A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
SUPPORTING THE ELEMENTS CONTAINED IN SHASTA COUNTY'S
PROPOSED CONGESTION MANAGEMENT PLAN.
WHEREAS, the Shasta County Regional Transportation Planning
Agency is preparing a Congestion Management Plan (CMP) as
mandated by voter approval of Proposition 111 in June of 1990 ;
and
WHEREAS, most of these projects are State highway
improvements which require action by the California
Transportation Commission in the review of its state Capital
Improvement Program (CIP) ; and
WHEREAS, the critical project being sought in the next State
CIP is the improvement of the South Bonnyview Road/I-5
Interchange, which the Shasta County Regional Transportation
Planning Agency has adopted as its highest-priority project in
our urban area; and
WHEREAS, the CMP, as proposed, provides for the adoption of
Elements in phases; and
WHEREAS, the first phase includes the following Elements:
1. Identification of the CMP system. This system is proposed
to be the state highway routes in Shasta County, with other
routes possibly being added later;
2. Identification of the minimum allowed highway level of
service (LOS) rating which governmental agencies and
developers will use as a guide in determining when certain
studies will be required to ascertain appropriate mitigation
efforts;
3 . A transit standard, being the same type of highway LOS
methodology used in setting up review of the operation of
RABA and Anderson/Cottonwood Transit; and
4. A Capital Improvement Program based on past planning efforts
by all highway jurisdictions in the County that affect the j
CMP system; and

WHEREAS, it is necessary for each jurisdiction in Shasta
County to review and adopt a resolution supporting the Elements
of the CMP in order to facilitate the implementation of projects
on the CMP system;
NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council
of the City of Redding hereby supports the above-mentioned
Elements of the proposed Regional Congestion Management Plan.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 19th day of November , 1991, and was
duly adopted at said meeting by. the following vote:
