A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
DECLARING THE RESULTS OF THE MAJORITY PROTEST
PROCEEDINGS AT THE PUBLIC HEARING AND MODIFYING THE
REDDING TOURISM MARKETING BUSINESS IMPROVEMENT
DISTRICT MANAGEMENT DISTRICT PLAN
WHEREAS, on July 21, 2015, the City Council of the City of Redding ("City Council")
adopted Resolution Number 2015-038 adopting the Management District Plan ("MDP") and
renewing the Redding Tourism Marketing Business Improvement District (RTMBID); and
WHEREAS, the Property and Business Improvement District Law of 1994, (Streets and
Highways Code §36600 et seq.) authorizes the City to modify the MDP at the request of the
RTMBID Owners' Association; and
WHEREAS, the City received a request made pursuant to Streets and Highways code
§36635 from the RTMBID Owners' Association, the Redding Tourism Marketing Group
("RTMG"), to modify the MDP; and
WHEREAS, Resolution 2021-066 set a public hearing to consider protests to the
Resolution of Modification for July 20, 2021, at 6:00 p.m. in the City Council Chambers located
at 777 Cypress Avenue, Redding, California; and
WHEREAS, the public meeting and public hearing to consider the modification have
been properly noticed in accordance with Streets and Highways Code sections § 36623 and
36660; and
WHEREAS, at 6:00 p.m., or as soon thereafter as was practicable, on July 20, 2021, in
the City Council Chambers, the City Council held a public hearing regarding the modification of
the MDP, and the City Council heard and received all objections and protests to the modification
of the MDP;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL THAT:
The recitals set forth herein are true and correct.
2. The City Council declared its intention to modify the RTMBID MDP.
3. The proposed modification of the RTMBID MDP will; (1) modify the budget allocations
for the Administrative and Sales and Marketing activities to be provided; (2) add the
reserves to the Contingency budget category; and (3) remove having the Chief Executive
Officer/Tourism Officer of the Shasta Cascade Wonderland Association serve as an
advisor to the RTMG Board.
4. This Resolution shall take effect immediately upon its adoption by the City Council.
5. The City Manager, or designee, is directed to take all necessary actions to complete the
modification of the MDP.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted at a
regular meeting of the Redding City Council held on July 20, 2021, by the following vote:
