A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
COMMENDING ETHEL A. NICHOLS FOR FORTY YEARS OF DEDICATED
SERVICE TO THE CITY OF REDDING
WHEREAS Ethel A. Nichols first began her service to the City of
Redding in March 1948 to August 1952; and
WHEREAS, Ethel A. Nichols has been active in community activities
in which she helped form the Ono-Igo Community Church in 1953 , and was
a Sunday School teacher and played the piano. She was an Igo-Ono 4-H
Club Leader for 16 years from 1950 to 1966 ; participated in the Big
Brother/Big Sister Program; served as President of Business & Profes-
sional Women from May 1961 to April 1962 and currently serves as Secre-
tary to the Advisory Council for the Foster Grandparent Program; and
WHEREAS, upon her return to work for the City in 1956, Ethel A.
Nichols implemented a new filing system in the City Clerk' s Office
which involved reviewing, numbering and indexing old records and Coun-
cil minutes; and
WHEREAS, from December 1949 to August 1952 and from 1956 to May
1981, Ethel A. Nichols served in the capacity of Deputy City Clerk for
the City of Redding; and
WHEREAS, in. May 1981, Ethel A. Nichols was appointed to the elect-
ed position of City Clerk to fill an unexpired term and was subsequent-
ly re-elected to the position for four-year terms in 1982, 1986, and
1990, respectively; and
WHEREAS, under Ethel A. Nichol' s foresight and vision as City
Clerk, the City Clerk' s Department grew and kept pace with technology
through the implementation of an automated central records program
comprising a new city-wide subject code filing system, legislative
history indexing, city-wide tickler, and central microfilming. Other
functions that were automated include business licenses, elections,
microfilm index, records retention schedules, and others; and
WHEREAS, Ethel A. Nichols served on the City' s Centennial Commit-
tee which was very successful in putting together a memorable Centenni-
al Celebration marking Redding' s 100th Year of Incorporation in the
year October 4, 1887, for which the motto was "Preserving the Past,
Preparing for the Future" ; and
WHEREAS, under Ethel A. Nichol' s leadership and guidance, the.
City in 1986 received the prestigious William Olsten Award from the
Association of Records Management and Administration for its records
management program, which has become a model for other cities; and
WHEREAS, Ethel A. Nichols is preserving the past while preparing
for the future through her development of an Archival Program for the
eventual housing of the City' s historical documents; and
WHEREAS, Ethel A. Nichols, City Clerk of the City of Redding, has
announced her retirement, effective December 31, 1991;
IT IS, THEREFORE, resolved, that the City Council of Redding
hereby expresses its deepest appreciation to retiring. City Clerk Ethel

A. Nichols for her 40 years of dedicated service, achievements, and
contributions to the City of Redding and to the citizens of this commu-
nity, and extends best wishes to Ethel and her husband Nick for a
well-earned, long, and productive retirement.
I HEREBY CERTIFY that the foregoing Resolution was introduced. and
read at a regular meeting of the City Council of the City of Redding
on the 17th day of December, 1991, and was duly adopted at said meet-
ing by the following vote:
