in any manner
whatsoever arising out of (1) any third person's use or reliance on the work performed under
this Agreement; (2) any alleged or proven act or omission of Lawrence; or (3) any litigation or
arbitration, or the like, regarding the work performed under this Agreement involving third
persons not parties to this Agreement.
8. LITIGATION: Liability for damages proximately caused by David A. Lawrence, Inc.,
Lawrence & Associates and/or David A. Lawrence, or their agents, officers or employees shall
be Limited to cancellation of the sums due and owing or recovery of the sums already paid to
Lawrence I Associates by Client. In the event the Client makes a claim against David A.
Lawrence, inc., Lawrence S Associates end/or David A. Lawrence, at law or otherwise, for any
alleged error, omission or other act arising out of performance of our professional services,
and the Client fails to prove such claim, then the Client shell pay all costs incurred by
Lawrence & Associates and/or David A. Lawrence In defending itself against the claim.

Proposal for Services
This proposal describes the scope and cost associated with
installing a perimeter gas-monitoring system along the west side
of the City of Redding, Benton landfill, and to install one
shallow gas-monitoring well adjacent to the People for Progress
recycling center.
Purpose
According to, Emergency Regulations, Closure and Postclosure
Maintenance Plan Adoption Procedures and Uniform Standards for
Closure and Postclosure of Solid Waste Landfills, August 1989 by
the California Waste Management Board, no gas with a
concentration of methane exceeding 5% shall leave the perimeter
of a landfill. Since existing gas-monitoring wells have
established migration of gas greatly exceeding this limit, an
alternate perimeter (closure boundary) was presented in the
preliminary closure plan. The purpose of the proposed work is to
provide monitoring points as required in the above regulations.
Scope of Work
According to the regulations, the distance between monitoring
points shall not exceed 1000 feet. The wells are required to be
drilled to the maximum depth of the fill within 1000 feet of each
monitoring point, or, to the lowest seasonal water table. In
each well three probes are required: a deep probed placed at the
bottom of the hole; an intermediate probe, half the depth of the
hole, and; a shallow probe less than 10-feet deep.
Six wells are recommended at the landfill. The locations of
these wells are shown on Figure A-1 (attached) .
Gas wells GM-10 through GM-13 will be placed to monitor the
alternate perimeter. In the vicinity of these wells, the ground
water may be as little as 20-feet deep, however, the ground-water
regime on this side of the landfill is not well defined by
current monitoring wells, and a deeper water level might be
encountered. For the purpose of this estimate, depths of 50-feet
will be assumed. A typical construction detail for these wells
is shown on Figure A-2 .
Gas well GM-14 will be installed adjacent to the recycling center
to a depth of six feet. This well will allow assessment of the
methane concentrations in the vicinity of the structures to
determine if any potential for harmful methane concentrations

exist. The proposed construction detail for GM-14 is shown on
Figure A-3 .
Gas well GM-15 will be installed in the vicinity of ground-water
monitoring well OB-1. Explosive levels of methane were detected
while installing this well. GM-15 will allow evaluation of
migration in the vicinity of OB-1. The hole will be drilled to
the water table at a depth of 22 feet and then a deep probe will
be installed at this depth. A second probe will be installed in
the same hole at a depth of seven feet. The proposed
construction detail for GM-15 is shown on Figure A-4.
After completion, each monitoring point will be purged of three
volumes using a sampling pump specifically designed for this
purpose. The samples will be pumped into 10-liter Tedlar bags
and sent to Curtis & Tompkins in Berkeley for analyses of gross-
gas constituents. Gross-gas constituents include oxygen,
nitrogen, carbon dioxide, carbon monoxide, and methane.
Results of the well installation, analyses, and data
interpretation will be presented in a report to the City of
Redding following completion.
