ORDINANCE NO. 2002
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDDING
AMENDING VARIOUS SECTIONS OF REDDING MUNICIPAL CODE
TITLE 2, ADMINISTRATION AND PERSONNEL, PERTAINING TO
THE APPOINTMENT OF MEMBERS TO VARIOUS COMMISSIONS.
The City Council of the City of Redding does hereby ordain
as follows:
Section 1 . RIVER AND WATERWAYS COMMISSION. Section
2.42. 020 of the Redding Municipal Code is hereby amended by
repealing said Section and adding the following:
2.42.020. Members; Appointments; Terms; Vacancies.
The Commission shall consist of seven members who
shall be either residents, employed within the City, or
business owners within the City. All members shall be
selected, based upon their qualifications by reason of
their knowledge and experience, by the Mayor, subject
to the approval of a majority of the members of the
City Council.
The term of office of all members so appointed
shall be four years, except for (1) initial
appointments and (2) if a vacancy shall occur for any
reason other than the expiration of the term of a
member' s office, in which case the unexpired term shall
be filled by appointment by the Mayor, subject to the
approval of a majority of the members of the City
Council. Initial appointments shall be made as
follows: two members shall be appointed for two years;
two members shall be appointed for three years; and
three members shall be appointed for four years.
Subsequent appointments shall be for the regular time
as set forth in this section.

Section 2 . AIRPORTS COMMISSION. Section 2 . 44. 020 of the
Redding Municipal Code is hereby amended by repealing said
Section and adding the following:
2.44.020. Members; Appointments; Terms; Vacancies.
The Commission shall consist of seven members who
shall be either residents, employed within the City, or
business owners within the City. All members shall be
appointed by the Mayor, subject to the approval of a
majority of the members of the City Council.
The term of office of such members shall be for a
four-year period; however, initial appointments after
September 1, 1978, shall provide for expiration dates
to be staggered so that the terms of office of no more
than two members shall expire in any one year. If a
vacancy should occur as to the seven members, for any
reason other than the expiration of the term of office,
the unexpired term shall be filled by appointment by
the Mayor, subject to the approval of a majority of the
members of the City Council. It is the responsibility
of the City Clerk to notify the Mayor of any vacancy,
through the expiration of term of office of otherwise.
Section 3 . ELECTRIC UTILITY COMMISSION. Section
2.46 . 020 of the Redding Municipal Code is hereby amended by
repealing said Section and adding the following:
2.46.020. Members; Appointments; Terms; Vacancies.
The Commission shall consist of seven members who
shall be either residents, employed within the City, or
business owners within the City. All members shall be
selected, based upon their qualifications by reason of
their knowledge and experience, by the Mayor, subject
to the approval of a majority of the members of the
City Council.
The term of office of all members so appointed
shall be four years, except for (1) initial
• appointments and ( 2) if a vacancy shall occur for any
reason other than the expiration of the term of a
member' s office, in which case the unexpired term shall
be filled by appointment by the Mayor, subject to the
approval of a majority of the members of the City
Council. Initial appointments shall be made as

follows: two members shall be appointed for two years;
two members shall be appointed for three years; and
three members shall be appointed for four years.
Subsequent appointments shall be for the regular time
as set forth in this section.
Section 4. CIVIC ARTS COMMISSION. Section 2 . 48. 010 of
the Redding Municipal Code is hereby amended by repealing said
Section and adding the following:
2.48.010. Established; Membership; Qualifications.
A Civic Arts Commission is established, the
membership of which consists of the following:
A. Seven regular members appointed by the Mayor,
subject to the approval of a majority of the
members of the City Council. Selection shall be
made from either residents, those employed within
the City, or business owners within the City who
have demonstrated a deep interest in and
appreciation of cultural, artistic, or musical
activities. Preference in selection shall be
given to residents, those employed within the
City, or business owners within the City who are
members or former members of organizations in the
community dedicated to the promotion and
advancement of cultural, artistic, or musical
activities.
B. A member of the City staff, selected by the City
Manager, who shall act as Secretary and keep an
accurate record of all proceedings of the
Commission. The Secretary shall be an ex-officio
nonvoting member.
Section 5 . TOURISM AND CONVENTION COMMISSION. Section
2. 50 . 020 of the Redding Municipal Code is hereby amended by
repealing said Section and adding the following:
2.50.020. Members; Appointments; Terms; Vacancies.
The Commission shall consist of seven members who
shall be either residents, employed within the City, or
business owners within the City. All members shall be
selected, based upon their qualifications by reason of

their knowledge and experience, by the Mayor, subject
to the approval of a majority of the members of the
City Council.
The term of office of all members so appointed
shall be four years, except for (1) initial
appointments and (2) if a vacancy shall occur for any

