AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDDING AMENDING
TITLE 16, BUILDINGS AND CONSTRUCTION, OF THE REDDING MUNICIPAL CODE
BY REPEALING CHAPTER 16.09 IN ITS ENTIRETY AND ADDING A NEW CHAPTER
16.09 ENTITLED BUILDING SECURITY.
The City Council of the City of Redding does hereby ordain as follows:
Section 1. Chapter 16.09 of the Redding Municipal Code, entitled Building
Security, is hereby repealed, and a new Chapter 16.09 added, as follows:

16.09.010 Purpose.
The purpose of this chapter is to provide minimum standards of
construction for resistance to unlawful entry.
16.09.020 Scope.
The provisions of this chapter shall be applicable to all new buildings
for which building permit applications are filed subsequent to the effective
date of this Ordinance; and, further, these provisions shall apply to all
buildings for which additions, alterations, and repairs exceed seventy-five
percent (75%) of the value as listed in the County Assessor's tax roles of the
existing building or structure.
16.09.030 Enforcement.
The Enforcement Officer shall be the Building Official.
16.09.040 Alternate Materials.
The provisions of this chapter are not intended to prevent the use of any
material not specifically prescribed herein, provided that any such alternate
material has been approved by the Building Official.
16.09.050 Responsibility for Security.
The owner or his designated agent shall be responsible for compliance with
the specifications set forth in this chapter.
16.09.060 Exceptions.
No provision of this chapter shall supersede or overrule any local, state,
or federal laws, regulations, or codes dealing with life-safety factors.
16.09.070 Definitions.
Whenever in this chapter the words or phrases defined in this section are
used, they shall have the respective meanings assigned to them in the following
definitions:
A. "Cylinder guard" means a hardened free-turning steel ring surrounding the
exposed portion of the lock cylinder and so fastened as to protect the
cylinder from wrenching, prying, cutting, or pulling by attack tools.
B. "Deadlocking latch" means a self-operating metal bolt for holding a door
closed, with the added feature of a metal plunger which does not permit
movement of the bolt when the door is closed.
C. "Double-cylinder deadbolt" means a bolt similar to the single-cylinder
deadbolt, but actuated by a pin tumbler cylinder key from either side of
the door.
D. "Duplex" means a building designed for or used for residential purposes
exclusively by two families or housekeeping units.
E. "Hotel or motel" means any building or structure containing six or more
guest rooms intended or designed to be used, rented, or hired out, and to
be occupied or .which are occupied for sleeping purposes by guests.
F. "Latch set" means a device that includes a latch bolt, which is a beveled,
spring, actuated bolt, which may or may not have a deadlocking device.
G. "Multiple-family dwelling" means a building or portion thereof designed or
used exclusively for residential purposes by three or more families or
housekeeping units, including a condominium unit as defined in Section 1350
of the Civil Code.
H. "Panic hardware" means a latching device on a door assembly for use when
emergency egress is required due to fire or other threats to life-safety,
designed so that it will facilitate the safe egress of people in case of an
emergency when pressure not to exceed fifteen (15) pounds is applied to the
releasing device in the direction of the exit travel traffic. Such
releasing devices are bars or panels extending not less than two-thirds
(2/3) of the width of the door and placed at heights suitable for the

service required, not less than thirty inches (30") and not more than forty
inches (40") above the floor.
I. "Single-cylinder deadbolt" means a bolt which has no automatic spring
action, is operated by a pin tumbler cylinder key from the outside and a
thumb turn on the inside, and is positively held fast when in the projected
position. The bolt must project a minimum of one inch (1") from the door
edge, and be constructed of hardened steel or contain a hardened steel
insert. Deadbolts must be equipped with a cylinder guard on the exterior
side when the cylinder is exposed.
J. "Single-family dwelling" means a unit designed for or used exclusively for
residential purposes by one family or housekeeping entity, but does not
include a condominium unit as defined in Section 1350 of the Civil Code.
K. "Transom" means a small window or shutter-like panel directly over a door
or window, usually hinged to the cross piece directly above the door or
window.
16.09.080 Minimum Standards for Nonresidential Buildings.
A. Doors. All exterior doors shall be secured as follows:
1. Locking devices for all exterior doors shall conform to the
requirements of the Uniform Building Code and Titles 19 and 24 of the
California Code of Regulations. When allowed by said Codes, single-
cylinder deadbolt locks shall be installed in conjunction with the
latchset on exterior doors. Both the deadbolt and the latch must
retract with a single-hand motion.
B. Swinging exterior glass doors, wood or metal doors with glass panels, and
solid wood or metal doors shall be constructed or protected as follows:
1. Wood doors shall be of solid core construction with a minimum
thickness of one and three-fourths inches (1 3/4") . Wood panel doors
with panels less than one inch (1") thick shall be covered on the
inside with a minimum of sixteen (16) U.S. gauge sheet steel, or its
equivalent, which is to be attached with screws on minimum six-inch
(6") centers. Hollow steel doors shall be of a minimum of sixteen
(16) U.S. Gauge sheet steel and have sufficient reinforcement to
maintain the designed thickness of the door when any locking device is
installed; such reinforcement being able to restrict collapsing of the
door around any locking device.
2. Except when double-cylinder deadbolts are utilized, any glazing
utilized within forty inches (40") of any door-locking mechanism shall
be constructed or protected as follows:
(a) Fully tempered glass or rated burglary resistant glazing; or
(b) Iron or steel grills of at least one-eighth inch (1/8") material
with a minimum two-inch (2") mesh secured on the inside of the
glazing may be utilized; or

(c) The glazing shall be covered with iron bars of at least one-half
inch (1/2") round or one inch by one-fourth inch (1" x 1/411)
flat steel material, spaced not more than five inches (5")
apart, and secured on the inside of the glazing.
(d) Items B.2. (b) and (c) above shall not interfere with the
operation of opening windows if such windows are required to be
openable by the Uniform Building Code.
C. All swinging exterior wood and steel doors shall be equipped as follows:
1. A single or double door shall be equipped with a double- or single-
cylinder deadbolt. The bolt shall have a minimum projection of one
inch (1") and be constructed so as to repel a cutting-tool attack.
The deadbolt shall have an embedment of at least three-fourths incl
(3/4") into the strike receiving the projected bolt. The cylinder
shall have a cylinder guard and a minimum of five (5) pin tumblers.
The provisions of the preceding paragraph do not apply where (a) panic
hardware is required, or (b) an equivalent device is approved by the
enforcing authority.
2. Double doors shall be equipped as follows:
(a) The inactive leaf of double doors shall be equipped witY
automatic metal flush bolts having a minimum embedment of five-
eighths inch (5/8") into the head and threshold of the door
frame.
(b) Double doors, other than glass storefront doors, shall have ar
astragal constructed of steel a minimum of .125-inch thick whicY
will cover the opening between the doors. The astragal shall be
a minimum of two inches (2") wide, and extend a minimum of one
inch (1") beyond the edge of the door to which it is attached.
The astragal shall be attached to the outside of the active door
by means of welding or with nonremovable bolts spaced apart or
not more than ten-inch (10") centers. The doors, closers,
thresholds, astragals, and hardware must be listed fire
assemblies when required by the Building or Fire Codes.
3. Aluminum frame swinging doors shall be equipped as follows:
(a) The jamb on all aluminum frame swinging doors shall be sc
constructed or protected as to withstand sixteen hundrec
(1600) pounds of pressure in both a vertical distance of three
inches (3") and a horizontal distance of one inch (1") each side
of the strike, so as to prevent violation of the strike.
(b) A single door or double doors shall be equipped with a single-
or double-cylinder deadbolt with a bolt projection exceeding one
inch (1") , or a hook shaped or expanding dog bolt that engages
the strike sufficiently to prevent spreading. The deadbolt lock
shall have a minimum of five (5) pin tumblers and a cylinder
guard.

