Due to the increase in the spread of Covid-19 and the latest directives from the Governor
and the California Department of Public Health, the Mayor has modified access to the
City Council meeting to enable members of the public to attend and to make public
comments.
The meeting was called to order by Vice Mayor Kristen Schreder with the following Council
Members present: Michael Dacquisto, Mark Mezzano, and Julie Winter. Mayor Erin Resner
participated telephonically. All votes were taken by roll call.
Also present were: City Manager Barry Tippin, Assistant City Manager Sheri DeMaagd, City
Attorney Barry DeWalt, City Clerk Pamela Mize, and Executive Assistant Luisa Klapperich.
The Pledge of Allegiance to the Flag was led by Vice Mayor Schreder.
The Invocation was provided by Lynda Manoli, Redding Police and Fire Departments'
Chaplain.
PUBLIC COMMENT
Kandice Kalinowski spoke regarding frustrations with the City of Redding Permit Center and
Redding Electric Utility to develop an accessory dwelling unit in the rear of her property.
CONSENT CALENDAR
The following matters were considered inclusively under the Consent Calendar and each
Report to City Council (staff report) is incorporated herein by reference:
4(a). Approve Minutes: Special Meeting — Closed Session of March 16, 2021.
4(b). Accept Accounts Payable Register No. 17; and Payroll Register No. 18.
(1) Accounts Payable Register No. 17 for the period of February 27, 2021, through
March 12, 2021 for a total of $6,665,174.52 , for check numbers 161247 through
161546, inclusive, ACH transfer numbers 16883 through 16926, inclusive, Wire
Transfer numbers 10411 through 10435, inclusive; and (2) Payroll Register No. 18 for
the period of February 21, 2021 through March 6, 2021 for a total of $3,193,786.76, for
electronic deposit transaction numbers 529657 through 530548, inclusive, and check

4(e). Adopt Ordinance No. 2635, an ordinance of the City of Redding amending Title 7
(Animals), Chapter 7.04 (General Provisions), by amending Sections 7.04.005
(Authority of Employees of Contracted Public Pound, Society for the Prevention of
Cruelty to Animals, Animal Control Agency, or Humane Society), 7.04.010
(Definitions), 7.04.020 (Tethering Animals On Street), 7.04.060 (Committing Nuisance
in Public Areas), 7.04.080 (Enclosure Required) and 7.04.170 (Violations); amending
Chapter 7.12 (Dogs), by amending Sections 7.12.020 (In Public Parks And Malls),
7.12.090 (License - Records) and 7.12.160 (Kennel License - Approval of Board of
Administrative Review Required), Repealing Section 7.12.120 (Tag Procurement and
Record) and adding Section 7.12.190 (Animals in Vehicles); amending Chapter 7.13

4.1(a). Accept report and make a determination by a four-fifths affirmative vote that conditions
of local emergency continue to exist within the City of Redding, under Public Contract
Code section 22050(c)(1) related to the Coronavirus.
4.2(a). Approve and ratify the City of Redding Housing Division's grant application submittal
in the amount of $220,700, due by March 26, 2021, to the Shasta County Housing and
Community Action Agency as the lead agency for the NorCal Continuum of Care's
Emergency Solutions Grant Coronavirus Aid, Relief, and Economic Stimulus Program.
4.5(a). Authorize the purchase of one articulating telescopic aerial device bucket truck at a cost
of $218,233 using Sourcewell contract pricing with Altec Industries, Inc., for use in
transporting high voltage journeyman linemen into an elevated position to work on a
portion of the electrical grid operated and maintained by the Redding Electric Utility.
4.6(a). Authorize a $125,000 increase in the contingency for the construction contract for the
Cypress Avenue South Side Channel Restoration and Enhancement Project with
Steelhead Constructors (C-8564) Bid Schedule No. 5165 (Job No. 9616); and authorize
the City Manager to allocate funding for the additional construction costs.
4.9(a). Approve the sale of a surplus Disto 5910 scanner and related equipment and software
from the Redding Police Department to the Sacramento County Sheriff's Office for
$3,200.
4.11(a).Accept Bid Schedule No. 5157 (Job No. 2654, 2992, 2994, 2991) Americans with
Disabilities Act Curb Ramp 2019-20, awarded to SnL Group, Inc., as satisfactorily
complete, with a final project cost of $321,929.75.
4.1 l (b).Accept Bid Schedule No. 5168 (Job No. 2991) Reservoir Cleaning and Inspection 2020
Project, awarded to Inland Potable Services, Inc., as satisfactorily complete, with a final
project cost of $226,998.
4.11(c).Adopt Resolution 2021-041, a resolution of the City Council of the City of Redding,
summarily vacating a portion of Walnut Avenue within the Dakyn Addition to the
Town of Redding, Town Plat 32 and reserving a 28 foot wide public service easement
for existing utilities (A-2020-01486); and find this action consistent with the General
Plan and categorically exempt from environmental review under the California
Environmental Quality Act per Section 15312 (Surplus Government Property Sales)
and Section 15061 (Common Sense Exception).
4.11(d).This Item was removed from the agenda at the request of the Public Works Director
and will be heard at a future City Council meeting.

