A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE AUTHORIZATION AND CONTRACT FOR PROFESSIONAL
SERVICES DATED SEPTEMBER 24, 1991, BETWEEN THE CITY OF
REDDING AND LAWRENCE & ASSOCIATES PERTAINING TO FOUR
GROUND-WATER MONITORING WELLS AT THE CLEAR CREEK DISPOSAL
SITE, PROJECT NO. C91.09.04, NOT TO EXCEED $16,584.00, AND
AUTHORIZING THE MAYOR TO SIGN ON BEHALF OF THE CITY.
IT IS HEREBY RESOLVED by the City Council of the City of Redding
as follows:
1 . That the City Council of the City of Redding hereby
approves the above-mentioned Authorization and Contract for
Professional Services between the City of Redding and Lawrence &
Associates, not to exceed $16, 584. 00 , a true copy of which is
attached hereto and incorporated herein by reference.
2 . That the Mayor of the City of Redding is hereby authorized
and directed to sign said Authorization and Contract on behalf of the
City of Redding; and the City Clerk is hereby authorized and directed
to attest the signature of the Mayor and to impress the official seal
of the City of Redding thereto.

Client hereby requests and authorizes Lawrence & Associates to
perform the following services: Drill, install and sample 4
ground-water monitoring wells, analyze samples for organics,
metals, petroleum products, and cyanide, and report findings as
detailed in the enclosed Attachment A. Costs for laboratory
analyses are included.
Compensation to be on the basis of: Time and expense in
accordance with the attached Fee Schedule, Attachment B.
Cost estimate is set forth in Attachment A. Estimated cost of
work is $16, 583 .71, including a 15% contingency.
Miscellaneous
This proposed scope of work does not represent an Environmental
Property Assessment (EPRA) often required for real estate
transactions, nor does it represent a complete soil and ground-
water investigation of the property.

1. AUTHORIZATION LQ MXZ#Sfgnfr4 this fors shalt be construed as Aization by Client for
Lawrence i Associates to proceed with the work unless otherwise provided herein.
2. DIRECT EXPENSES: Lawrence i Associates' direct expenses shall be those costs incurred on or
directly for the Client's Project, including but not limited to, necessary transportation costs, including
mileage, meals and lodging, laboratory tests and analyses, computer services tel
eginahe, printing and
binding charges. Reimbursement for these expenses shalt be on the basis of the attached Schedule of Fees.
Statements for services are due five days after being mailed to the client.
3. OUTSIDE SERVICES: When tedinical and professional services and subcontracted tabor and equipment
are furnished by an outside source, reimbursement for these expenses shalt be an the basis of the attached
Schedule of Fees. Lawrence i Associates may require the client to contract for, and pay for, these services
directly.
4. PROFESSIONAL STANDARDS: Lawrence i Associates shall be responsible to the level of competency
presently maintained by other practicing professional engineers in the same type of work in Client's
coam.nity, for the professional and technical soundness, accuracy and adequacy of all designs, drawings,
specifications and other work and materials furnished under this Authorization. Lawrence i Associates
and/or David A. Lawrence make no other warranty. express or implied.
S. TERMINATION: Either Client or Lawrence i Associates may terminate this Authorization by giving 30
days' written notice to the other party. In such event, Client shall forthwith pay Lawrence i Associates in
full for all work previously authorized and performed prior to the effective date of termination. if no
notice of termination is given, relationships and obligation crested by this Authorization shall be
terminated upon completion of all applicable requirements of this Authorization, except for the provisions
of paragraphs 4, 6, 7 and a, which shall continue in effect as provided by Law.
6. ARBITRATION: All claim, disputes and other matters in question arising out of, or relating to,
the work performed hereunder, this Authorization. or the breach thereof, shall be decided by arbitration in
accordance with the rules of the American Arbitration Association than obtaining. Either Client or Lawrence
9 Associates may initiate a request for such arbitration. No arbitration arising out of, or relating to,
this Authorization may include, by consolidation, joinder or in any other earner, any additional party not a
party to this Authorization unless agreed to in writing by both parties.
7. HOLD HARMLESS: Client agrees at all times to defend, indemnify, hold harmless and provide all
legal defense and related services to David A. Lawrence, Inc.. Lawrence L Associates and/or David A. Lawrence
(hereinafter collectively •Lawrance"), their officers, associates, agents and/or employees for any and all
claim, expenses, demands, causes of action, liability, toss or injury regardless of their nature or
character in any manner whatsoever arising out of (1) any third person's use or reliance an the work
performed under this Agreement; (2) any alleged or proven act or omission of Lawrence: Or (3) any Litigation
or arbitration, or the tike, regarding the work performed under this Agreement involving third persons not
parties to this Agreement.
a. LITIGATION: Liability for damages proximately caused by David A. Lawrance, Inc., Lawrence L
Associates and/or David A. Lawrerce, or their agents, officers or employees shalt be limited to
cancellation of the sumps due and owing or recovery of the sums already paid to Lawrence i Associates by
Client. In the event the Client makes a claim against David A. Lawrance Inc., Lawrence i Associates and/or
David A. Lawrence, at Lar or otherwise, for any alleged error, omission or other act arising out of
perfonrence of our professional services, and the Client fails to prove such claim, then the Client shall
pay all costs incurred by Lawrence i Associates and/or David A. Lawrence in defending itself against the
claim.
Attachment A
Ground-Water Monitoring Wells at the Clear Creek Disposal Site
Introduction
The Clear Creek Disposal Site was used as a burn dump and
transfer station for nearly 40 years, prior to 1983 . Shallow
ground water, less than 10 feet below ground surface, is reported
to underlie the site. In March, 1968, during the operation of
the burn dump, it was documented that "garbage and junk" was
being placed directly into ground water that filled shallow
depressions. It was also reported that the parcel was used as an
asphalt plant during the 19501s, and accidental spills of diesel,
liquid asphalt and other petroleum products are presumed to have
occurred. Shasta County reportedly used the site for storage and
disposal of waste materials, including herbicides, paint,
solvents, and demolition waste.
Dark surface discoloration and paint spillage was noted during a
recent surface inspection at the site.
The site is underlain by gold-dredger tailings, and was owned by
the Thurman Gold-Dredging Company prior to 1946.
As required by State Assembly Bill (AB) 3525 (Calderon) , the site
must be tested for the presence of hazardous materials. The site
is presently on the California Regional Water Quality Control
Board's Solid Waste Assessment Test (SWAT) list, with a ranking
of 10, which requires testing in 1995. SWAT investigations
normally require the monitoring of a minimum of 4 ground-water
monitoring wells.
Based on the above information, it is recommended that 4 ground-
water monitoring wells be installed, sampled and tested at this
property. Three wells will be installed around the perimeter of
the old disposal site, and could later be utilized for the SWAT
investigation. The fourth well will be installed at a selected
location near the old asphalt plant and/or storage areas.
Additional wells will be provided at the request of the client on
a time-and-materials compensation basis.

