A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING APPROVING THE
AGREEMENT BETWEEN THEyCITY OF REDDING AND THE COUNTY OF SHASTA FOR THE
KNIGHTTON ROAD TRAFFIC STUDY, AND AUTHORIZING THE MAYOR TO SIGN SAME.
BE IT RESOLVED by the City Council of the City of Redding as follows:
1. The City Council of the City of Redding hereby approves the Agreement
between the City of Redding and the County of Shasta providing for preparation
of planning, environmental and traffic studies for the extension of Knighton
Road to Churn Creek Road.
2. The Mayor of the City of Redding is hereby authorized and directed
to sign all necessary documents on behalf of the City of Redding and the City
Clerk is hereby authorized and directed to attest the signature of the Mayor
and to impress the official seal of the City of Redding on the aforesaid
documents, when appropriate.
3. A true copy of the Agreement referred to herein is attached hereto
and made a part hereof.
I HEREBY CERTIFY that the foregoing resolution was introduced and read at
a regular meeting of the City Council of the City of Redding on the 6th day
of February , 1990, and was duly adopted at said meeting by the following

AGREEMENT
THIS AGREEMENT, entered into on the day of
19 , by and between the CITY OF REDDING, a municipal corporation,
hereinafter called "CITY," and the County of Shasta, hereinafter called
"COUNTY":
WITNESSET H:
WHEREAS, the CITY has allocated Community Development Block Grant (CDBG)
funds for the sole purpose of carrying out planning activities for the
Knighton Road Extension between Interstate 5 and Airport Road; and
WHEREAS, the boundaries of the project to be planned exist primarily
within the jurisdiction of the COUNTY, and such planning activity shall
benefit residents of both jurisdictions, CITY and COUNTY have determined that
it would be in the best interests of the residents of the City of Redding and
the County of Shasta for COUNTY to perform planning activities for the
Knighton Road Extension;
NOW, THEREFORE, IT IS AGREED between the parties hereto as follows:
1. The above recitals are true and correct;
2. CITY shall pay to COUNTY the sum of Forty Thousand Dollars
($40,000) for the preparation of a Knighton Road Study as set forth in Exhibit
"A." Payment of said funds shall be made in full upon execution of this
Agreement by all parties;
3. COUNTY shall insure and certify completion of the Knighton Road
Study no later than December 31, 1990, and shall provide three copies of this
study to the City of Redding Director of Planning and Community Development;
4. COUNTY shall repay funds advanced under this Agreement if all CDBG
requirements are not met by COUNTY or COUNTY subcontractors; and

5. COUNTY shall comply with all requirements of the CDBG program and
shall insure that any contractors and subcontractors used under this Agreement
shall comply with these requirements. The following regulations are

Exhibit A
Knighton Road Study
The purpose of this study is to establish a plan line for Knighton Road between 1-5 and Airport
road and to obtain the necessary environmental clearances under the State CEQA guidelines
to obtain funding and begin construction of the road extension.
The study is to be coordinated with the 1-5 corridor study now in preparation. It shall reference
the Churn Creek Bottom Plan, the Redding Airport Area Plan, and the Circulation Elements
of the Shasta County General Plan and the Redding General Plan.
The parties intend that this study will:
1. Serve as a guide for area development adjacent to Knighton Road and its extension.
2. Promote public safety and convenience of vehicle trips between Interstate 5 and the
Municipal Airport Area.
3. Provide a statement of public policy to residents, investors in the community, and the
County and City decision-makers on Knighton.
4. Mitigate or minimize certain types of vehicle mishaps associated with the existing vehicle
routes between Interstate 5 at Knighton Road and the Airport area via the curvilinear
alignment of Churn Creek Road and Meadow View Drive.
5. Accommodate the long-term traffic and access needs of the community and the traveling
public.

Knighton Road Plan Line and Environmental Assessment
Scope of Work
The scope of the project is intended to do the following:
Develop a plan line of road right-of-way and slope easements for the extension of
Knighton Road from Churn Creek Road to Airport Road.
Provide precise locations for the bridge crossings of Churn Creek and Clover Creek.
Provide the necessary environmental review aspects of the new road connection relative
to traffic, noise, construction, and safety considerations.
Establish a record of survey for the centerline of the road.
Develop a landscape standard for the street including:
1. Street trees.
2. Landscaped median locations.
3. Corner areas.
Establish bridge design spans to pass the 100-year design flood flows for Churn Creek
and Clover Creek.
Review and suggest mitigations, if necessary, for any backwater or overland surface flood
impedance created as a product of construction of the road and bridge.
Identify any irrigation ditches, canals, or pipes to be maintained or relocated as a product
of the new road.
Develop 65, 60, and 55 dBA C.N.E.L. noise contours along the planned alignment of the
road.
Project the effects on traffic on other streets in Churn Creek Bottom, with or without the
road including effect on the 1-5 interchange at Knighton.
Recommend a structural pavement section based on the estimate of the percentage of
truck traffic use and applicable engineering criteria.
Evaluate existing soil and water table conditions and their potential effect on roadway
design.
Survey the proposed alignment for archaeological sites.
Recommend appropriate design features for pedestrian and bicycle safety and access
control.
Establish a preferred alignment and any other potential real-world practical alignments
to extend Knighton Road from 1-5 to opposite the entrance to the Redding Municipal
Airport.
Develop an estimated cost to construct the road including design and construction
engineering and future signalization.
Evaluate the extension of Knighton Road and its potential to reduce traffic on Churn
Creek Road.
Review the potential environmental impacts ' of the project, determine the level of
environmental review required, and prepare the appropriate documents for approval of
the plan line by the appropriate legislative bodies.
