A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING THE CITY TO (1) IMPLEMENT AN ABANDONED
VEHICLE ABATEMENT PROGRAM; AND ( 2) ENTER INTO A SERVICE
AUTHORITY AGREEMENT BETWEEN THE CITY OF REDDING POLICE
DEPARTMENT, THE CITY OF ANDERSON POLICE DEPARTMENT, AND
THE SHASTA COUNTY SHERIFF'S DEPARTMENT IN ORDER TO
RECEIVE FUNDING FROM THE STATE OF CALIFORNIA,
DEPARTMENT OF MOTOR VEHICLES TO FUND SUCH PROGRAM.
WHEREAS, during 1990 the Redding Police Department responded
to 1 ,160 reports of vehicles abandoned within the City of
Redding; and
WHEREAS, the abandonment procedure takes hundreds of hours
each year, and provides no funds in return for this service; and
WHEREAS, effective January 1992, California Vehicle Code
Sections 9250 .7 and 22710 provide for increased vehicle
registration fees to establish abandoned vehicle abatement
programs at local levels; and
WHEREAS, to receive these funds, each county and the cities
within its boundaries must form an abandoned vehicle abatement
program, and enter into a service authority; and
WHEREAS, the Department of Motor Vehicles will then impose a
$1. 00 fee on all vehicles registered in the respective counties,
and said funds will be distributed to their respective service
authorities on a quarterly basis to be used solely for their i
abandoned vehicle abatement programs; and

WHEREAS, it is anticipated that such a program would
generate approximately $150 ,000 for Shasta County in 1992; and
WHEREAS, the Chiefs of Police of Anderson and Redding and
the Sheriff of Shasta County recommend that a Service Authority
be formed, with a representative from each Agency making up the
governing board of said Authority; and
WHEREAS, the State funds received by the Service Authority
will be distributed to each of the three participating Agencies
on an equitable basis, as established by the governing board of
said Authority; and
WHEREAS, participation by said Agencies in the Abandoned
Vehicle Abatement Program may be renewed on a yearly basis; and
WHEREAS, it is deemed to be in the best interests of the
City of Redding to enter into an Abandoned Vehicle Abatement
Program and to participate in the required Service Authority;
NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council
of the City of Redding hereby approves:
1 . Implementing an Abandoned Vehicle Abatement Program for
the City of Redding; and
2 . Entering into a Service Authority Agreement between the
City of Redding Police Department, the City of Anderson
Police Department, and the Shasta County Sheriff ' s
Department in order to receive funding from the State
of California, Department of Motor Vehicles.
BE IT FURTHER RESOLVED that the Chief of Police be Redding' s
representative on the governing board of. the Service Authority;

and that he is hereby authorized and directed to sign the
necessary documentation to carry out the above Program and
intent. The City Clerk is hereby authorized and directed to
attest the signature of the Chief of Police to the necessary
documentation and to impress the official seal of the City of
Redding thereto.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 3rd day of September , 1991, and was
duly adopted at said meeting by the following vote:
