A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY
COUNCIL OF THE CITY OF REDDING AND THE ALLIANCE OF REDDING
MUSEUMS, A PUBLIC BENEFIT CORPORATION, AND AUTHORIZING THE
MAYOR TO SIGN SAME.
IT IS HEREBY RESOLVED by the City Council of the City of
Redding as follows :
1 . That the City Council of the City of Redding hereby
approves the Memorandum of Understanding between the City Council
of the City of Redding and the Alliance of Redding Museums , a
Public Benefit Corporation, a true copy of which is attached
hereto and incorporated herein.
2 . That the Mayor of the City of Redding is hereby
authorized and directed to sign said Memorandum of Understanding
on behalf of the City of Redding, and the City Clerk is hereby
authorized and directed to attest the signature of the Mayor and
to impress the official seal of the City of Redding.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 20th day of February , 1990 , and was
duly adopted at said meeting by the following vote:

MEMORANDUM OF UNDERSTANDING
BETWEEN
THE CITY COUNCIL OF THE CITY OF REDDING
AND
THE ALLIANCE OF REDDING MUSEUMS
INTRODUCTION.
The purpose of this Memorandum of Understanding (MOU) is to
memorialize the basic understanding between the City Council of
the City of Redding (City) and the Alliance of Redding Museums
(ARM) , a Public Benefit Corporation.
ARM has been organized as a Non-profit Public Benefit
Corporation, consisting of the Redding Museum and Art Center, the
Shasta Natural Science Association, and the National Logging and
Timber Products Museum. A successful relationship has been
established between the City and the volunteer Boards of the
Redding Museum and Art Center and the Carter House Natural
Science Museum (Shasta Natural Science Association) in the
operation of public museums within the City to serve the Redding
area. The City and the current Museums have recognized and
supported the Board of the National Logging and Timber Products
Museum in its efforts to construct a museum, as indicated by
letters from the City dated June 9 , 1983; August 6 , 1984; May 28 ,
1986; and May 5, 1988 .
ARM has been established to promote the design and
construction of a Museum Park (Park) on City land which will

include new museums to replace the existing facilities, as well
as provide facilities for the Logging and Timber Products Museum,
a Native American Museum, and similar facilities. The parties to
this MOU recognize this opportunity to cooperate in providing an
educational, cultural, and economic benefit to Redding and the
northern interior of California. Through the combined efforts of
ARM, the Boards of the Members of ARM (Boards) , the City,
volunteers, and staff, substantial planning and studies have been
done to further these goals . State and private grants totaling
over $600,000 have been obtained to perform the planning, site
selection, and concept studies for the Park.
SCOPE OF UNDERSTANDING.
To carry out the goals expressed above, ARM, the City, and
the Boards, through ARM, will jointly:
A. Establish a site for the new Park on land owned by the
City as soon as practicable.
B. Select architects, planners, engineers, and other
persons and entities to assist in the planning and
design of the Park.
C. Consult and work with those professionals to adopt
museum designs and plans for construction of the Park,
recognizing that the design of each museum is the
primary responsibility of each Museum' s Board and
staff.

D. Determine the means for the construction and operation
of the Park.
FUNDING.
The parties recognize that substantial funding will be
required to design and construct the Park, as well as operate the
individual museums . This money can only be obtained from a
mixture of public and private sources . To date, such funds have
included individual , corporate, and foundation gifts , and State
of California Environmental License Plate Grants . Funding is
anticipated to include , as a major source , California Parks Bond
Act funding such as AB 145 , contemplated to be on the June 1990
State ballot. In consideration for the furnishing of land and
services in the planning and construction of the Park by the
City, ARM will have primary responsibility for coordinating the
fund-raising efforts for the design and construction of the Park
itself. The individual Museum Boards will have primary responsi-
bility for coordinating fund-raising for their respective
facilities .
All funds committed to the design and construction of the
Park that are to be administered by the City will be maintained
in trust accounts within the City Budget for use in carrying out
this MOU by the joint operating committees contemplated to be
established by this MOU. All funds committed to the Park that
are to be administered by ARM shall likewise be maintained in

identifiable accounts, whose funds are to be utilized to further
this MOU. Said accounts shall be subject to audit by the City.
COORDINATION.
The ARM Project Coordinator and Board of Directors of ARM
will represent ARM in all matters connected with the site
selection, design, and construction of the Park. They will meet
and consult with the City Council, City Staff, and such other
persons, commissions, and departments as are appropriate to
establish the means to carry out the intent of this MOU,
including the establishment of joint operating committees.
