HomeMy WebLinkAboutReso 1990-167 - Comending K. Maurice Johannessen • RESOLUTION NO. FO'"/G? A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING COM- MENDING K. MAURICE JOHANNESSEN FOR HIS SERVICE TO THE CITY. WHEREAS, K. Maurice Johannessen has served the City of Redding with distinction as a member of the City Council for a four-year term, from 1986 to 1990; and WHEREAS, Mr. Johannessen was selected by his colleagues to serve as Mayor during 1988-89 ; and WHEREAS, he also served the City as its representative to the the Northern California Power Agency, the M-S-R Power Agency, the Central California Power Agency, and the Transmission Agency of Northern California, the Airport Land Use Commission, the Local Agency Formation Commission, including service as its Chairman; and WHEREAS, his collateral duties included service on the Person- nel Committee, Development Fees Committee, Local Government Study Committee, Housing Authority, and Director of Channel 28 Public Access Channel; and WHEREAS, he served in a liaison capacity to the Electric Utility Department, Airports Department, and Planning Department and as an alternate to several other departments; and WHEREAS, Mr. Johannessen has provided major impetus, through his Chairmanship of the University of Shasta Action Committee, for securing a campus of the University of California for this area; and Whereas, he has provided a high caliber of leadership for the community, generating new levels of support for intergovernmental cooperation and the progress of the City in general; and WHEREAS, Mr. Johannessen' s term of office on the Redding City Council has been characterized by significant progress , including: -- Shaping of an economic development strategy aimed at pro- viding a high level of economic activity and new jobs, while at the same time protecting the priceless environment of Redding; -- Presiding over all-time highs in building construction and development; -- Development of a Mission and Goals Statement to guide the City; • • • -- Development of essential community facilities, including the construction of the Stillwater Sewage Treatment Plant and conceptual design work for a new City Hall, Corporation Yard, police facility, Softball Complex, Museum Complex, and others ; -- Providing leadership in the securing of additional electri- cal energy resources for the community, ensuring continuity of Redding' s very favorable electric rates, in part through the establishment of the Electric Utility Commission; -- Stimulation of the visitor industry, unifying several functions into a single department and creating the Tourism and Convention Commission; -- Development of more effective public services, such as an automated refuse collection system, improved public transpor- tation, and more responsive public safety services; -- Institution of a variety of productivity measures, including the "Pay for Performance" system, quarterly Council workshops, an augmented employee training program, management team build- ing, greater utilization of computer equipment, risk management function, and others; NOW THEREFORE, IT IS HEREBY RESOLVED that the City Council of the City of Redding extends its profound thanks and commendation to K. Maurice Johannessen for his lasting contributions to the City of Redding; BE IT FURTHER RESOLVED, that the City Council wishes Maurice and Marianne continued success in their future ventures.
