HomeMy WebLinkAboutMinutes - City Council - 03-02-21 - Regular340 Redding City Council, Regular Meeting Civic Center Council Chambers 777 Cypress Avenue Redding, CA 96001 March 2, 2021, 6:00 PM Due to the increase in the spread of Covid-19 and the latest directives from the Governor and the California Department of Public Health, the Mayor modified access to the City Council meeting to enable members of the public to make public comments with the following requirements: (a) entry to the Council Chambers was limited to members of the public wishing to address the Council on any agenda item; (b) people who wished to speak to the City Council checked -in with City staff at the Community Room door beginning at 5:45 p.m.; (c) speakers waited outside the building until time for the Council to hear the item. City staff assembled the speakers and admitted up to four people into the Council Chambers at any one time. If more than four people wished to address an item, they were admitted following the comments from the first four speakers; (d) all members of the public were asked to wear a face mask, however, they could remove the mask while speaking; (e) speakers were given up to three (3) minutes to address the Council and after speaking, the individual left the building following the directional arrows and exited through the main chamber doors. The meeting was called to order by Mayor Erin Resner with the following Council Members present: Michael Dacquisto, Mark Mezzano, Kristen Schreder, and Julie Winter. Also present were: City Manager Barry Tippin, Assistant City Manager Sheri DeMaagd, City Attorney Barry DeWalt, City Clerk Pamela Mize, Assistant City Clerk Anette Cates, and Executive Assistant Luisa Klapperich. The Pledge of Allegiance to the Flag was led by Mayor Resner. The Invocation was provided by Debbie Ivey, Redding Police and Fire Departments Chaplain. PUBLIC COMMENT Nick Gardner expressed concern regarding the homeless population and use of campfires in undesignated areas. CONSENT CALENDAR The following matters were considered inclusively under the Consent Calendar and each Report to City Council (staff report) is incorporated herein by reference: 4(a). Approve Minutes: Special Meeting— Closed Session of February 16, 2021; and Regular Meeting of February 16, 2021. 4(b). Accept Accounts Payable Register No. 15; and Payroll Register No. 16. (1) Accounts Payable Register No. 15 for the period of January 30, 2021, through February 12, 2021 for a total of $5,567,009.59, for check numbers 160638 through 160945, inclusive, ACH transfer numbers 16787 through 16830, inclusive, Wire Transfer numbers 10378 through 10399, inclusive; and (2) Payroll Register No. 16 for the period of January 10, 2021 through February 6, 2021 for a total of $3,185,422.74, for electronic deposit transaction numbers 527886 through 528767, inclusive, and check numbers 606813 through 606826. SUMMARY TOTAL: $8,752,432.33. 4(c). Accept the Treasurer's Report for the month of January 2021. 4(d). Accept the Proof of Cash reconciliation and ACR133 report for the month of January 2021. 4(e). Adopt Ordinance No. 2634, an uncodified ordinance of the City of Redding approving the Amended and Restated Park Development and Park Facilities Impact Fee Credit Agreement between the City of Redding and S & J Development and Sierra Pacific Land & Timber Company for the Construction of Shastina Ranch Neighborhood Park. 03/02/2021 341 4.1(a). Accept report and make a determination by a four-fifths (4/5ths) affirmative vote that conditions of local emergency continue to exist within the City of Redding, under Public Contract Code section 22050(c)(1) related to the Coronavirus (COVID-19). 4.1(b). Authorize the Mayor to send a letter to legislators affirming an "Oppose Unless Amended" position for Senate Bill 9, which proposes to limit local government control by requiring overreaching ministerial approval of housing developments containing two residential units in single-family residential lots and urban lot splits; and authorize additional letters of opposition for future legislation that may continue to place limits on, or support of legislation that encourages, the authority of local government to maintain control of realistic zoning and permitting within the community. 4.1(c). Authorize staff to submit Redding Municipal Code Chapter 18.45 (Tree Management) to the Planning Commission for review and update if needed. 4.2(a). Adopt Resolution No. 2021-029, a resolution of the City Council of the City of Redding, rescinding and replacing Resolution No. 2020-001 for the Infill Infrastructure Grant Program to assist with the development of the Center of Hope, Phase I affordable housing project. 4.5(a). Authorize Redding Electric Utility (REU) staff to submit the 2021 Energy Efficiency Potential Forecast to the California Energy Commission and approve the adjustment of REU's energy efficiency goals to align with the forecasting study. 4.6(a). Authorize the following actions relative to the award of a grant from California State Parks Division of Boating and Waterways to fund City of Redding Recreation Department's Youth Boating and Water Safety Programs: (1) accept grant in the amount of $38,600; (2) authorize the City Manager, or designee, to execute the Grant Agreement and all subsequent documentation relative to the grant; and (3) adopt Resolution No. 2021-030, a resolution of the City Council of the City of Redding, approving and adopting the 80th Amendment to City Budget Resolution No. 2019-050 appropriating the funds. 4.6(b). Authorize the following relative to the National Fitness Campaign (NFC) grant: (1) adopt Resolution No. 2021-031, a resolution of the City Council of the City of Redding, approving the City as an applicant for the California Parks & Recreation Society NFC Program matching grant in the amount of $25,000 for exercise equipment in Caldwell Park; (2) authorize the City Manager, or designee, to execute all documents necessary to apply for the grant, appropriate funds should the grant be awarded, and execute any agreements necessary to implement the project; and (3) authorize the sole source purchase of the NFC exercise equipment in the amount of $112,467.50, should the grant be awarded. 