A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE BYPASS OF THE FORMAL BIDDING PROCESS; AWARDING A CONTRACT TO BOMAG (SINGLE VENDOR) FOR THE PURCHASE OF REPLACEMENT WHEEL TIPS FOR THE BOMAG COMPACTOR USED AT THE WEST CENTRAL LANDFILL; AND AUTHORIZING THE CITY MANAGER TO SIGN THE NECESSARY DOCUMENTATION. WHEREAS, the West Central Landfill uses several large pieces of equipment for the daily compaction and covering of solid waste; and WHEREAS, this equipment requires expensive, routine maintenance that quite often exceeds the City's $5,000 purchase order limit; and WHEREAS, it is necessary to replace the trash chopping tips on four steel wheels of the Bomag compactor in order to prevent the risk of damaging the bases on which the tips are mounted, which would cost $14,960 to replace both the tips and the bases; and WHEREAS, the replacement wheel tips can be purchased and installed by City personnel for $6,879.40; and WHEREAS, staff believes that Bomag is the only company that sells replacement wheel tips to fit the existing bases of the Bomag compactor; and WHEREAS, pursuant to Redding Municipal Code Section 4.20.080 A. 2, staff recommends that a contract be awarded to Bomag in the amount of $6,879.40 for the purchase of replacement wheel tips; and WHEREAS, the City Council has carefully studied the aforesaid matter, and has determined that said recommendation is in the best interests of the City; and WHEREAS, it has been determined that this matter is categorically exempt from the provisions of the California Environmental Quality Act; NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding as follows: 1. That the foregoing recitals are true and correct. W REPEALED BY RESOLUTION #92-4 2. That, pursuant to Redding Municipal Code Section 4.20.080 A. 2, the formal bidding process be bypassed and a contract awarded to Bomag in the amount of $6,879.40 for the purchase of replacement wheel tips for the Bomag compactor at the West Central Landfill. 3. That the City Manager is hereby authorized and directed to execute the necessary documentation on behalf of the City of Redding, and the City Clerk is hereby authorized to attest the signature of the City Manager and to affix the seal to the documentation when appropriate.