scope of services
General
Four ground-water monitoring wells will be installed in the
approximate locations shown in Figure 1, and will be sampled and
tested for the parameters shown in the Cost Estimate.
The proposed wells will be installed to depths of 20 feet,
or to 5 to 10 feet below the uppermost ground-water surface.
Drilling and Well Installation
The well boreholes will be advanced using a CME-55 drilling rig
with 7-5/8-inch OD hollow-stem augers. The borings will be
drilled to a maximum depth of 20 feet.
The wells, MW-1, MW-2, MW-3 and MW-4, will be constructed of
two-inch PVC casing and slotted screen. Typical well-
construction details are shown on Figure 2 .
Each well will be developed using a surge-block-type swab and
bailer, and Brainard-Kilman hand pump.
The relative elevation of the top of each well casing will be
surveyed to allow the relative ground-water elevation in each
well to be determined.
Sampling and Testing Parameters
The depth to ground water will be measured in each well prior to
sampling. This will allow the relative elevation of ground water
to be determined in each well, and allow the direction of
ground-water movement to be approximated.
Each monitoring well will be sampled and tested for the
parameters shown in the Cost Estimate. Prior to sampling, each
well will be purged of three-to-five well volumes using a bailer
or a 1.7-inch PVC Brainard-Kilman hand pump; or, if the well is a
slow-recovery well, at least one well volume.
Each well will be sampled using a Teflon bailer or PVC Brainard-
Kilman pump.

Reporting
Two copies of a basic-data letter report will be prepared and
submitted to the client. The report will contain drilling logs
of the well-test holes, construction logs of the wells,
laboratory-test results, and a location map showing the direction
of ground-water movement.
Drill Cuttings and Decontamination
During drilling of the well borings, drill cuttings will be
placed on plastic and remain on-site.
Augers will be decontaminated between test holes using a hot-
water pressure washer, and wash water will be collected in a
plastic-lined basin. The wash water will be stored and
evaporated on-site. The remaining dried-soil residue will be
brushed off the plastic and stored with the drill cuttings.
Client Responsibilities
If significant concentrations of contaminants are detected
in the wells, a composite sample of the drill cuttings and wash-
water residue should be tested for the detected contaminant. If
the cuttings and residue contain significant concentrations of
hazardous materials, it will be the responsibility of
the client to appropriately treat or dispose the cuttings and
residue.
