A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING: (1) BYPASS OF THE FORMAL BIDDING PROCESS; (2) THE PURCHASE OF XEROX REPRODUCTION EQUIPMENT FOR THE REDDING POLICE DEPARTMENT; AND (3) EXECUTION OF THE NECESSARY DOCUMENTATION BY THE MAYOR. WHEREAS, the City Council of the City of Redding has determined that a true and very real need exists for the purchase of reproduction equipment for the Redding Police Department; and WHEREAS, recent market surveys by City staff found Xerox to offer competitive prices; and WHEREAS, the purchase of Xerox copiers for the Police Department will provide for standardization of equipment within City offices, and provide cost savings on toner, paper, and other supplies through volume purchases; and WHEREAS, Xerox also provides 24-hour maintenance service, which is critical for a police agency; and WHEREAS, the equipment proposed to be purchased, as more particularly described in the letter from Combs Office Products Inc. dated July 25, 1991, attached hereto and incorporated herein by reference, does not constitute a public works project; and WHEREAS, at the request of the City Manager, upon approval by City Council, Redding Municipal Code Section 4 . 20 . 080 (A) ( 4) authorizes dispensing with the bidding process, inasmuch as the equipment proposed to be purchased does not constitute a public works project; and WHEREAS, staff recommends that the City purchase the Xerox equipment itemized in the attached letter; and WHEREAS, City Council has carefully studied the aforesaid matter, and has determined that said recommendation is in the best interests of the City; and t; WHEREAS, it has been determined that this matter is cate- gorically exempt from the provisions of the California Environ- mental Quality Act; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redding as follows: 1. The foregoing recitals are true and correct. 2 . That, pursuant to Redding Municipal Code Section 4.20 . 080(A) ( 4) , the formal bidding process be bypassed, and the City purchase the Xerox equipment itemized on the attached letter dated July 25, 1991, in the amount of $19,363 . 98. 3 . The City Manager and City Clerk are hereby authorized and directed to execute and deliver any and all papers, instruments, and other documents, and to do or cause to be done any and all other acts and things necessary or proper for carrying out this Resolution and any paperwork relating thereto.
