A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING CONTRACT MODIFICATION (CHANGE ORDER) NO. 001 TO
THE CONTRACT FOR ENVIRONMENTAL SERVICES BETWEEN THE CITY OF
REDDING AND McCLELLAND CONSULTANTS (WEST) , INC. DATED
SEPTEMBER 6 , 1989 , TO INCLUDE AN ADDITIONAL FEASIBILITY
STUDY AND EIR FOR THE LOCATION OF MAINTENANCE FACILITIES FOR
THE REDDING AREA BUS AUTHORITY, AND AUTHORIZING THE CITY
MANAGER TO EXECUTE THE NECESSARY DOCUMENTATION.
WHEREAS, the City of Redding entered into a Contract for
Environmental Services with McClelland Consultants (West) , Inc.
on September 6 , 1989 , to prepare an alternative site analysis and
environmental impact report for a City-operated solid waste
transfer/recycling facility; and
WHEREAS, the Transportation Coordinator has requested that a
feasibility study and EIR for the location of Redding Area Bus
Authority maintenance facilities be added to the above-mentioned
Contract for Environmental Services; and
WHEREAS, McClelland Consultants (West) , Inc. has agreed to
provide this additional service at a cost of $10 ,910 . 00 , with no
change to the time schedule; and
WHEREAS , it is in the best interests of the City to enter
into a contract modification (change order) with McClelland
Consultants (West) , Inc. ;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of
the City of Redding that:
1 . The City Council of the City of Redding hereby approves
Contract Modification (Change Order) No. 001 , Job No. 0901-9509 ,
Bid Schedule No. C-2517 , and its attachments, including
Attachment A, in the amount of $10, 910 . 00 , for the preparation of
a feasibility study and EIR for the location of maintenance
facilities for the Redding Area Bus Authority, with no change in
the time schedule.
2 . The City Manager of the City of Redding is hereby
authorized and directed to sign said Contract Modification
(Change Order) No. 001 and its attachments on behalf of the City
of Redding, and the City Clerk is hereby authorized and directed
to attest the signature of the City Manager and to impress the
official seal of the City of Redding to said documentation, when
appropriate.
3 . A true copy of said Contract Modification (Change
Order) No. 001 and each of its attachments is attached hereto and
incorporated herein by reference.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 6th day of February , 1990 , and was duly
adopted at said meeting by the following vote:

Subject: Addition to Redding Transfer Station Feasibility Study
and Environmental Impact Report: Feasibility Study and
EIR for Location of RABA Maintenance Facilities
Dear Mr. Duryee:
_ McClelland Consultants herewith submits an additional Scope of Work
and related costs pursuant to your telephone request of August 15,
1989 . Our understanding is that your current maintenance
facilities are located at Market and Ellis Streets in Redding and
that you are considering moving to a new location.
In this regard, your favored option would be to utilize a portion
of the selected transfer station site, , but you also want us to
review the desirability of two other options: 1) stay where you
are; 2) Move somewhere else (location unknown and selection not a
part of this study) . We .understand you would also like these
options to be reflected in the environmental impact report.
Information you have given me concerning the facilities you need
include the following:
a. Number of Coaches: 15, 30 feet in length
b. Employee Parking for 50 automobiles
c. Separate maintenance shop (from transfer station,
corporation yard, light truck maintenance) with three
bays
d. Driver room
e. Dispatch area
f. Wash area
g. Fueling facility, possibly joint with other city
operations.

REDDING AREA BUS AUTHORITY
MAINTENANCE FACILITY FEASIBILITY
STUDY AND EIR
I. SCOPE OF WORK: (Additions to tasks included in existing
Redding Transfer Facility Site Assessment and EIR Report.
Tasks are listed by the same numbers as in that proposal. )
The basic scope of work is to assess the feasibility of adding bus
maintenance facilities to the transfer station site, as well as to
assess the suitability of keeping the bus facilities where they are
or moving to an undesignated site development plan for each
alternative site will have two scenarios: one including the bus
maintenance facilities and one without bus facilities. (Titled
below - Alternative 2)
1. SITING CRITERIA
a. Physical
(2) Drainage: Analysis of the effect of Alternative 2 on drainage
Water Analysis: Quantity of water required for Alternative 2
b. Environment
(3) Traffic Analysis: Analysis effect of Alternative 2 on
circulation system
(4) Air Quality: Analysis of additional air quality impacts
related to Alternative 2 relevant to localized conditions and
sensitive receptors
(5) Visual: Analysis of Alternative 2 visual effects
(7) Noise: Analysis of added noise impacts of Alternative 2
(10) Infrastructure: Analysis of Alternative 2 impacts on
infrastructure demand and ability to serve
5. JAND ACQUISITION AND DEVELOPMENT
a. Preparation of Site Development Concepts: Land area required
for Alternative 2 will be identified.
b. Site Development Plans: An Alternative 2 site development
concept plan will be prepared for each site.
c. Identification of development costs for each site: Related
Alternative 2 on- and off-site construction costs for
development costs at each site
d. Operating costs: Operating costs will be estimated for
Alternative 2 only to the extent that the site location causes
additional costs
6. COMPOSITE DEVELOPMENT OPPORTUNITIES AND CONSTRAINTS
An Alternative 2 matrix will be presented, comparing relocating to
a transfer station site, remaining at the present site or moving
to another unidentified site. In developing this matrix,
constraints to operations and benefits to remaining at the present
site will be identified.
9. FINAL REPORT/EIR
The EIR will include discussion and mitigation measures related to
Alternative 2 and will recommend the environmentally superior
alternative for location of bus maintenance facilities, as well as
related mitigation measures.
