A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING (1) BYPASSING THE FORMAL BIDDING PROCESS FOR THE
PURCHASE OF USED SOLID WASTE EQUIPMENT; (2) PURCHASING LATE
MODEL, USED EQUIPMENT (WATER TRUCK AND ONE-TON TRUCK) IN THE
OPEN MARKET; AND (3) EXECUTION OF THE NECESSARY DOCU-
MENTATION BY THE CITY MANAGER.
WHEREAS, the Solid Waste Division is in need of a water
truck and a one-ton truck for the West Central Landfill; and
WHEREAS, staff has recommended the purchase of late model,
used equipment, rather than new equipment, as it will not be used
on a full-time basis; and
WHEREAS , because the equipment is used and in high demand,
vendors will not hold equipment for more than two or three days
without a substantial deposit; and
WHEREAS, the City cannot complete the formal bidding process
in a two-to-three day period; and thus cannot take advantage of
purchasing late model, used equipment; and
WHEREAS , the sum of $61 ,640 is available for said purchase
from the 1989 Solid Waste Equipment Financing; and
WHEREAS , the equipment proposed to be purchased does not
constitute a public works project; and
WHEREAS , at the request of the City Manager, Redding
Municipal Code Section 4 . 20 .080 (A) (4) authorizes dispensing with

the bidding process , inasmuch as the equipment proposed to be
purchased does not constitute a public works project; and
WHEREAS, the City Council has carefully studied the afore-
said matter, and has determined that purchasing late model , used
equipment in the open market is in the best interests of the
City; and
WHEREAS , it has been determined that this matter is
categorically exempt from the provisions of the California
Environmental Quality Act;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Redding as follows:
1 . That the foregoing recitals are true and correct.
2 . That, pursuant to Redding Municipal Code Section
4 . 20 . 080 (A) (4) , the formal bidding process be bypassed, and that
the purchase of late model, used equipment (water truck and
one-ton truck) be negotiated in the open market in an amount not
to exceed $61 ,640 .
3 . That the City Manager is hereby authorized and directed
to oversee said negotiations and purchase, and execute the
necessary documentation on behalf of the City of Redding.
4 . That the City Clerk is hereby authorized to attest the
signature of the City Manager and to affix the seal to the
documentation when appropriate .
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of

adopted at said meeting by the following 4/5ths vote of Council:
