AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDDING
AMENDING TITLE 2 OF THE REDDING MUNICIPAL CODE BY
REPEALING CHAPTERS 2.88, 2.89, AND 2.90; AND ADDING
CHAPTER 2.90 PERTAINING TO THE CONFLICT OF INTEREST
CODE FOR DESIGNATED POSITIONS OF THE CITY OF REDOING.
The City Council of the City of Redding does hereby ordain
as follows:
Section 1. Chapters 2. 88, 2.89, and 2.90 of Title 2 of
the Redding Municipal Code are hereby repealed in their entirety.
Section 2. Chapter 2.90 of Title 2 of the Redding
Municipal Code is hereby added, to read as follows:

2.90.010. Model Code.
The Political Reform Act of 1974, California Government Code
Section 81000, et seq. , requires state and local government
agencies to adopt and promulgate conflict of interest codes. The
Fair Political Practice Commission has adopted a model conflict
of interest code which appears at Title 2, Section 18370, of the
California Code of Regulations. The model code may be
incorporated by reference and may be amended by the Fair
Political Practices Commission after public notice and hearings.

2.90.020. Adoption.
The provisions of Title 2, Section 18730, of the California
Code of Regulations, as amended by the Fair Political Practices

Commission, incorporated herein by reference, along with the
attached Appendix "A" in which employees are designated and
Appendix "B" in which disclosure categories are set forth,
constitutes the Conflict of Interest Code of the City of Redding.
2.90.030. Time of Filing Annual Statement of Economic Interest.
Notwithstanding the provisions of the model code, all
designated employees shall file annual statements of economic.
interest no later than February 28 of the annual reporting
period. All other persons shall file annual statements of
economic interest no later than April 1 of the annual reporting
period.
Section 3. It has been determined that this matter is
categorically exempt from the provisions of the California
Environmental Quality Act.
Section 4. The City Clerk shall certify to the adoption
of this Ordinance and cause its publication according to law.
I HEREBY CERTIFY that the foregoing Ordinance was introduced
and read at a regular meeting of the City Council of the City of
Redding on the 19th day of November ,, 1991, and was duly read and
adopted on the 3rd day of December , 1991, at a regular meeting of
the City Council by the following vote:

The City Manager or his designee may determine in writing that a particular
consultant, although a "designated position," is hired to perform a range of
duties that are limited in scope, and thus is not required to fully comply with
the disclosure requirements described in this section. Such written
determination shall include a description of the consultant's duties and, based
upon that description, a statement of the extent of disclosure requirements. The
determination of the City Manager or his designee is a public record and shall
be retained for public inspection in the same manner and location as this
Conflict of Interest Code.
