HomeMy WebLinkAboutReso 2021-046 - Apply for and receive an allocation of funds through the Older Adults Home Modification GrantRESOLUTION NO. 2021-046 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS NECESSARY TO APPLY, ACCEPT, APPROPRIATE AND IMPLEMENT THE OLDER ADULTS HOME MODIFICATION GRANT PROGRAM WHEREAS, the City of Redding, a municipal corporation and general law city, wishes to apply for and receive an allocation of funds through the Older Adults Home Modification Grant (OAHM) Program; and WHEREAS, the U.S. Department of Housing and Urban Development (hereinafter referred to as HUD) has issued a Notice of Funding Availability ("NOFA") on March 2, 2021, for the OAHM Program provided by The Office of Healthy Homes and Lead Hazard Control, FAIN number FR -6400-N-69; and WHEREAS, the City of Redding wishes to submit an application, to obtain from HUD an allocation of OAHM Program funds in an amount not to exceed $1,250,000; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDDING DOES HEREBY RESOLVE THAT: 1. The City of Redding shall submit to HUD an application to participate in the OAHM Program in response to the NOFA issued on March 2, 2021, for funding not to exceed $1,250,000, which will request a funding allocation for safety and functional home modifications to assist income -eligible, elderly homeowners. Projects will be located in the State of California, County of Shasta, City of Redding. 2. If the application for funding is approved, the City of Redding hereby agrees to use the OAHM Program funds for eligible activities in the manner presented in the application as approved by HUD and in accordance with program regulations. The application in full is incorporated as part of the Standard Agreement. Any and all activities funded, information provided, and timelines represented in the application enforceable through the Standard Agreement. The City of Redding acknowledges and agrees that it may be required to execute any and all other instruments necessary or required by HUD for participation in the OAHM Program. 3. The City Council of the City of Redding authorizes the City Manager, or designee, to execute in the name of the City of Redding, the application, the Standard Agreement, and all other documents required by HUD for participation in the OAHM Program, and any amendments thereto.