4.11(e).Approve the final map for Silverstone Subdivision, Unit 1 (AMND-2020-01135, S-
2019-00280) contingent on the approval of Landscape Maintenance District 8-06
annexation; authorize the Mayor to execute a Subdivision Agreement with Sierra
Pacific Land and Timber Co.; and direct the City Clerk to file the map with the Shasta
County Recorder.
4.11(f).Authorize the purchase of a 15 -foot -wide by 51 -foot -long (763 square feet) Public
Service Easement for a proposed drainage structure located at 19144 Hollow Lane
(Assessor Parcel Number 073-180-041), at a cost of $1,400.
4.11(g).Authorize the City Manager to execute the Fifth Amendment to the Non -Exclusive
Communications Site License Agreement with T -Mobile (C-3937) to allow
modifications to the existing telecommunication facility at City of Redding Water
Utility reservoirs located at 941 Springer Drive, and find that the project is categorically
exempt from review under the California Environmental Quality Act Guidelines
Section 15303 (New Construction).
4.11(h).Authorize the following Water Sale and Purchase Agreements: (1) Kanawha Water
District for the sale of 2,690 acre-feet of water at a cost of $310 per acre-foot; and (2)
The McConnell Foundation for the purchase of 2,690 acre-feet of water at a cost of
$250 per acre-foot to help facilitate the Kanawha Water District in obtaining additional
water.
4.11(i).Authorize the following actions: (1) approve the Fifth Amendment to the Consulting
and Professional Services Contract for Hauling and Disposing of Ground Green Waste
(C-7034) with Compost Solutions, Inc; (2) adopt Resolution 2021-042, a resolution of
the City Council of the City of Redding, approving and adopting the 83rd Amendment
to City Budget Resolution No. 2019-050 appropriating $100,000, for a total not -to -
exceed $1,172,000; and (3) authorize the City Manager to execute the Amendment.
A MOTION WAS MADE by Council Member Winter, seconded by Council Member
Mezzano that the foregoing items on the Consent Calendar be accepted, acknowledged,
adopted, and approved.

PUBLIC HEARINGS PETITIONS AND PROTESTS
6.1 Public Hearing regarding the annexation of the Silverstone Subdivision into Landscape
Maintenance District 08-06.
Director of Public Works Charles Aukland, provided a PowerPoint presentation and
summarized the Report to City Council (staff report), incorporated herein by reference.
The hour of 6:13 p.m. having arrived, Vice Mayor Schreder opened the Public Hearing
to consider annexation of the Silverstone Subdivision into Landscape Maintenance
District 08-06.
The Affidavit of Publication - Notice of Public Hearing is on file in the Office of the
City Clerk.
Vice Mayor Schreder determined that no one present wished to address this matter and
closed the Public Hearing.

A MOTION WAS MADE by Council Member Winter, seconded by Council Member
Mezzano to adopt Resolution 2021-043, a resolution of the City Council of the City of
Redding, authorizing the following: ordering the annexation of the Silverstone
Subdivision S-2019-0280 into LMD 08-06; approving the Engineer's Report, and
confirming the map of the assessment district located therein, for LMD 08-06
Annexation of the Silverstone Subdivision; and approving the annual assessments for
Fiscal Year 2020-21 pursuant to the Landscaping and Lighting Act of 1972
commencing with Section 22500 of the Streets and Highways Code.

BOARDS, COMMISSIONS AND COMMITTEES
9A. Presentations relative to Request for Qualifications No. 51900 for award of a
Consulting and Professional Services Contract for professional tourism marketing and
promotion services.
Director of Community Services, Kiln Niemer presented the report to the City Council
(staff report), incorporated herein by reference.
Debbie Augustine, founder of Augustine Agency of Roseville, along with Public
Relations and Content Marketing Manager Jamie Hayden, Account Director Cathy
Nanadiego, and Creative Director Michael Mezzanotte presented a PowerPoint
presentation, incorporated herein by reference.
Gabriel and Debbie Mayes, founders of Mayes Media, presented a PowerPoint
presentation, incorporated herein by reference.
The following spoke in favor of Mayes Media: Ericka Jones, Joshua Johnson, and
Aaron Patterson.
Jake Mangas, President and CEO of Redding Chamber of Commerce, along with
Executive Vice President Dariel Curren and Vice President of Digital Experience Ian
Richer, both of DCI (Development Counsellors International), presented a PowerPoint
presentation, incorporated herein by reference.
The following spoke in favor of Redding Chamber of Commerce - DCI: Lane Rickard,
Mimi Moseley, Michelle Nystrom, Maria Orozco, Todd Yohn, Erik Janiszeskey, Dawn
Fowler, Lindsay Myers, Matthew Thayer, and John Truitt.
Vice Mayor Schreder determined that no one else present wished to speak.
A discussion amongst the Council ensued.
Mayor Resner expressed her support for Mayes Media. Council Members Dacquisto,
Schreder, Winter, and Mezzano expressed their support for the Redding Chamber of
Commerce/DCI and suggested the agreement contain provisions for local companies
to be utilized as subcontractors.
A MOTION WAS MADE by Council Member Dacquisto, seconded by Council
Member Winter to award the Consulting and Professional Services Contract for
Professional Tourism, Marketing, and Promotion Services to Chamber of Commerce -
DCI; confirmed that a portion of the contract value would go to local firms, such as
film commission; and staff would negotiate the contract with the Chamber of
Commerce and return to the Council for review at a future meeting.

9.1(b). Report regarding emergency shelter sites in the City of Redding.
City Manager Tippin highlighted the Report to City Council (staff report), incorporated
herein by reference and requested direction from the Council to establish a course of
action for staff.
A MOTION WAS MADE by Vice Mayor Schreder, seconded by Council Member
Winter to accept the report regarding emergency shelter sites and directed staff to
present the ordinance to the Planning Commission and then return to the Council for
review.

9.9(b). Resolution regarding a Memorandum of Understanding with Shasta County Health and
Human Services to establish the Crisis Intervention Response Team (CIRT).
Redding Chief of Police William Schueller highlighted the Report to City Council
(staff report), incorporated herein by reference.
Redding citizen Rachel Hatch relayed her support for the Resolution.
A MOTION WAS MADE by Council Member Mezzano, seconded by Council
Member Winter to adopt Resolution 2021-044, a resolution of the City Council of the
City of Redding, approving and adopting the 84th Amendment to City Budget
Resolution No. 2019-050 approving the addition of one full time Crisis Intervention
Response Team (CIRT) police officer position; and authorize the City Manager to
execute a Memorandum of Understanding with Shasta County Health and Human
Services establishing the CIRT program and appropriate the funds for the new position.

A MOTION WAS MADE by Council Member Mezzano, seconded by Council
Member Winter to adopt Resolution 2021-045, a resolution of the City Council of the
City of Redding, approving the successor Memorandum of Understanding and salary
exhibits between the City of Redding and the United Public Employees of California,
Local 792 — Redding Fire Management Unit, for a two -and -one-half year term ending
September 30, 2023.

SUGGESTIONS FROM COUNCIL MEMBERS RELATIVE TO POTENTIAL TOPICS
FOR FUTURE CITY COUNCIL MEETINGS
At Council Member Winter's suggestion, a consensus of the Council directed staff to return to
a future Council Meeting with a report regarding the feasibility of construction of a beer garden
or like facility at Caldwell Park.
ADJOURNMENT
There being no further business, Vice Mayor Schreder declared the meeting adjourned at the
hour of 9:51 p.m.