Section 6. PLANNING COMMISSION. Section 2. 52. 020 of the
Redding Municipal Code is hereby amended by repealing said
Section and adding the following:
2.52.020. Members; Appointments; Terms; Vacancies.
The Commission shall consist of seven members who
shall be either residents, employed within the City, or
business owners within the City. All members shall be
appointed by the Mayor, subject to the approval of a
majority of the members of the City Council.
The term of office of all members so appointed
shall be for four years, except that if a vacancy shall
occur for any reason other than the expiration of the
term of that member' s office, it shall be filled by
appointment by the Mayor, subject to the approval of a
majority of the members of the City Council, for the
unexpired portion of the term of the member whose
office is vacated.
Section 7 . PARKS AND RECREATION COMMISSION. Section
2. 56. 030 of the Redding Municipal Code is hereby amended by
repealing said Section and adding the following:
2.56.030. Membership—Qualifications.
The Commission shall consist of seven members who
shall be either residents, employed within the City, or

business owners within the City. All members shall be
appointed by the Mayor, subject to the approval of a
majority of the members of the City Council.
Section 8 . SENIOR CITIZENS FACILITY ADVISORY COMMISSION.
Section 2 . 60. 030 of the Redding Municipal Code is hereby amended
by repealing said Section and adding the following:
2.60.030. Membership.
The Commission shall consist of seven members, who
shall be appointed by the Mayor, subject to the
approval of a majority of the members of the City
Council. The Director of Recreation and Parks or his
duly designated representative shall be Secretary of
the Commission.
The following six members shall be either
residents, employed within the City, or business owners
within the City:
* two members of the Recreation and Parks
Commission, to be designated by that Commission;
* one member to be appointed by the Mayor, subject
to the approval of a majority of the members of
the City Council; and
* two members shall be the President and Secretary
respectively of the Soroptimist Club of Redding,
or two members of the Soroptimist Club officially
designated for appointment by the Club.
The remaining two members, who need only be
residents of the County of Shasta, shall be the
President and Treasurer respectively of the Senior
Citizens Club of Shasta County, Inc. , or two members of
the Senior Citizens Club officially designated for
appointment by that organization.
Section 9. TRAFFIC AND PARKING COMMISSION. Subsection
A. of Section 2 .72. 020 of the Redding Municipal Code is hereby
amended by repealing said Subsection A. and adding the following
Subsection A:

2.72.020. Members.
A. The Commission established by the preceding
section shall consist of five members who shall be
either residents, employed within the City, or
business owners within the City. All members
shall be appointed by the Mayor, subject to the
approval of a majority of the members of the City
Council.
Section 10. ECONOMIC DEVELOPMENT CORPORATION OF SHASTA
COUNTY. Section 2.73 . 010 of the Redding Municipal Code is hereby
amended by repealing said Section and adding the following:
2.73.010. Economic Development Corporation of Shasta
County.
The Economic Development Corporation of Shasta
County is an organization formed to promote economic
growth in the area, and its formation was approved by
City Council Resolution No. 3311. The bylaws of the
Economic Development Corporation provide that the City
is a permanent member of the corporation, whose term of
membership is perpetual. The City is entitled to have
three directors represent it on -the board of said
corporation. Said directors shall be either residents,
employed within the City, or business owners within the
City, and shall be appointed by the Mayor, subject to
the approval of a majority of the members of the City
Council, for a term of office of two years.
Section 11. COMMUNITY DEVELOPMENT ADVISORY COMMITTEE.
Section 2.73 .020 of the Redding Municipal Code is hereby amended
by repealing said Section and adding the following:
2.73.020. Community Development Advisory Committee.
The Community Development Advisory Committee is
established for the purpose of serving in an advisory
capacity on community development. The Committee
consists of 19 persons who shall be either residents,
employed within the City, or business owners within the
City, and who are appointed by the Mayor, subject to
the approval of a majority of the members of the City
Council, to serve four-year terms. One Committee
member shall be a member of the Planning Commission;

one shall be a member of the Parks and Recreation
Commission; one shall represent the Redding
Redevelopment Agency; one shall be a member of the
Traffic and Parking Commission; and 14 shall be persons
representing different geographical areas of the City.
The Chairman and the Vice-Chairman of the Committee
shall be appointed by the Mayor, subject to the
approval of a majority of the members of the City
Council. Meetings of the Committee shall be called as
necessary.
Section 12 . CIVIC AUDITORIUM PROMOTION COMMITTEE.
Section 2 .73 . 040 of the Redding Municipal Code is hereby amended
by repealing said Section and adding the following:
2.73.040. Civic Auditorium Promotion Committee.
The Civic Auditorium Promotion Committee is a
committee of five created by City Council Resolution
No. 78-215 to assist in the promotion of the Redding
Civic Auditorium. The members shall be either
residents, employed within the City, or business owners
within the City, and shall be appointed by the Mayor,
subject to the approval of a majority of the members of
the City Council, to serve two-year terms. One member
shall be the current President of the Chamber of
Commerce. The City Manager shall serve as an ex-
officio member of said committee.
Section 13 . SHASTA COUNTY MOSQUITO ABATEMENT DISTRICT.
Section 2.73 . 050 of the Redding Municipal Code is hereby amended
by repealing said Section and adding the following:
2.73.050. Shasta County Mosquito Abatement District.
The City has one representative on the Board of
Directors of the Shasta County Mosquito Abatement
District. Said representative shall be either a
resident, employed within the City, or business owner
within the City; and be appointed by the Mayor, subject
to the approval of a majority of the members of the
City Council, for a two-year period ending December 31.

Section 14. It has been determined that this matter is
categorically exempt from the provisions of the California
Environmental Quality Act.
Section 15 . The City Clerk shall certify to the adoption
of this Ordinance and cause its publication according to law.
I HEREBY CERTIFY that the foregoing Ordinance was introduced
and read at a regular meeting of the City Council of the City of
Redding on the 17th day of March, 1992, and was duly read and
adopted on the 7th day of April, 1992, at a regular meeting of
the City Council by the following vote:
