A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING AND AUTHORIZING THE IMPLEMENTATION OF PHASE 2
OF THE LETTER AGREEMENT DATED JANUARY 7, 1991, BETWEEN
THE CITY OF REDDING AND ECONOMIC SCIENCES CORPORATION
TO PROVIDE CALIFORNIA ENERGY COMMISSION (CEC) 1992
ELECTRICITY REPORT (ER92) CONSULTING SERVICES TO ASSIST
WITH THE COMMON FORECASTING METHODOLOGY 9 (CFM9)
PROCEEDINGS; AND AUTHORIZING THE EXPENDITURE OF $32,000
FOR "CEC LIAISON AFTER FILING," T&M (427 PERSON HOURS
AT $75/HR AVERAGE) SET FORTH UNDER "TASKS" IN EXHIBIT C
TO SAID AGREEMENT (AS AMENDED) .
WHEREAS, on January 15 , 1991, by Resolution No. 92-43 , City
Council approved the above-mentioned Letter Agreement dated
January 7 , 1991 , between the City of Redding and Economic
Sciences Corporation (ESC) , on the condition that the only
expenditure authorized at that time was the sum of $54,000.00 for
Phase 1 of said Agreement (see Exhibit C, Task, Total Cost to
Report Filing) ; and
WHEREAS, Phase 2 of said Letter Agreement is shown on said
Agreement as "CEC Liaison after filing - T&M with maximum of
$25,000 ( 333 person hours @ $75/hr. average) " ; and
WHEREAS, those tasks have been significantly complicated as
a result of a vacancy in the position of the City' s Electric
Utility Planner; and
WHEREAS, on July 15, 1991, City Council approved a
Professional Services Agreement with Henwood Energy Services,
Inc. (HES) to provide interim technical assistance to the
Electric Department while the Electric Utility Planner position
is vacant; and
WHEREAS, it is likely that the introduction of HES as a
third-party consultant to handle the ER interface with ESC will
significantly increase ESC' s time requirements for conducting
Phase 2; and
a
WHEREAS, as represented in the attached letter, ESC now
estimates that the Phase 2 costs to the City will be
approximately $32,000 ( 427 hours @ $75/hr. average) ; and
WHEREAS, it is the recommendation of staff that the Letter
Agreement between the City and ESC dated January 7 , 1991, be
continued by the implementation of Phase 2 at a cost of $32 ,000;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of
the City of Redding as follows:
1. That the above recitals are true and correct.
2. That City Council hereby approves Phase 2 of the
Letter Agreement dated January 7, 1991, between the City of
Redding and Economic Sciences Corporation in the amount of
$32,000.
3 . That the City Manager of the City of Redding is hereby
authorized and directed to sign all necessary documentation in
connection therewith on behalf of the City of Redding; and the
City Clerk is hereby authorized and directed to attest the
signature of the City Manager and to impress the official seal of
the City of Redding thereto.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 6th day of August , 1991, and was duly
adopted at said meeting by the following vote:
