A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING AND AUTHORIZING THE MAYOR TO SIGN THE AGREEMENT
BETWEEN THE CITY OF REDDING AND EARTH SCIENCE CONSULTANTS
ASSOCIATED TO CONDUCT A GEOTECHNICAL ENGINEERING
INVESTIGATION FOR THE NEW CIVIC CENTER, IN AN AMOUNT NOT TO
EXCEED $18,000.00.
IT IS HEREBY RESOLVED that the City Council of the City of Redding hereby
approves the Agreement between the City of Redding and Earth Science Consultants
Associated to conduct a geotechnical engineering investigation for the new Civic
Center in the amount of $15,800.00, plus a contingency of $2,200.00, for a total
not to exceed $18,000.00.
BE IT FURTHER RESOLVED that the Mayor of the City of Redding is hereby
authorized and directed to sign said Agreement, a true copy of which is attached
hereto and incorporated herein by reference, and ancillary documentation on behalf
of the City of Redding; and the City Clerk is hereby authorized and directed to
attest the signature of the Mayor and to impress the official seal of the City of
Redding thereto.

CNote3—Under provisions of this agreement, a late payment FINANCE CHARGE will be computed at the periodic rate of 0.833% per month,
which is an ANNUAL PERCENTAGE RATE of 10%, and will be applied to any unpaid balance commencing 30 days after the date of the original
invoice.

Re: Geotechnical Investigation Proposal
for the New City of Redding Civic Center
Revised Scope of Work
Dear Jerry:
In accordance with your request, we have prepared the following revised
proposal that supersedes our proposal letter dated July 20; 1991 to conduct the
geotechnical engineering investigation for the referenced project.
In accordance with your request we will extend the depth of one of the
borings at the City Hall Building site to 25 feet and extend the depth of one
of the borings at the Police/Public Safety Building site to 30 feet. The
drilling exploration program is outlined as follows:
Seven borings drilled to 20 feet.
One boring drilled to 30 feet.
One boring drilled to 25 feet.
One boring drilled to 10 feet.
Five borings drilled to 5 to 8 feet for R-Value samples.
Standard penetration test (SPT) samples will be obtained at about a five
foot interval in the borings except no SPT samples will be taken at those
borings made to obtain the R-Value samples for eventual pavement section
design. Piezometric water level measuring devices will be installed in two
test holes at each building site (i.e. a total of four piezometers) . The water
levels will be measured once per month for twelve months and a summary of the
measurements provided at the end of the period. We will conduct the field and
laboratory tests we deem necessary to aid our evaluation of the soil
conditions. The report will include a description of the site, soil
conditions, grading and foundation engineering recommendations, recommended
structural pavement sections, seismic design criteria with the location of
pertinent active faults, peak and repeatable high ground accelerations,
estimated periods and durations of strong shaking, however, a computer modeled
dynamic or seismic analysis of the sites is not included in our scope of work.
A summary of the field and laboratory tests will be provided. Our scope of
work includes one review of the grading and foundation plans, and the grading
specifications for conformance with our report. We will conduct the field
work, provide the (water well) permits, and coordinate the boring locations
with Underground Service Alert (USA) .

Our scope of work does not include any environmental assessment or
investigation for the presence or absence of petroleum products, hazardous or
toxic materials in the soil, surface water, ground water or air, on or below or
around the site. Our scope of work does not include recommendations for the
remediation of the site, soil, surface water, ground water or air of any
petroleum products, hazardous or toxic materials encountered during the
exploration or during construction. Disposal or storage of contaminated drill
cuttings remaining at the ground surface after sealing the borings shall be the
responsibility of the City of Redding.
We will conduct the scope of work outlined above for a lump sum fee of
$15,800.00. Based on the preliminary investigation we made in May 1988 for
this project and our experience from other projects in the area, we believe
that the drilling program as outlined above is sufficient. However, if the
soil conditions deviate significantly from those determined from the
preliminary investigation, deeper borings may be required. We will discuss
with you the reasons for extending the depth of any hole and we will obtain
your authorization prior to extending the depth of selected borings. Any work
done to extend any borings beyond the depths outlined in the drilling program
and the work to destroy the extended portion of the hole will be charged to the
City at a rate of $205.00 per hour. Our insurance certificates are on file
with the City Risk Manager.
We can provide inspection services during the site grading and foundation
excavations to verify that the correct foundation soil has been exposed. This
work is commonly performed on a time and material basis and we suggest a
preliminary budget of $2,000.00 to cover inspections and consultations. ESCA
does not provide construction testing services in Redding. We recommend that
the City confer with MTI Testing Laboratory Inc. of Redding to retain these
services and specific estimates of their cost. MTI has informed us that the
costs for testing and inspection for site grading for a project of this size
ranges between 0.33 percent and 0.40 percent of the total project construction
cost. ESCA and MTI have a long standing working relationship and the
professional inspections and consultations provided by ESCA have been
successfully coordinated with the construction testing provided by MTI on other
projects.