4. Horizontal sliding doors shall be equipped with a metal guide track at
the top and bottom and a cylinder lock and/or padlock with a hardened
steel shackle which locks at both heel and toe, and a minimum five (5)
pin tumbler operation with nonremovable key when in an unlocked
position. The bottom track shall be so designed that the door cannot
be lifted from the track when the door is in a locked position.
5. In office buildings (multiple occupancy) , all entrance doors to
individual office suites shall meet the construction and locking
requirements for exterior doors.
6. Rolling overhead doors, solid overhead swinging doors, and sliding or
sectional overhead garage-type doors shall be secured with a cylinder
lock and/or padlock and slide bolt assembly when not otherwise
controlled or locked by electric power operation. If a padlock and
slide bolt assembly is utilized, the assembly shall have a bar or bolt
which extends into the receiving guide a minimum of one inch (1") .
7. Metal accordion grate or grill-type doors shall be equipped with a
metal guide track at the top and bottom, and a cylinder lock and/or
padlock and/or slide bolt assembly. The bottom track shall be so
designed that the door cannot be lifted from the track when the door
is in a locked position. If a padlock and slide bolt assembly is
util.ized, the assembly shall have a bar or bolt which extends into the
receiving guide a minimum of one inch (1") .
3. Outside hinges on all exterior doors shall be equipped with
nonremovable pins.
9. Wood jambs on exterior and/or entrance doors shall be rabbeted.
10. Doors swinging out shall be constructed or protected by exterior metal
latch guards to prevent access to the latch.
11. All exterior doors, during the hours of darkness, shall be illuminated
with a minimum of one (1) footcandle of light. All exterior bulbs
shall be protected by weather and vandalism resistant cover(s) .
D. Window Protection. All accessible windows shall be equipped or constructed
as follows:
1. Openable windows shall be equipped with a primary locking device.
2. Windows of the openable type shall be securable on the inside with an
auxiliary-locking device such as a slide bar, bolt, crossbar, drop
bar, or any other locking device equal in strength, to resist illegal
antry.
3. Louvered windows shall not be used.
4. Outside hinges on windows of the openable type shall be equipped with
nonremovable pins. If the hinge attachment screws are accessible from
the exterior, the screws shall be of the nonreusable type.
5. Windows shall be deemed accessible if less than twelve feet (12' )
above ground. Accessible windows having a pane exceeding ninety-six
(96) square inches with the smallest dimension exceeding six inches

(6") and not visible from a public or private thoroughfare shall be
protected in the following manner:
(a) Fully tempered glass or burglary resistant glazing (Fire
Department approval may be required here) ; or
(b) The following window barriers may be used, but shall be secured
with nonremovable bolts:
(1) Inside or outside iron bars of at least one-half inch
(1/2") round or one inch by one-fourth inch (1" x 1/4")
flat steel material, spaced not more than five inches
(5") apart and securely fastened.
(2) Inside or outside iron or steel grills of at least one-
eighth inch (1/8")material with not more than a two.
inch (2") mesh and securely fastened.
(3) If a side or rear window is of the type that can be
opened, it shall, where applicable, be secured on the
inside with either a slide bar, bolt, crossbar, drop
bar, auxiliary locking device, and/or padlock with
hardened steel shackle, a minimum four pin tumbler
operation.
(4) If protective bars or grillsare used, they shall not
interfere with the operation of opening windows if such
windows are required to be operable by the adopted
Codes.
E. Transoms.
1. Exterior transoms shall not be used.
2. Interior transoms shall be no wider than the associated door and shall
not exceed eight inches (8") in height.
F. Roof Openings.
1. All skylights and translucent roof panels installed on the roof of any
building that are not of double-wall construction shall be protected
by one of the following:
(a) Iron bars of at least one-half inch (1/2") round or one inch by
one-fourth inch (1" x 1/4") flat steel material spaced no more
than five inches (5") apart under the skylight and securely
fastened; or
(b) A steel grill of at least one-eighth inch (1/8") material with
a maximum of two-inch (2") mesh under the skylight and securely
fastened.
2. Screws, bolts, or other fasteners used to install skylights or
-ranslucent roof panels to the roof of any building shall be
nonremovable from the exterior.
3. All hatchway openings on the roof of any building shall be secured as
follows:

