Q -A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE MEMORANDUM OF UNDERSTANDING (MOU) DATED
DECEMBER 21 , 1989 , BETWEEN THE CITY OF REDDING POLICE
DEPARTMENT AND THE SHASTA COUNTY OFFICE OF EDUCATION
REGARDING A COMPREHENSIVE ALCOHOL AND DRUG PREVENTION
EDUCATION PROGRAM (CADPE) , AND AUTHORIZING THE MAYOR AND THE
CHIEF OF POLICE TO SIGN THE MOU.
BE IT RESOLVED by the City Council of the City of Redding as
follows:
1 . That the City Council hereby approves the Memorandum of
Understanding dated December 21 , 1989 , between the City of
Redding Police Department and the Shasta County Office of
Education regarding a Comprehensive Alcohol and Drug Prevention
Education Program (CADPE) , a true copy of which is attached
hereto and incorporated herein.
2 . That the Mayor and Chief of Police of the City of
Redding are hereby authorized and directed to sign said
Memorandum of Understanding on behalf of the City of Redding; and
the City Clerk is hereby authorized and directed to attest the
signatures of the Mayor and Chief of Police and to impress the
official seal of the City of Redding.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of

adopted at said meeting by the following vote:

MEMORANDUM OF UNDERSTANDING
BETWEEN
LAW ENFORCEMENT AGENCIES AND THE SHASTA COUNTY CONSORTIUM
COMPREHENSIVE ALCOHOL AND DRUG PREVENTION
EDUCATION PROGRAM (CADPE)
The Shasta County Office of Education is the local education agency for the Shasta County
Comprehensive Alcohol and Drug Prevention Education program. The local education agency is
responsible for developing and monitoring a county-wide plan for the implementation of AB 1087.
Shasta County School districts are forming a Consortium for Alcohol and Drug Abuse Prevention
which will allow the funds received with this program to be used equitably for the district programs
and provide prevention education opportunities for all students in grades 4-6 within the county-
wide plan.
To accomplish the goals of the county-wide plan, the following components will be implemented
in the Phase II plan:
• Curriculum specific to grades 4-6
• Training for personnel working directly with students in these programs
• Parent Education
• Early intervention with at-risk students
Participation of local law enforcement agencies is a necessary component for the implementation
of the county-wide plan. Law enforcement officers will participate in training programs and assist
schools in early intervention programs. The Redding Police f5eptwill
support the CADPE county-wide plan by cooperating with schools in providing prevention and
intervention programs for students. Law enforcement participation will vary according to needs of
individual school districts and the availability of resources.
This agreement shall be effective January 1, 1990 through September 30, 1990. If modifications
are necessary before or at that time, they will be added to this MOU by mutual agreement of all the
parties involved.
We hereby agree to this MOU and certify that the agreements made here will be honored.
