ORDINANCE NO. 19'56.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDDING
AMENDING CHAPTER 2 . 50 OF THE REDDING MUNICIPAL CODE
PERTAINING TO THE TOURISM AND CONVENTION COMMISSION
The City Council of the City of Redding does hereby ordain as
follows :
Section 1 . Chapter 2 . 50 of the Redding Municipal Code is hereby
amended by repealing Chapter 2 . 50 in its entirety and substituting
therefor a new Chapter 2 . 50 as. follows:

2 . 50 . 010 Established.
There is created and established a city commission which is named
"The Tourism and Convention Commission" and which is referred to in
this chapter as "commission. " This commission shall serve for eight
years, unless renewed by the city council. It shall act in an
advisory capacity to the city council on the city' s tourism.. and
convention promotion activities and the operation and management of
the convention center and the convention and visitors bureau..
2 . 50 . 020 Members - Appointment - Terms - Vacancies.
The commission shall consist of seven members, who shall be
residents of the city. All members shall be selected based on their
qualifications by reason of their knowledge and experience by the

mayor, with and subject to the approval of the city council. The term
of office of all members so appointed shall be for four years, except
for initial appointments and except that if a vacancy shall occur for
any reason other than the expiration of the term of that member ' s
office, it shall be filled by appointment by the mayor, with and
subject to the approval of the city council, for the unexpired portion
of the term of the member whose office is vacated. Initial
appointments shall be made as follows: two members shall be appointed
for two years ; two members shall be appointed for three years; and
three members shall be appointed for four years . Subsequent
appointments shall be for the regular time as set forth in this
section.
2 . 50 . 030. Members - Advisory.
The council member appointed by the city council as. liaison to
the commission and the communityservices director shall be advisory
members of the commission. They shall, have no vote, and. they shall
not be considered members for purposes of constituting a quorum.
Their terms of office as advisory members shall correspond in tenure
to their official tenure as officials of the city. Advisory members
may designate an appropriate deputy from staff to attend meetings of
the commission in their place and stead on such occasions as their
other duties may prevent them from sitting in attendance at particular
commission meetings.
2 . 50 . 040 Members - Removal.
Any appointed member of the commission may be removed by the city
council. Any appointed member of the commission who fails to attend
four consecutive meetings of the commission without permission from
the city council to be absent shall be considered automatically
removed and a vacancy shall be deemed to have occurred unless good
cause is shown. The city council shall be the sole judge as to
whether or not good cause is shown; and when it is determined that
good cause has not been shown, then the vacancy so created shall be
filled immediately by the mayor, with and subject to the approval of
the city council, for the unexpired portion of the term.
2. 50. 050 Members - Compensation.
All appointed members of the commission shall serve as members
without compensation.
2. 50 . 060 Officers.
There shall be two officers in the commission, a chairman and a
vice-chairman. An advisory member of the commission may not hold the

office of chairman or of vice-chairman. The commission shall
designate a secretary to the commission from the staff. of its advisory
members . The commission shall elect its officers at the first regular
meeting of the commission in May of each year, and they shall hold
office for a term of one year, andany vacancy in any of the offices
shall be filled by the commission at. the first regular meeting of. the
commission after the vacancy occurs and shall be filled for the
unexpired portion of the term of office to be filled. The chairman
shall preside at all meetings of the commission, and in his absence
the vice-chairman shall preside. The secretary shall make and keep a
record of all the resolutions, transactions, findings and
determinations of the commission, and shall record and keep the
minutes of the commission meetings.
2. 50 . 070 Meetings - Time.
The tourism and convention commission shall meet at four p.m. on
the second Wednesday of each and every month, except when that day
falls on a legal holiday, in which case the meeting shall be held on
the day following the holiday, and the meeting shall be a regular
meeting of the. commission. The commission may adjourn any regular
meeting of the commission from time-to-time. or place-to-place so long
as the adjournment shall not extend to a point in time beyond the day
of the next regular meeting of the commission.
2 . 50 . 080 Meetings - Special.
To call a special meeting, the chairman or a majority of the
members shall file with the secretary of the commission, at least
twenty-four hours prior to the date that the meeting is to be held, a
signed written notice of the meeting, which notice shall. specify the
time and place of the special meeting and the agenda. therefor. The
signed written notice shall also be served personally or by certified
mail upon all members of the commission who did not sign the notice of
the special meeting. Twenty-four hours ' notice in writing shall also
be given to all newspapers , radio stations and television stations
which have filed a request for notice in writing. with the city clerk
or the secretary of the commission. The presence of all members at
the special meeting, or the waiver of notice in writing by any absent
members, shall constitute a waiver of the requirement of notice as it
relates to members.
2 . 50. 090 Meetings - Place - Quorum.
Regular meetings shall be held at the convention center.
Adjourned regular meetings , special meetings , and regular meetings
when deemed necessary may be held. elsewhere within the city, provided
notice of the time and place of the meetings and ofthe agenda of.
special meetings is given to all members of the commission and to all

newspapers, radio stations and television stations which have filed a
request for notice in writing with the city clerk or with the
secretary of the commission. A majority of the members of the
commission shall constitute a quorum for the transactions of business
at any regular or special meeting of the commission.
2. 50. 100 Duties.
The tourism and convention commission shall have the following
duties and responsibilities:
A. To initiate recommendations regarding the establishment of
policies which are designed to foster, facilitate, establish and
maintain positive tourism, marketing, publicity, advertising and
promotion programs which will encourage tourists to visit the
Redding area. These programs should as well encourage convention
activity and seek to optimize the use of the convention center;
B. To review departmental budgets of the convention center and
convention and visitors bureau and the pricing guidelines of the
convention center. To review the budget of the special promotion
fund as that budget relates to tourism promotion and convention
activity. The commission shall advise and make recommendations
to the city council during council budget sessions;
C. To make recommendations regarding programs or proposals which may
facilitate, enhance or encourage positive tourism promotion
programs and expanded convention activities;
D. To make recommendations regarding the funding and coordination of
various tourism activities with outer agencies.
Section 2 . It has been determined that this chapter is not
subject to the provisions of CEQA.
Section 3 . The City Clerk shall certify to the adoption of this
Ordinance and cause its publication according to law.
I HEREBY CERTIFY that the foregoing Ordinance was introduced and
read at a regular meeting of the City Council of the City of Redding
on the 19th of March. , 1991 , and was duly read and
adopted on the 2nd of April , 1991 , at a regular
meeting of the City Council by the following vote:
