HomeMy WebLinkAboutReso 1990-166 - Commending Scott Carter for his Service to the city 411 • RESOLUTION NO. qD "/G G A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING COM- MENDING SCOTT CARTER FOR HIS SERVICE TO THE CITY. WHEREAS, Scott Carter has served the City of Redding with distinction as a Member of the City Council for a four-year term, from 1986 to 1990 ; and WHEREAS, Mr. Carter was selected by his colleagues to serve as Mayor during 1989-90 ; and WHEREAS, he also served the City as representative to the Regional Wastewater System Planning Committee, the Redding Bus Authority, the Development Fee Committee, the Landfill Committee, the Joint Agency Library Committee, and others; and WHEREAS, he served in a liaison capacity to the Parks and Recreation Department, the Museums, the traffic and parking func- tion, and several others; and WHEREAS, Mr. Carter has provided leadership for the Council in environmental issues such as preservation of the Sacramento River, support of SHARE, the preservation and effective utilization of timber resources, and the provision of major recreational facilities such as the Mt. Shasta Ski Park; and WHEREAS, Mr. Carter' s term of office on the Redding City Council has been characterized by significant progress including: -- Shaping of an economic development strategy aimed at pro- viding a high level of economic activity and new jobs, while at the same time protecting the priceless environment of Redding; -- Presiding over all-time highs in building construction and development; -- Development of a Mission and Goals Statement to guide the City; -- Development of essential community facilities, including the construction of the Stillwater Regional Wastewater Treatment Plant and conceptual design work for a new City Hall, Corporation Yard, police facility, Softball Complex, Museum Complex, and others; -- Providing leadership in the securing of additional electri- cal energy resources for the community, ensuring continuity of NZ \. 410 410Redding' s very favorable electric rates, in part through the establishment of the Electric Utility Commission; -- Stimulation of the visitor industry, unifying several functions into a single department and creating the Tourism and Convention Commission; -- Development of more effective public services, such as an automated refuse collection system, improved public transpor- tation, and more responsive public safety services; -- Institution of a variety of productivity measures, including the "Pay for Performance" system, quarterly Council workshops, an augmented employee training program, management team build- ing, greater utilization of computer equipment, risk management function and others; NOW THEREFORE, IT IS HEREBY RESOLVED that the City Council of the City of Redding extends its profound thanks and commendation to Scott Carter for his lasting contributions to the City of Redding; BE IT FURTHER RESOLVED, that the City Council wishes Scott and Catherine continued success in their future ventures.
