A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING AND AUTHORIZING THE CITY MANAGER TO SIGN THE
FOLLOWING IN CONNECTION WITH PERFORMING ADDITIONAL
TASKS FOR THE BENTON LANDFILL CLOSURE PLAN:

TOGETHER WITH CONTRACT MODIFICATION (CHANGE ORDER) 010,
BETWEEN THE CITY OF REDDING AND LAWRENCE & ASSOCIATES
(PROJECT NO. C91.08.04; CONTRACT NO. C-2457) , TO
PROVIDE GAS EXTRACTION SYSTEM DESIGN FOR THE FINAL
CLOSURE PLAN FOR THE BENTON LANDFILL, IN AN AMOUNT NOT
TO EXCEED $86,000.
IT IS HEREBY RESOLVED by the City Council of the City of
Redding as follows:
1 . That the City Council of the City of Redding hereby
approves the above-mentioned Authorization and Contract for
Professional Services, together with Contract Modification
(Change Order) 010, between the City of Redding and Lawrence &
Associates, in an additional amount not to exceed $86,000 . 00 ,
true copies of which are attached hereto and incorporated herein
by reference.
2. That the City Manager of the City of Redding is hereby
authorized and directed to sign said documentation on behalf of
the City Council of the City of Redding; and the City Clerk is

Client hereby requests and authorizes Lawrence & Associates to
perform the following services: 1) drill 12 test borings, 2)
install gas-extraction testing wells, 3) perform gas-drawdown
tests, 4) interpret the data, and 5) provide extraction-system
design for a gas-extraction system at the City of Redding Benton
Landfill, as described in Attachment A.
Compensation to be on the basis of: Time and expense in
accordance with the Cost Estimate, as outlined in Attachment A,
and the Fee Schedule, Attachment B. Cost of work estimated to be
$86, 000.
Miscellaneous: Client to provide drivable access to drill sites.
This authorization subject to PROVISIONS stated on the back of
this contract

PROVISIONS
1. AUTHORIZATION IQ PROCEED: Signing this form shall be construed as authorization by Client for
Lawrence Z Associates to proceed with the work unless otherwise provided herein.
2. DIRECTX�PENS_,,E : Lawrence i Associates' direct expenses shall be those costs incurred an or
directly for the Client's Project, including but not limited to, necessary transportation casts, including
mileage, meals and lodging, laboratory tests and analyses, computer services, telephone, printing and
binding charges. Reimbursement for these exposes shall be on the basis of the attached Schedule of Fees.
Statements for services are due five days after being mailed to the client.
3. OUTSIDE SERVICES: When technical and professional services and subcontracted labor and equipment
are furnished by an outside source, reimbursement for these expenses shall be on the basis of the attached
Schedule of Fees. Lawrence i Associates may require the client to contract for, and pay for, these services
directly.
i. PROFESSIONAL STANDARDS: Lawrence i Associates shall be responsible to the level of competency
presently maintained by other practicing professional engineers in the same type of work in Client's
community, for the professional and technical soundness, accuracy and adequacy of all designs, drawings,
specifications and other work and materials furnished under this Authorization. Lawrence i Associates
and/or David A. Lawrence make no other warranty, express or implied.
5. TERMINATION: Either Client or Lawrence i Associates may terminate this Authorization by giving 30
days' written notice to the other party. In such event, Client shall forthwith pay Lawrence 3 Associates in
full for all work previously authorized and performed prior to the effective date of termination. If no
notice of teraination is given, relationships and obligation created by this Authorization shall be
terminated upon completion of all applicable requirements of this Authorization, except for the provisions
of paragraphs 4, 6, 7 and 8, which shall continue in effect as provided by Law.
6. ARBITRATION: All claim, disputes and other matters in question arising out of, or relating to,
the work performed hereunder, this Authorization, or the breach thereof, shall be decided by arbitration in
accordance with the rules of the American Arbitration Association then obtaining. Either Client or Lawrence
b Associates may initiate a request for such arbitration. No arbitration arising out of, or relating to,
this Authorization may include, by consolidation, joinder or in arty other manner, any additional party not a
party to this Authorization unless agreed to in writing by both parties.
7. HOLD HARMLESS: Client agrees at all times to defend, indemnify, hold harmless and provide all
legal defense and related services to David A. Lawrence, Inc., Lawrence & Associates and/or David A. Lawrence
(hereinafter collectively •Lawrence■), their officers, associates, agents and/or employees for any and all
claims, expenses, demands, causes of action, liability, loss or injury regardless of their nature or
character in any mariner whatsoever arising out of (1) any third person's use or reliance on the work
performed under this Agreement; (2) any alleged or proven act or omission of Lawrence: Or (3) any Litigation
or arbitration, or the like, regarding the work performad under this Agreement involving third persons not
parties to this Agreement.
8. LITIGATION: Liability for damages proximately caused by David A. Lawrence, Inc., Lawrence 3
Associates and/or David A. Lawrence, or their agents, officers or employees shall be limited to
cancellation of the suss due and owing or recovery of the sums already paid to Lawrence i Associates by
Client. In the event the Client makes a claim against David A. Lawrence Inc., Lawrence L Associates and/or
David A. Lawrence, at Law or otherwise, for any alleged error, omission or other act arising out of
performance of our professional services, and the Client fails to prove such claim, then the Client shall
pay all costs incurred by Lawrence i Associates and/or David A. Lawrence in defending itself against the
claim.

