A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
COMMENDING CLAIR A. HILL FOR HIS DEDICATED SERVICE .
WHEREAS, Clair A. Hill was born in Redding in 1909 . He
attended Westside Grammar School, grades 1-4 ; Old Bush School,
grade 5 ; Old Pine Street School, grades 6-8 ; graduated from
Shasta High School in 1927 ; attended Oregon State University; and
graduated from Stanford University with a degree in Civil
Engineering;
AND WHEREAS , Clair A. Hill is a member of a pioneer Redding
family, and has honored his pioneer heritage by the following
contributions of public service to the City of Redding, Shasta
and Trinity Counties , and the State of California:
* 1938 Deputy County Engineer, Shasta County.
* 1938 Opened private Engineering office in Redding.
* 1941- Served our Country as Ordinance Officer with
1945 the rank of Major in the United States Army
during World War II .
* 1945 Reopened private Engineering office of Clair
A. Hill. This developed from a one-man
operation to a firm with 170 employees in
1970 , when the firm merged into an
international engineering firm now known as
CH2M Hill.
* 1949 Appointed as a member of. the California State
Water Resources Board, serving almost
continuously in the development and
protection of the water supply in this area
and throughout the State of California. He
was instrumental in the development of the

Trinity River Project; submitted a Report
entitled "Clear Creek Alternatives for
Trinity River Development" ; recommended
inclusion of Whiskeytown Dam in the Project
allowing for the development of the Clear
Creek and Centerville Community Services
Districts and the Bella Vista Irrigation
District.
* 1950-
1952 Served as City Engineer, City of Redding.
AND WHEREAS , Clair A. Hill, who became one of the first Boy
Scouts in Shasta County when he joined Troop 41 in 1924 , served
as Assistant Senior Patrol Leader from 1926 to 1927 ; and through
the years he has devoted his time, efforts, and financial
assistance to the Scouting movement;
AND WHEREAS, he has been active in the Redding Chamber of
Commerce since the 1940 ' s , serving as its President in 1948 ; and
a member of Redding Rotary for 39 years;
AND WHEREAS, in June 1989 the California Water Commission
recognized the important contributions of Clair A. Hill to the
State of California by changing the name of Whiskeytown Dam to
the "Clair A. Hill Whiskeytown Dam" of the Trinity River Division
of the United States Central Valley Project;
AND WHEREAS , Clair A. Hill has served this community well
for many years in numerous capacities, including his 66 years of
involvement with the Boy Scouts of America, and has earned the
admiration and high regard of those with whom he has come into
contact, and the affection of the citizens of the City of Redding
who are proud to call him "friend" ;

NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council
of the City of Redding, on behalf of all its citizens, hereby
expresses sincere appreciation and thanks to Clair A. Hill for
his distinguished service to this community and the State of
California, and highly commends him for the manner in which he
has carried out his activities.
BE IT FURTHER RESOLVED, that the City Council extends to
Clair A. Hill best wishes as he is honored at the "Good Scout"
Reception hosted by the Shasta-Trinity District Boy Scouts of
America.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 16th day of January, 1990 , and was
duly adopted at said meeting by the following vote:
