A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING
ADOPTION OF THE MOBILEHOME REPAIR PROGRAM POLICY AMENDMENT
WHEREAS, the City has allocated $10,000.00 in CDBG funds for the
Mobilehome Repair Program in FY 1988-89 and $10,000.00 for 1989-90; and
WHEREAS, the City Council adopted a Mobilehome Repair Program Policy in
August of 1989, and amended this policy by Resolution 89-376; and
WHEREAS, the City Council has determined that it would be in the best
interest of the residents of the City of Redding to amend the Mobilehome
Repair Program Policy to specify the State Special Circumstance Program as the
primary source of funding for eligible participants, and that the Mobilehome
Repair Program provide funding in supplement to that program.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Redding hereby authorizes adoption of the Mobilehome Repair Program Policy
Amendment as outlined in Exhibit A which is attached hereto.
I HEREBY CERTIFY that the foregoing resolution was introduced and read
at a regular meeting of the City Council of the City of Redding on thel6thday
of January , 1990, and was duly adopted at said meeting by the following
vote:

Amendment No. 2 to City of Redding Mobilehome Repair Program Policy.
Section 1 - Introduction
Page 1, last paragraph:
Delete: It is the intention of this program to utilize a grant as the
primary funding mechanism coupled with supplementary financing
arranged through the State of California Supplemental Security
Income program. It is also hoped that the program will be liberal
enough in scope and terms to help families and individuals of
lower income, yet conservative enough to ensure the security of
the city's investment and be acceptable to a broad cross-section
of the community.
Add: It is the intention of this program to provide grant funds in
those cases where no other funds are available. In those cases
where supplementary financing can be arranged through the State of
California Supplemental Security Income Program, funds will not be
provided by the City Mobilehome Repair Program unless the rehab-
ilitation work exceeds the maximum allowed under the Special
Circumstance Policy. It is also hoped that the program will be
liberal enough in scope and terms to help families and individuals
of lower income, yet conservative enough to ensure the security of
the City's investment and be acceptable to a broad cross section
of the community.
Section 4 - General Eligibility Requirements
B. Characteristics of Grantee
Add #4: Mobilehome owners who are eligible for Special Circumstance
Program funding through the county are only eligible for MRP
funding if the rehabilitation work exceeds the SCP maximum.
Notification by the county shall be required to confirm
participant's depletion of SCP funds.