(a) The hatchway shall be secured from the inside with a slide bar,
slide bolts, crossbar, or padlock.
(b) If the hatchway is of wooden material, it shall be covered on
the inside with at least sixteen (16) gauge sheet steel or its
equivalent attached with screws. The required sheet steel may
be applied to the outside of the hatchway cover. The sheet
steel shall be affixed to the hatchway such that the attachment
screws are not accessible from the exterior.
(c) Outside hinges on all hatchway openings shall be equipped with
nonremovable pins when using pin-type hinges.
4. Except for grease hood ducts, all air-duct or air-vent openings
exceeding ninety-six (96) square inches on the roof or exterior walls
of any building shall be secured by one of the following barriers:
(a) Iron bars of at least one-half inch (1/2") round or one inch by
one-fourth inch (1" x 1/4") flat steel material spaced no more
than five inches (5") apart and securely fastened; or
(b) A steel grill of at least one-eighth inch (1/8") material with
a maximum of two-inch (2") mesh and securely fastened.
If the barrier is accessible to the exterior, it shall be secured with
galvanized rounded head carriage bolts.
G. Ladder protection.
1. Permanently affixed exterior ladders leading to roofs shall be fully
enclosed with sheet metal to a height of ten feet (10' ) measured from
the ground. This covering shall be locked against the ladder with a
case-hardened hasp, secured with nonremovable screws or bolts. Hinges
on the cover will be provided with nonremovable pins when using pin-
type hinges. If a padlock is used, it shall have a hardened-steel
shackle, locking at both heel and toe.
2. Ladders which extend more than twenty feet (20' ) must be provided with
intermediate landing platforms. These platforms shall measure a
minimum of twenty inches by thirty inches (20" x 30") and shall comply
with the requirements of Title 8, California Code of Regulations.
H. Addressing.
1. The address number of every building shall be illuminated during the
hours of darkness so that it shall be easily visible from the street.
The numerals in these numbers shall be no less than four inches (4")
in height and be of a color contrasting to the background. In
addition, any business which affords vehicular access to the rear
through any driveway, alleyway, or parking lot shall also display the
same illuminated numbers on the rear of the building.
I. Parking lighting.
1. Open parking lots and access thereto, providing parking spaces for use
by the general public, shall be provided with a maintained minimum of

one (1) footcandle of light on the parking surface from dusk until the
termination of business every operating day.
16.09.090 Minimum Standards for Hotel, Motel, and Multiple-Family
Dwellings.
A. Doors.
1. Entrance doors to individual motel, hotel, and multiple-family
dwelling units shall be equipped or constructed as follows:
(a) All wood exterior doors shall be of solid core design and
constructed of wood, metal, fiberglass, or particle board of
twenty-five (25) pcf density and with a minimum rail and stile
thickness of one and three-fourths inches (1 3/4") .
(b) All entrance doors to individual units and doors leading from
the garage to the dwelling unit shall have single-cylinder
deadbolts in addition to door latches.
(c) All main entrance doors without clear glass located at a height
of fifty-four inches (54") to sixty inches (60") above the
finished floor shall be equipped with a wide-angle interviewer.
Such interviewers shall be located at a height of fifty-four
inches (54") to sixty inches (60") above the finished floor.
(d) Exterior doors and doors from the garage to the dwelling unit
swinging out shall have nonremovable hinge pins and shall be
equipped with a latch guard.
(e) Openings for delivery of mail will be allowed, and those
openings shall be no larger than twenty-four (24) square inches.
These openings located within three feet (3' ) of any locking
device shall be constructed to prohibit access to the interior
door knob.
(f) Wood jambs for entrance and/or exterior doors shall be rabbeted.
(g) Exterior doors and doors from the garage to the dwelling unit
that swing in shall have rabbeted jambs.
(h) All interior entrance doors, during the hours of darkness, shall
be illuminated with a minimum of one (1) footcandle of light.
2. Sliding doors shall be equipped or constructed as follows:
(a) Deadlocks constructed of material other than die cast shall be
provided on all single-sliding doors. Mounting screws for the
lock case shall be of hardened material or have hardened
inserts. The lock bolts shall engage the strike or sill
sufficiently to prevent its being disengaged by any possible
movement of the door within the space or clearances provided for
installation and operation.
(b) Accessible glass sliding door locks shall be supplemented with
an auxiliary door lock such as a slide bolt, drop bar, or any
other locking device equal in strength, to resist illegal entry.

The auxiliary-locking device shall not be required if the
primary-locking device can withstand a stress test of eight
hundred (800) pounds of force applied in any direction.
B. Window Protection.
1. All accessible windows of the openable type shall be equipped or
constructed as follows:
(a) Windows shall be so constructed that when the window is locked
it cannot be lifted from the frame.
(b) Windows shall be equipped with a primary-locking device.
(c) Windows shall be securable on the inside with an auxiliary-
locking device such as a slide bar, bolt, crossbar, drop bar, or
any other locking device equal in strength, to resist illegal
entry. The auxiliary-locking device shall not be required if
the primary-locking device can withstand a stress test of three
hundred (300) pounds of force applied in any direction.
(d) Louvered windows shall not be used.
C. Garage Doors.
1. Overhead garage doors shall not have bottom vents, except those doors
having double-louvered or shielded vents or approved alternate devices
to protect the locking mechanisms.
D. Open Parking Lots.
1. Open parking lots shall be provided with a maintained minimum of one
(1) footcandle of light on the parking surface from dusk until dawn.
16.09.100 Mininn Standards for Duplex and Siagle-Family Dwellings.
A. Doors
1. Exterior Main Doors.
(a) Exterior doors, doors leading from garage areas into a single-
family dwelling, and doors leading from the outside into the
garage shall be of a solid-core design and constructed of wood,
metal, fiberglass, or particle board of twenty-five (25) pcf
density, and with a minimum rail and stile thickness of one and
three-eighths inches (1 3/8") . Doors leading from garage areas
into a single-family dwelling may be twenty (20) minute fire-
rated doors in lieu of the requirements noted above.
(b) Exterior doors for single-family dwellings and garages shall
have single-cylinder deadbolts in addition to door latches.
(c) Doors leading from enclosed garage areas into single-family
dwellings shall have single-cylinder deadbolts in addition to
door latches.
(d) Openings for delivery of mail will be allowed, and those
openings shall be no larger than twenty-four (24) square inches.
Mail openings located within three feet (3' ) of any locking

device shall be constructed to prohibit access to the interior
door knob.
(e) Exterior doors and doors from the garages to the dwelling unit
swinging out shall have nonremovable hinge pins and shall be
equipped with a latch guard.
(f) Exterior doors and doors from the garage to the dwelling unit
that swing in shall have rabbeted jambs.
(g) On pairs of doors, the active leaf shall be secured with the
type of lock required for single doors in subparagraph (b)
above. The inactive leaf shall be equipped with flush bolts let
into the edge of the door at the head and foot.
(h) All main entrance doors without clear glass located at a height
of fifty-four inches (54") to sixty inches (60") above the
finished floor shall be equipped with a wide-angle interviewer.
Such interviewers shall be located at a height of fifty-four
inches (54") to sixty inches (60") above the finished floor.
2. Sliding doors shall be equipped or constructed as follows:
(a) Deadlocks constructed of material other than die case shall be
of hardened material or have hardened inserts. The lock bolts
shall engage the strike or sill sufficiently to prevent its
being disengaged by any possible movement of the door within the
space or clearances provided for installation and operation.
(b) Accessible glass sliding door locks shall be supplemented with
an auxiliary-door lock such as a slide bolt, drop bar, or any
other locking device equal in strength, to resist illegal entry.

illegal entry. The auxiliary-locking device shall not be

test of three hundred (300) pounds of force applied in any
direction.
(c) Louvered windows shall not be used.

C. Garage Doors.
1. Overhead garage doors shall not have bottom vents, except those doors
having double-louvered or shielded vents or approved alternate devices
to protect the locking mechanism.
Section 2. It has been determined that this matter is not subject to the
provisions of the California Environmental Quality Act.
Section 3. The City Clerk shall certify to the adoption of this Ordinance
and cause its publication according to law.
I HEREBY CERTIFY that the foregoing Ordinance was introduced and read at a
regular meeting of the City Council on the 20th day of July, 1993, and was duly
read and adopted on the 3rd day of August, 1993, at a regular meeting of the
City Council by the following vote:
