HomeMy WebLinkAbout2015 - Amending Redding Municipal Code Title 16 Oki • ilk ORDINANCE ,49/5 AN -ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDDING AMENDING REDDING MUNICIPAL CODE TITLE 16, BUILDINGS AND CONSTRUCTION, PERTAINING TO ADOPTION OF UNIFORM CODES. The City Council of the City of Redding does hereby ordain as follows: Section 1. Title 16 of the Redding Municipal Code is hereby amended as follows: Sections: 16 . 08. 010 Uniform Housing Code Adopted 16 . 08 . 020 Uniform Building Code Adopted 16 . 08. 021 Uniform Building Standards Adopted 16. 08. 025 Uniform Mechanical Code Adopted 16. 08.030 Board of Appeals. I. SECTION 16.08.010 IS HEREBY AMENDED BY REPEALING SAID SECTION IN ITS ENTIRETY AND ADDING THE FOLLOWING: 16. 08 . 010 Uniform Housing Code Adopted. That certain document, a copy being on file in the office of the City Clerk, marked and designated "Uniform Housing Code, 1991 Edition," published by the International Conference of Building Officials, is adopted as the Uniform Housing Code of the City of Redding, and is included in and made a part of this Code as though set forth at length herein. II. SECTION 16.08.020 IS HEREBY AMENDED BY REPEALING SUB- SECTIONS A, D AND E IN THEIR ENTIRETY AND ADDING THE FOLLOWING: 0 IIP 16. 08 . 020 Uniform Building Code Adopted. A. That certain document, a copy of which is on file in the office of the City Clerk, being marked and designated "Uniform Building Code, 1991 Edition," published by the International Conference of Building Officials (including Chapters 1, 32, 49, and 55 of its appendix, but excepting the remainder of the appendix) , except as specifically amended in this Title, is adopted as the Uniform Building Code of the City of Redding, and is included in and made a part of this Code as though set forth at length in this Code. D. In addition to the requirements of Section 3802 of the Uniform Building Code, no structure requiring a fire flow of 3,000 GPM or more as determined by the Uniform Fire Code, Appendix III-B, "Fire-flow Requirements for Buildings," or more than two stories in height, shall be constructed or altered unless protected by an automatic sprinkler system meeting the requirements of Chapter 38 of the Uniform Building Code. For the purposes of this section, area separation walls will not constitute separate buildings unless constructed as required for a four-hour area separation wall, with no penetration allowed. All existing structures shall meet the requirements of this section when a change of occupancy or character of the occupancy is made, and a greater hazard to life or property exists or the required fire flows are increased. Exceptions: 1 . R-3 occupancies; 2 . Alterations to buildings not exceeding 50% of the building value and not increasing the total fire flow requirement of the building. Installation of an automatic sprinkler system required by this section shall not prohibit the substitution for one-hour fire resistive construction allowed by Section 508 of the Uniform Building Code. E. In addition to the requirements of Section 3203 of the Uniform Building Code, roofs on all buildings in hazardous fire areas, as defined by the Uniform Fire Code, shall be as follows: 1. Hazardous Fire Areas: a. Any Class C roof covering which complies with Uniform Building Code Standard 32-7; b. Any Class A or Class B roof covering; 2 • c. Any noncombustible roof covering. A map of the hazardous fire areas shall be prepared and signed by the Fire Chief , and shall be updated on a yearly basis. 2 . The installer of roof covering shall provide certification of the roof-covering classification to the Building Official. 3 . This section is applicable to all new building construction, and to all existing buildings when 50% of the roof area is re-roofed. III. BY ADDING SECTION 16.08.021 AS FOLLOWS: Section 16 . 08 . 021. Uniform Building Code Standards Adopted. A. That certain document, a copy of which is on file in the office of the City Clerk, being marked and designated "Uniform Building Code Standards, 1991 Edition," is adopted as the Uniform Building Code Standards of the City of Redding, and is included in and made a part of this Code as though set forth at length in this Code. B. Section 47-18 of that certain document, a copy of which is on file in the office of the City Clerk, being marked and designated "Uniform Building Code Standards, 1988 Edition, " is adopted as the Uniform Building Code Standard of the City of Redding for the installation of suspended ceiling systems, and is included in and made a part of this Code as though set forth at length in this Code. IV. SECTION 16.08.025 IS HEREBY AMENDED BY REPEALING SAID SECTION IN ITS ENTIRETY AND ADDING THE FOLLOWING: 16.08 .025 Uniform Mechanical Code Adopted. That certain document, a copy being on file in the office of the City Clerk, marked and designated "Uniform Mechanical Code, 1991 Edition, " published by the International Conference of Building Officials and the International Association of Plumbing and Mechanical Officials, is adopted as the Uniform Mechanical Code of the City of Redding, and is included in and made a part of this Code as though set forth at length herein. 3 .4111. 110 IIP V. SECTION 16.10.010 IS HEREBY AMENDED BY REPEALING SAID SECTION IN ITS ENTIRETY AND ADDING THE FOLLOWING: 16.10 .010 Uniform Administrative Code Adopted. A. That certain document, a copy being on file in the office of the City Clerk, marked and designated "Uniform Administrative Code, 1991 Edition, " published by the International Conference of Building Officials, except as specifically amended in this title, is adopted as the Uniform Administrative Code of the City, and is included in and made a part of this Code as though set forth at length herein. B. Said Uniform Administrative Code is specifically amended as to Tables 3-B, 3-E, 3-F, 3-G and 3-H as follows: 1 . New Non-residential Buildings: The following fees shall include all wiring and electrical equipment in or on each building or other electrical equipment on the same premises constructed at the same time per square foot: 3 , 000 square feet $ . 045 3 ,001 to 10 ,000 square feet $ .035 Over 10,000 square feet $ . 025 2 . Elevator Permit Fees and Certificate Fees: Delete Tables 3-E and 3-F. 3 . Grading Permit Fees: Delete Tables 3-G and 3-H. VI. SECTION 16.16.010 IS HEREBY AMENDED BY REPEALING SAID SECTION IN ITS ENTIRETY AND ADDING THE FOLLOWING: 16.16 .010 Uniform Plumbing Code Adopted. A. That certain document, a copy of which is on file in the office of the City Clerk, marked and designated "Uniform Plumbing Code, 1991 Edition," published by the International Association of Plumbing and Mechanical Officials, except as hereafter specifically amended or changed, is adopted as the Uniform Plumbing Code of the City of Redding, and is included in and made a part of this Code as though fully set forth at length in this Code. 4 r411 B. As an amendment to the Uniform Plumbing Code, Section 30 . 4 of Part I regarding fees is deleted from this code and will be regulated by the Uniform Administrative Code. Section 2. It has been determined that this matter is not subject to the provisions of the California Environmental Quality Act. Section 3. The City Clerk shall certify to the adoption of this Ordinance and cause its publication according to law.