Proposal For services
This proposal describes the work necessary to determine the
soil/gas characteristics and to provide a design for a gas-
extraction system along portions of the northeastern and
southwestern boundaries of the Benton landfill, Redding,
California.
The work will include the following items:
Item 1 - Define Extent of Waste
To determine the extent of landfill waste along the southwestern
boundary of the landfill, 12 shallow test borings are proposed.
The extent of the waste must be determined to assure the proper
distance between the waste and the gas-collection barrier.
Item 2 - Install Gas-Extraction and Testing Wells
To determine the soil permeability, gas-extraction wells GEX-1,
GEX-2 , and GEX-3, and gas-extraction test wells GEXT-1 through
and GEXT-6 will be installed along the proposed extraction-system
alignment in the locations shown on Plate 1. The holes will be
drilled to the water table and will then be completed with 2-inch
casing screened from a depth of 5 feet below ground surface to 5
feet below the water table. The wells will be tested to
determine the soil permeability as described in Item 4 below.
Item 3 - Performing vacuum Testing
To determine the soil permeability and to assess the effects of
pumping, a vacuum (gas-drawdown) test is proposed.
For one week before performing the gas-drawdown test, static
(without vacuum being applied to pumping well) pressure/vacuum
measurements will be performed on LFG-1 through LFG-5, and GM-1,
GEX-1, GEXT-2, and GEX-3 .

The gas-drawdown test would be performed by applying a vacuum to
the well using a Rotron DL 404 regenerative blower. Flow and
vacuum would be measured in the extraction well (GEX-1, GEX-2 and
GEX-3) while vacuum/pressure would be measured in the adjacent
observation wells (GEXT-1 through GEXT-6) .
The results from the gas-drawdown test and static-pressure
testing would be used to determine anticipated well vacuum, flow,
and spacing as described in Item 4 .
The cost estimate assumes 24 hours of pumping and 8 hours of
recovery-data collection.
Item 4 - Data Reduction and Reporting
Static measurements will be used to determine the pressure
gradient.
The flow and vacuum/pressure data from the gas-drawdown test will
be used to determine soil permeability.
The pressure gradient and permeability will be used to determine
the maximum anticipated flow from the landfill.
The minimum well spacing, vacuum, and flow, which will capture
all of the gas migrating from the landfill under the maximum
expected pressure-gradient conditions, will then be determined.
The data and recommendations for spacing, vacuum and flow will be
submitted to the client and to Russ Fetrow for design of the
blower and header.
Item 5 - Blower Building and Control Design
The blower-building design will be performed by Russ Fetrow
Engineering, Inc. of Salem, Oregon, under the supervision of
Lawrence & Associates (see Attachment C for Fetrow estimate) .

The blower building will be designed assuming the following:
(1) Expected vacuum provided by Lawrence & Associates.
(2) System flow provided by Lawrence & Associates.
(3) Well spacing provided by Lawrence & Associates.
(3) The blower building will be constructed of concrete block,
with a metal roof or as requested by the City. The building will
consist of a mechanical room, and a control room.
(4) The blower building will collect gas from both the perimeter-
collection system and the gas discharge from the leachate-
collection system. The gas from the leachate-collection system
will be burned using a gas-burner assembly.
