HomeMy WebLinkAboutReso 2021-088 - Adopting the mitigated negative declaration including the mitigation monitoring program and approving an amendment to the General Plan Diagram of the City of Redding relating to the land use classification of the Northstate Grocery, Inc.RESOLUTION NO. 2021-088 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING ADOPTING THE MITIGATED NEGATIVE DECLARATION INCLUDING THE MITIGATION MONITORING PROGRAM AND APPROVING AN AMENDMENT TO THE GENERAL PLAN DIAGRAM OF THE CITY OF REDDING RELATING TO THE LAND USE CLASSIFICATION OF THE NORTHSTATE . GROCERY, INC. PROPERTY (APN 110-020-061) CONSISTING OF APPROXIMATELY 4.12 ACRES LOCATED AT 3050 LEONARD STREET IN THE CITY OF REDDING (GPA -2020-01667) WHEREAS, the City Council adopted the General Plan on October 3, 2000; and WHEREAS, the amendment to the General Plan Diagram is desired to allow for the development of a 38,400 -square -foot mini -storage facility as identified in Use Permit Application UP -2020-01669; and WHEREAS, the Planning Commission held a duly noticed public hearing pertaining to said amendment on June 8° 2021, for General Plan Amendment Application GPA -2020-01667 as described on the attached amendment to the General Plan Diagram and made a recommendation to the City Council; and WHEREAS, the Planning Commission has reviewed pertinent documents prepared in accordance with the requirements of the California Environmental Quality Act and recommended that the Mitigated Negative Declaration and Mitigation Monitoring Program be adopted for GPA -2020-01667 after consideration of all testimonial and written evidence submitted prior to and during the aforementioned public hearing; and WHEREAS, the City Council held a duly noticed public hearing on GPA -2020-01667 on July 20, 2021; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Redding as follows: 1. The above recitations are true and correct. 2. The City Council has reviewed the proposed Mitigated Negative Declaration and Mitigation Monitoring Program, all reports submitted by staff, and all testamentary and documentary evidence presented at the public hearing, and has determined that the actions contemplated will not have an adverse impact on the environment. 3. The City Council hereby adopts the Mitigated Negative Declaration and Mitigation Monitoring Program for GPA -2020-01667 as referred to the City Council by the Planning Commission. 4.