4.6(c). Adopt Resolution No. 2021-032, a resolution of the City Council of the City of Redding, approving and adopting the 81 st Amendment to the City Budget Resolution No. 2019-050 appropriating $130,000 from the Park Development Fund for the following Community Services Department items: (1) appropriate $40,000 for contract management and materials for the Canyon Hollow Trail Project; (2) appropriate $40,000 to construct two beach volleyball courts and approve repurposing of nine of the 16 horseshoe pits in Lake Redding Park; and (3) appropriate $50,000 to the Park Development Parks and Studies account for expenditures related to the development of Parks, Trails, and Open Spaces. 4.9(a). Authorize the sole -source purchase of one BMW motorcycle for the Traffic Unit of the Redding Police Department from Long Beach BMW Motorcycles at a per motorcycle cost of $31,765.11; and authorize the ongoing replacement of end of life motorcycles with the BMW motorcycle from Long Beach BMW Motorcycles. 4.11(a).Authorize applications for the Federal Aviation Administration Coronavirus Response and Relief Supplemental Appropriation Act Grant Program for the Redding Municipal Airport and Benton Airpark; and authorize the City Manager, or designee, to execute all documents necessary to apply for the grants, appropriate funds should the grants be awarded, and execute any agreements necessary. 03/02/2021 342 4.11(b).Adopt Resolution No. 2021-033, a resolution of the City Council of the City of Redding, summarily vacating the southerly five feet of an existing 15 foot -wide Storm Drain Easement within Lot 25 of Crown Meadow Estates, Unit 2 (S-02-05); and find this action consistent with the General Plan and categorically exempt from environmental review under the California Environmental Quality Act per Section 15061 (Common Sense Exception). 4.11(d).Authorize the City Manager to execute two License Agreement Amendments with T -Mobile (C-3937) to allow modifications to the existing communication antennas at City of Redding Water Utility reservoirs located at 3100 Foothill Boulevard and 941 Springer Drive, and find that the projects are categorically exempt from review under the California Environmental Quality Act Guidelines Section 15303 (New Construction). 4.11(e).Approve the transfer of the Turtle Bay East Riparian Mitigation Site Conservation Easement and Endowment from the Western Shasta Resource Conservation District to the Turtle Bay Exploration Park and find that the transfer of the Turtle Bay East Riparian Mitigation Site Conservation Easement and Endowment is categorically exempt from review under the California Environmental Quality Act Guidelines Section 15061 (Common Sense Exemption). 4.11(f).Authorize the following actions related to the Bechelli Lane Active Transportation Project: (1) approve the acquisition of three Temporary Construction Easements totaling $8,400; (2) authorize staff to negotiate any future acquisition with valuations under $10,000 for Temporary Construction Easements related to the project; and (3) authorize the City Manager to execute all legal documents necessary to complete the Temporary Construction Easement acquisitions. 4.11(g).Authorize the following actions regarding State of California Department of Transportation funding: (1) accept grant funds awarded to the City of Redding for two transportation projects; and (2) adopt Resolution No. 2021-034, a resolution of the City Council of the City of Redding, approving and adopting the 82nd Amendment to City of Redding Budget Resolution No. 2019-050 appropriating funds in the amount of $2,138,000 for the West Street Area School Safety Improvement Project and $402,500 for the Sharon Avenue Bridge over Anderson -Cottonwood Irrigation District (ACID) Canal project. A MOTION WAS MADE by Council Member Schreder, seconded by Council Member Mezzano, that the foregoing items on the Consent Calendar be accepted, acknowledged, adopted, and approved. City of Redding's continued response to the COVID-19 pandemic. Electric Utility Director Dan Beans summarized the Report to City Council (staff report), and presented a PowerPoint presentation, both incorporated herein by reference. A MOTION WAS MADE by Council Member Schreder, seconded by Council Member Winter to authorize the following actions relative to City of Redding's continued response to the COVID-19 pandemic: (1) adopt Resolution No. 2021-035, a resolution of the City Council of the City of Redding, approving and adopting the 79th Amendment to the City Budget Resolution No. 2019-050 authorizing the additional appropriation of future Public Benefits funds to the current Community Assistance for Redding Electric Service (CARES) program in the amount of three million dollars ($3,000,000); (2) approve the temporary modification to the CARES program income qualifying guidelines to match the Federal Coronavirus Aid, Relief, and Economic Security Act income qualifying guidelines; and (3) authorize the modification to the terms of the current commercial customer amortization program to fully support the proposed Community Comprehensive Assistance Program. Assistant City Manager Sheri DeMaagd summarized the Report to City Council (staff report), incorporated herein by reference. A MOTION WAS MADE by Council Member Winter, seconded by Council Member Mezzano to adopt Resolution No. 2021-036, a resolution of the City Council of the City of Redding, approving the successor Memorandum of Understanding and Schedule of Wage Rates with the RPOA for a two -and -a -half year term ending September 30, 2023.
